Comprehensive Medical Information

1. All coordinated regions in China are required to implement real-time settlement by the end of this year.

Recently, the National Healthcare Security Administration issued the "Notice on Comprehensively Promoting the Expansion and Quality Improvement of Immediate Settlement Reform for Medical Insurance Funds," requiring that by the end of 2025, all coordinating regions in China must implement immediate settlement. By the end of 2026, the funds from immediate settlement should account for more than 80% of the local medical insurance fund’s monthly settlement funds, and by the end of 2026, over 80% of designated medical institutions should have immediate settlement services available. The notice proposes strengthening the construction of the immediate settlement mechanism, standardizing the fund disbursement mechanism, reinforcing the review and control mechanism, improving the evaluation and supervision mechanism, and establishing a risk warning mechanism. Regarding the standardization of fund disbursement, the notice suggests that provincial healthcare security departments guide coordinating regions’ designated medical and pharmaceutical institutions to, in principle, submit medical expense claims before the 10th day of the following month. 2. Brain-Computer Interface Future Industrial Cluster Lands in Shanghai Hongqiao

Recently, according to the report by *The Science and Technology Innovation Board Daily*, the future industrial cluster of brain-computer interface has been established in Shanghai Hongqiao. Both the Shanghai municipal government, Minhang District, and Hongqiao International Central Business District are promoting the construction of this cluster through municipal and district-level policy resources. The report also mentioned three development paths for the cluster: First, building an industrial cluster with “one core, one circle, one network.” Second, creating a source of technological innovation by relying on universities and key laboratories to drive breakthroughs in fields such as brain-computer interface, neuroscience, and underlying algorithms. Third, increasing policy support by systematically constructing a “industry-university-research-application-capital” integrated ecosystem covering the entire process from “innovative research and development - clinical transformation - incubation acceleration.” (IT Home)

3. Tianjin Explores the Establishment of a Permanent Residence-Based Elderly Care Service Supply Mechanism

Recently, the Tianjin Municipal People's Government released the Implementation Opinions on Deepening the Reform and Development of Elderly Care Services. It proposed to further promote the coordinated development of elderly care services in the Beijing-Tianjin-Hebei region. In accordance with the principles of government guidance, market operation, cooperative construction, and equal standards, the city’s high-quality elderly care resources will be extended to Beijing and Hebei. Efforts will explore establishing a mechanism for providing elderly care services based on place of residence and improve the cross-regional settlement system for elderly care services among the three regions. The initiative aims to enhance the coordination mechanism for elderly care services in the Beijing-Tianjin-Hebei region, continuously deepen interconnectivity in medical insurance, social security, and elderly care, with a focus on promoting synergy in policies, projects, talent, medical-care integration, regional cooperation, and industry alignment. It also seeks to advance the alignment and mutual recognition of policies, standards, and data related to the elderly care services industry across the three regions, achieving open sharing of elderly care resources and information. The role of social organizations in the field of elderly care services will be leveraged to facilitate the connection of projects and resources in the three regions, exploring new pathways for cooperation in elderly care services. 6. Medical Device Company Vascular Flow's Helical Graft Receives FDA Approval for Market Launch

Recently, Vascular Flow announced that its spiral-shaped artificial blood vessel, SLF AV, has received FDA approval for marketing. It is the first FDA-approved spiral-shaped artificial blood vessel, designed for arteriovenous fistula creation. Globally, over 2 million patients with kidney disease rely on hemodialysis each year. The arteriovenous fistula serves as a "lifeline" for dialysis patients, but it has a high postoperative failure rate, with early dysfunction occurring in about 40% of cases. Failures are mostly caused by turbulent flow-induced thrombosis, while later dysfunction is related to venous hypertension and vascular wall tension. Avoiding or delaying intimal hyperplasia is key to extending the lifespan of arteriovenous fistulas, yet existing solutions fail to meet clinical needs. SLF AV is made from expanded polytetrafluoroethylene (ePTFE) and its unique feature lies in the spiral design at the venous end, which remodels blood flow into a spiral laminar pattern, reduces turbulent energy, brings blood flow closer to physiological conditions, significantly decreases intravascular turbulence, and lowers pressure and stress on the vessel walls.
