Last weekend, AstraZeneca's 6th global strategic R&D center and Medtronic's first digital healthcare innovation base in China were launched in Beijing. At the same time, Johnson & Johnson’s first Asian innovation center, GE Healthcare’s first imaging equipment innovation incubator in China, and Philips’ second largest full product line R&D headquarters globally also announced their establishment in Beijing.

These well-known multinational companies have chosen to settle in a "park" - the International Pharmaceutical Innovation Park located in the southern fifth ring road of Beijing. Since its construction began last year, the International Pharmaceutical Innovation Park has attracted more than ten international pharmaceutical giants such as Pfizer and Bayer, almost all of which rank among the top 50 globally, and some even among the top 10.

Beijing Has Unique Advantages

AstraZeneca has consistently ranked among the top 10 global pharmaceutical companies for many years. In March this year, AstraZeneca signed an agreement with Beijing, announcing a $2.5 billion investment to build its sixth global strategic R&D center and a high-standard industrialization project. In just over six months, this R&D center was completed and put into operation. AstraZeneca's global CEO, Pascal Soriot, stated directly that the new global strategic R&D center will leverage Beijing's world-leading scientific ecosystem and advantages in artificial intelligence to accelerate the development of next-generation innovative drugs.

"Beijing has unique advantages and represents China's R&D strength," said He Jing, AstraZeneca's Global Senior Vice President and Head of Global R&D in China. The rich resources of universities, clinical institutions, and talent in Beijing provide significant support for understanding diseases and addressing clinical needs in drug development.

Beijing has 12,000 medical institutions, including 132 tertiary hospitals, the most in China. Within a 15-kilometer radius of the International Pharmaceutical Innovation Park, there are 16 top-tier tertiary hospitals such as Tongren Hospital and five prestigious medical schools like Capital Medical University. The Beijing Economic-Technological Development Zone, where the park is located, is home to over 5,000 biopharmaceutical companies, forming a complete industrial chain system from research and development, production, services to sales.

The "Park" Excels in Innovation Ecology

The International Medical Innovation Park is the last complete industrial development zone in the Fifth Ring Road area of Beijing and is also located on the "future axis" of the capital's new era development. Last year, the construction of the park began, with an area of approximately 5.5 square kilometers designated for a headquarters cluster zone, a research and development transformation zone, a medical-engineering integration zone, and a pharmaceutical intelligent manufacturing zone. Green space accounts for more than half of the park's area, making it a true "park."

Last year, pharmaceutical giants such as Eli Lilly, Pfizer, and Medtronic, as well asShouyao HoldingsAfter local innovative enterprises signed contracts, the International Pharmaceutical Innovation Park welcomed multiple multinational companies this year. Almost every project is labeled with tags like "the first" or "the largest." Among them, Johnson & Johnson plans to build the first Sci-Tech Innovation Center in Asia, the largest medical device training center in the Asia-Pacific region, a global electrophysiology application and training center, and the Johnson & Johnson China Digital Innovation Center.

Whether they are international giants or small and medium-sized enterprises, all pay special attention to the innovation ecosystem, which is precisely the strength of the "Park" — China's first pilot base focusing on biopharmaceutical manufacturing has been established, with the largest investment scale, capable of providing common services such as data, computing power, and target discovery; the National Medical Products Administration's Drug and Medical Device Review and Inspection Center for the Beijing-Tianjin-Hebei region, inaugurated last month, will offer nearby review services; the Life Health Industry-Education Integration Base collaborates with universities, hospitals, and enterprises to promote the coordinated development of industrial innovation and talent cultivation; the International Clinical Medical Research Center, relying on Peking University Cancer Hospital, aims to build a world-class research-oriented hospital, accelerating cutting-edge scientific discoveries, innovative medical device R&D, and the implementation of innovative solutions.

Full-process services help enterprises grow

"The 'park' not only boasts high-quality 'hardware' but also high-standard 'software'—integrating innovative advantages, policy advantages, regulatory advantages, and industrial cluster advantages. Companies can obtain one-stop support for the entire process from the source to preclinical research, clinical trials, and guidance for drug market entry, which is one of the biggest reasons for attracting companies to establish themselves here," said Wang Zhanshuo, Deputy Director of the Biotechnology and Healthcare Industry Bureau of Beijing Economic-Technological Development Area.

The municipal and district levels have successively introduced multiple policies. This year, Beijing proposed to deepen the pilot program for the review and approval of clinical trials for innovative drugs, reducing the approval time from 60 working days to 30. The pilot program for the review and approval of drug supplemental applications will cut the review time from 200 working days to 60. The Economic Development Zone has established a biotechnology and large health industry special fund with a scale of 5 billion yuan, a science and technology innovation fund with a scale of 2 billion yuan, and a biopharmaceutical merger and acquisition fund with a scale of 10 billion yuan, injecting capital momentum into enterprises.

According to the plan, the International Medical Innovation Park will achieve a preliminary functional layout by 2027, with key facilities such as universities and hospitals in the medical-engineering integration zone basically completed; by 2030, the main functional zones will be fully established, becoming a global hub for pharmaceutical innovation collaboration, the top choice for talent entrepreneurship, a demonstration area for AI-empowered pharmaceuticals industry, and a pilot zone for pharmaceutical policy reform.
