In recent years, the fields of big data in health and healthcare as well as internet-based healthcare have witnessed vigorous development. In early 2018, the State Council issued the guiding document “Opinions of the General Office of the State Council on Promoting the Development of ‘Internet + Healthcare’,” which clearly articulated a strong stance in support of the development of “Internet + Healthcare.” The document emphasized a policy orientation that encourages innovation while adopting an inclusive yet prudent approach, specified key areas for integrated development and supporting systems, and established clear regulatory and safety baselines.
In this context, a forum themed on the development of big data in health and medicine and internet healthcare was held in Chengdu on July 10.
This forum aims to implement the spirit of the State Council’s “Guiding Opinions on Promoting and Standardizing the Application and Development of Health and Medical Big Data” (General Office of the State Council Document [2016] No. 47) and the “Opinions on Promoting the Development of ‘Internet + Healthcare’” (General Office of the State Council Document [2018] No. 26), advance the construction of national pilot projects for health and medical big data, promote the deep integration and development of the internet with healthcare, and leverage the China Health and Medical Big Data Industry Alliance as an engine for resource integration and collaborative innovation.
At the current Forum on the Development of Health and Medical Big Data and Internet Healthcare, Jin Xiaotao, former Deputy Director and Party Leadership Group Member of the National Health and Family Planning Commission, and current President of the Chinese Society for Health Informatics and Medical Big Data as well as Dean of the Peking University National Institute of Health and Medical Big Data, pointed out that the report to the 19th National Congress of the Communist Party of China proposed implementing the Healthy China Strategy. The health and medical big data sector and the internet healthcare industry must earnestly study the policies of the CPC Central Committee and the State Council, enhance their sense of mission and responsibility, and leverage national pilot projects as an opportunity to promote the implementation of central decisions and deployments. Furthermore, it is essential to scientifically grasp the relationship between health and medical big data and internet healthcare services, continuously breaking new ground in all areas of work.
Jin Xiaotao emphasized that the common goal of the health and medical big data industry and the development of internet healthcare is to stimulate the momentum and vitality for deepening healthcare system reform, drive the development of the health industry, promote the cultivation of new business models, and form new economic growth points. Meanwhile, it aims to enhance the public’s sense of gain in health and medical services, truly enabling the health and medical industry to benefit the people, the government, and enterprises.
At the forum, Zhou Gongwei, Deputy Director of the Statistics and Information Center of the National Health Commission, delivered a keynote speech titled “Governance and Informatization Construction in Public Hospitals.” Shu Ting, Division Chief at the Hospital Management Institute of the National Health Commission, provided a detailed exposition on the application models and development trends of internet-based healthcare under the new circumstances. Yu Xuemei, Director of the Information Center at the Capital Institute of Pediatrics, used her institution as a case study to clearly explain the planning and practical implementation of medical data security. Shi Qingke, Director of the Information Center at West China Hospital of Sichuan University, analyzed hospital big data integration platforms and their applications from a hospital perspective. Zhou Zhen, Executive Vice General Manager of CEC Health Cloud Technology Co., Ltd., introduced the application of artificial intelligence in the healthcare industry from the perspective of personal intelligent health records.
Meanwhile, the forum also held the launch ceremony for China’s first innovation and entrepreneurship competition focused on the health and medical big data industry—the “China Health and Medical Big Data Industry Innovation Competition”—and released the Blue Book of Internet Healthcare: Report on the Development of China’s Internet Health and Medical Services (2018). Li Shifeng, Chairman of CEC Data Service Co., Ltd., the lead editor of the report, introduced its main contents to the attendees.
Guided by the Ministry of Industry and Information Technology and the People’s Government of Sichuan Province, this forum was jointly hosted by the Chinese Society for Health Informatics and Medical Big Data and China Electronics Corporation. It was co-organized by the Professional Committee on Health and Medical Big Data Industry Development and Information Security under the Chinese Society for Health Informatics and Medical Big Data, CEC Data Services Co., Ltd., and the Sichuan Provincial Center for Health and Family Planning Information. Supporting organizations included the Hospital Management Institute of the National Health Commission, Peking University’s National Institute of Health and Medical Big Data, Sichuan University’s National Institute of Health and Medical Big Data (in preparation), CEC Health Cloud Technology Co., Ltd., and CEC Digital Port Technology Development (Beijing) Co., Ltd. More than 100 member units of the industry alliance, including CEC Data Services Co., Ltd., SDIC Intelligent Technology Co., Ltd., and Chengdu Yilian Technology Co., Ltd., along with over 200 individual members of the alliance, participated in the forum.
