Merck Increases Investment in Virginia, Continues Seventy Years of Cooperation

On October 20, Merck held a groundbreaking ceremony for its new plant at the Elkton campus, located at the foot of the Blue Ridge Mountains in Virginia. CEO Rob Davis described it as an important milestone for the company, the state government, and U.S. manufacturing. The planned 400,000-square-foot facility will handle the production and testing of small-molecule drugs, becoming Merck's center of excellence in this field.
The Elkton campus is of great significance to Merck. Starting from the production of vitamins for WWII soldiers in the 1940s, it has now developed into a large-scale production base with an area of 1.2 million square feet and more than a thousand employees. Three years ago, Merck invested $1 billion to expand the site, adding 120,000 square feet of factory space to increase the production capacity of the HPV vaccine Gardasil. This new investment further strengthens its local production capabilities in the field of small molecule drugs.

Virginia Becomes a Hotbed for Pharmaceutical Investment, Giants Flock to Establish Presence

Merck's increased investment is not an isolated case, as Virginia has recently seen a surge in large-scale investments from pharmaceutical giants. Last month, Eli Lilly announced a $5 billion investment to build an active pharmaceutical ingredient manufacturing plant near Richmond; less than two weeks ago, AstraZeneca commenced construction of a $4.5 billion manufacturing base in Albemarle County, near the University of Virginia.
Virginia Governor Glenn Youngkin places high importance on these investments, emphasizing that Merck's $3 billion commitment represents a significant leap forward for the life sciences sector in both the U.S. and Virginia, strengthening the state’s leading position in advanced biopharmaceutical manufacturing nationwide. The gathering of industry giants underscores the growing prominence of the state’s comprehensive advantages in supply chain security and industrial support.

Investment Surge Across the U.S.: Driven by Policy and Demand

Since the beginning of this year, Merck has made frequent investment moves in the U.S.: In April, it started the construction of a $1 billion biologics plant in Wilmington, Delaware; in May, its animal health division announced an $895 million expansion of its production base in Kansas; and earlier this year, it completed the construction of a $1 billion vaccine plant in Durham, North Carolina.
Looking at the industry, Roche has committed to investing $5 billion, Johnson & Johnson launched a $5.5 billion medical technology enhancement plan, and both Sanofi and Novartis plan to invest at least $20 billion in the U.S. within this decade. This wave of investment is closely related to the U.S. government's tariff policies. The Trump administration threatened to impose additional tariffs on imported drugs while offering exemptions to companies building local factories, pressuring pharmaceutical companies to accelerate their domestic supply chain layout to ensure supply security and avoid policy risks.
