The "New and Excellent Medical Devices and Pharmaceuticals" Product Catalogue of Shanghai Municipality was formulated and published by the Shanghai Science and Technology Commission, the Health Commission, and the Medical Insurance Bureau. In order to encourage innovation in biopharmaceutical enterprises and promote Shanghai's development into a global influencer in the biopharmaceuticals industry innovation hub, procedures such as solicitation, expert evaluation, and public announcement were carried out in accordance with the guiding principles of the document "Several Opinions on Supporting the Full-chain Innovative Development of the Biopharmaceuticals Industry."

According to the supporting policies, for the pharmaceutical and medical device products and enterprises included in the catalog, relevant departments of Shanghai willHospital admission allocation, medical insurance payment strength, application promotion demonstrationin various aspects. Within one month of the release of "New and Excellent Medical Devices," medical institutions should equip and use the corresponding innovative drugs and devices according to clinical needs and hospital characteristics, following the principle of "full allocation where needed," and should not restrict their entry into the hospital due to drug/consumables ratio reasons. Diagnostic and treatment items involving innovative drugs and devices will be separately paid or independently grouped in DRG/DIP reforms. Support medical institutions in collaborating with enterprises to carry out demonstration projects for the application of innovative drugs and devices.
