VCBeat (WeChat ID: vcbeat) has learned that on July 6, the Dongguan-Macao Economic and Trade Cooperation Forum, co-hosted by the Dongguan Municipal Bureau of Commerce in Guangdong Province and the Macao Trade and Investment Promotion Institute, was held in Guangdong. The event also saw the launch of an interactive ceremony for “completing business licensing and bank account opening within one business day,” with the approval of an internet hospital’s business license completed on-site.
Jianke, a well-known domestic online health management company, became one of the first beneficiaries as an industry representative. Approval has always been the primary challenge for internet hospitals in their local implementation; issuing an internet hospital business license within one working day has set a new record for approval efficiency in China.

It is reported that the license for an internet hospital is subject to post-registration approval. After successfully obtaining the business license for an internet hospital in collaboration with offline physical medical institutions, Jianke can commence business operations upon receiving permits from local health and family planning authorities and other relevant departments, thereby fully benefiting from the dividends of the government’s commercial system reforms.

Policy Support Continues: Internet Healthcare Enters the 2.0 Era
To address the difficulties in accessing medical care and seeking treatment caused by the uneven distribution of healthcare resources in China, the state has explicitly issued documents since the beginning of this year to encourage the development of internet hospitals. In April, the General Office of the State Council released opinions on promoting the development of “Internet + Healthcare,” which clearly stated that medical institutions are permitted to establish internet hospitals.
Last month, Guangdong Province launched China’s first “Action Plan for Promoting the Development of ‘Internet + Healthcare’,” outlining clear guidelines on how to implement the construction of internet hospitals in the province. The plan permits medical institutions to adopt “internet hospital” as a secondary name and, building upon their physical facilities, to leverage internet technologies to provide safe and appropriate medical services. It allows licensed physicians who are registered or filed to conduct online follow-up consultations for certain common and chronic diseases, and to issue online prescriptions for such conditions after reviewing patients’ medical records. Industry experts stated that, with encouragement and support from national and local policies on “Internet + Healthcare,” internet healthcare has entered its 2.0 era.
Benefiting the Nation and People: The Internet Empowers Healthcare
In recent years, internet hospitals have sprung up across China. As policies governing internet hospitals remain unclear, various regions are exploring different development models. Deng Tao, Secretary of the Dongcheng Subdistrict Committee in Dongguan, Guangdong Province, stated that by leveraging the opportunity presented by economic and trade cooperation between Dongguan and Macau, the aim is to pioneer a model path for the construction and development of internet hospitals by enhancing the efficiency of government approval processes for commercial registration.
Xie Fangmin, CEO of Jianke, believes that Guangdong has always been a pioneer at the forefront of reform. With the support of the government’s pioneering reform initiatives, Jianke obtained Guangdong’s first license for online drug trading in 2009, carving out a path for the development of internet-based pharmaceutical transactions. Now, as one of the first beneficiaries to receive business licenses for internet hospitals on a weekday, Jianke will continue to leverage its advantages and explore distinctive models for the construction and development of internet hospitals in Guangdong and across China.
“The convenience of internet hospitals is self-evident. Patients in remote areas can simply download and install the Jianke app to consult with experts from first-tier cities, as well as those in Portugal and Macao, via video and text without leaving home,” said Xie Fangmin, CEO of Jianke. Emerging services such as online medication purchases and virtual consultations have made internet-based medical care more accessible to the general public. These innovations also help address the uneven distribution of medical resources across regions, enabling residents in remote areas to more easily access high-quality, advanced healthcare services, thereby bringing tangible benefits to patients throughout China.
Deep Cultivation: Building a Closed-Loop Ecosystem for Internet + Healthcare
At this forum, Jianke, as a leader in the internet healthcare industry, became one of the first enterprises to enter through the fast track, thanks to its years of deep cultivation and accumulation in the sector. As a pioneer in China’s pharmaceutical e-commerce industry, Jianke, founded in 2009, is among the earliest explorers of the “Internet + Healthcare” model.
To date, Jianke has completed a $150 million Series A financing round. Bolstered by strong capital support and favorable policies, the company is fully committed to driving its strategic upgrade. Since last year, Jianke has expanded into physical hospitals while building on its “Internet + Healthcare” foundation. Currently, Jianke has established six physical hospitals in Wuhan, Hangzhou, Guangzhou, Chongqing, and other cities. In the future, it plans to deepen collaborations with physical hospitals in Guangdong, Beijing, Hainan, and other regions, leveraging these partnerships as the foundation for its internet healthcare services and accelerating the deployment of online chronic disease management programs.
It is evident that Jianke, by focusing on exploring the “Internet + Chronic Disease Management” model, is building an integrated internet healthcare platform that combines online and offline chronic disease management services with offline rehabilitation therapy services.
