Since December 12, several districts in Shanghai, including Jiading, Jing'an, Yangpu, and Xuhui, have successively announced public welfare campaigns for the vaccination of imported HPV vaccines and recombinant shingles vaccines. The campaigns specify that recipients will participate at their own expense, following the principles of informed consent, voluntary participation.
Previously, the Shanghai Medical and Health Affairs Service Center released a message on the Shanghai Pharmaceutical Group Procurement (GPO) Service website titled "A Public Welfare Campaign for the Vaccination of Certain Non-Immunization Program Vaccines in the City Will Begin on November 20, 2025." In response to the government's call and to fulfill corporate social responsibility, relevant vaccine companies will carry out public welfare activities in our city targeting eligible populations, offering vaccinations for imported nine-valent HPV vaccines, recombinant shingles vaccines, and imported bivalent HPV vaccines.
The above message shows that the vaccines included in the people's welfare activities are the nine-valent human papillomavirus vaccine produced by Merck, as well as the bivalent HPV vaccine and the recombinant zoster vaccine (CHO cell) produced by GSK (GlaxoSmithKline).
This惠民activity has specific requirements for vaccination timing: For the nine-valent HPV vaccine, eligible individuals who complete the first dose of the nine-valent HPV vaccine at any vaccination site in the city from the start of the activity until September 30, 2026, and complete the full vaccination course at the same vaccination site in the city before March 31, 2027, can enjoy the policy of having the final dose for free.
For the bivalent HPV vaccine, different preferential public welfare activities are implemented for different age groups. For females aged 9-14, if they receive the first dose of the bivalent HPV vaccine at any vaccination site in the city from the start of the activity until December 31, 2025, and complete the full two-dose vaccination schedule at the same vaccination site before July 31, 2026, the second dose will be free. For females aged 15-45, if they receive the first dose of the bivalent HPV vaccine at any vaccination site in the city from the start of the activity until December 31, 2025, and complete the full three-dose vaccination schedule at the same vaccination site before July 31, 2026, the second and third doses will be free.
For the recombinant shingles vaccine, from the start of the campaign until June 30, 2026, individuals aged 50 years and above who receive their first dose of the recombinant shingles vaccine at any vaccination site in the city and complete the two-dose series at the same vaccination site in the city by December 31, 2026, will be eligible for a free second dose.
Based on the information about the vaccine inoculation benefits activities released by multiple districts currently, some districts like Jiading and Jing’an are offering imported nine-valent HPV and recombinant zoster vaccines as part of this event. Meanwhile, other districts such as Yangpu, in addition to the imported nine-valent HPV and recombinant zoster vaccines, also provide imported bivalent HPV vaccines. Regarding the start time, due to variations in preparation work across districts, the launch times for these benefits activities differ. Jing’an District will officially kick off on December 8th, while districts like Jiading, Yangpu, and Xuhui have already opened reservations for vaccinations. There are three ways to make reservations for this benefits activity: first, via the “Smart Vaccination” service under the “Cloud Function” section of the WeChat public service account “Shanghai Health Cloud”; second, through the “Smart Vaccination” feature on the WeChat mini-program “Health Cloud Pro”; third, by making offline reservations directly at vaccination clinics.
A netizen asked: Can elderly people from outside Shanghai, who are not registered residents of the city, come to Shanghai to get the shingles vaccine? In response, the Xuhui Disease Control Department replied on its WeChat Official Account: There is no household registration restriction.
