On October 25, at the plenary session of the 2025 International Biomedical Industry Innovation Beijing Forum, Beijing released the planning proposal for the International Pharmaceutical Innovation Park (BioPark). The plan proposes to establish four major industrial functional zones with high standards, including a headquarters cluster area and a medical-engineering integration zone, to build a high-end industrial chain system and create a global hub for pharmaceutical health innovation and cooperation.
Kong Lei, Secretary of the Beijing Economic-Technological Development Area (BDA) Working Committee, introduced that in terms of industrial functional layout, the park has planned four major industrial functional zones. Among them, the Corporate Headquarters Cluster will focus on becoming an international hub for pharmaceutical industry exchanges, creating international business spaces to attract the headquarters and innovation centers of top global biopharmaceutical enterprises. The Medical-Engineering Integration Zone plans to introduce national-level new research institutions, industry-education integration innovation platforms, international scientific organizations, and clinical research centers, providing support for cross-disciplinary medical-engineering innovation. The Research and Transformation Zone will gather shared technology service platforms, establishing an integrated space from research and development, pilot testing to scaled production. The Pharmaceutical Intelligent Manufacturing Zone will focus on gathering "lighthouse factories" for pharmaceutical intelligent manufacturing, promoting the industrialization of globally significant innovative products.
According to the plan, the park will undertake the national artificial intelligence application pilot base, and build key infrastructures such as a super computing power foundation, a data labeling base, and a trusted data space for the healthcare and pharmaceutical industries. In collaboration with renowned universities, it will establish a life health industry-education integration base and prepare to set up the Beijing Life Health Industry Innovation Research Institute. Concurrently, an international clinical medical research center will be developed to create a first-class clinical research hospital with a focus on medical research and innovation transformation.
The International Medical Innovation Park (BioPark), located along the southern central axis of Beijing and adjacent to Nanhaizi Park to the east and Fengchi Park to the west, has attracted multinational companies such as Eli Lilly, Pfizer, Bayer, and Medtronic. It covers fields including innovative drugs and high-end medical devices.
