Yichang Launches 'YiJianTong': A City-Level Internet+Healthcare Solution Powering Digital Health Management via Mobile

On July 17, the Yichang Municipal People’s Government, the Yichang Municipal Health and Family Planning Commission, the Yichang Smart City Office, and Tencent jointly held the launch event for “Yi Jian Tong,” innovatively introducing a mobile-based health management solution—“Yi Jian Tong,” a city-level “Internet + Healthcare” platform. Leveraging their respective strengths, the parties achieved comprehensive integration of access points, platforms, and data to deliver integrated online and offline services.

At the same time, attendees jointly unveiled the “Joint Laboratory for Health Big Data Application and Security,” aiming to establish standard technologies and security systems for the use of health big data, promote the implementation, application, normalization, and standardization of innovative medical and healthcare services, co-build a new ecosystem for smart healthy cities, support Yichang in creating a demonstration city for “Internet + Medical Healthcare,” and develop a replicable “Yichang Model.” Wang Jun, Deputy Secretary-General of the Yichang Municipal People’s Government and Director of the Smart City Office; Zhang Qiong, Director of the Yichang Municipal Health and Family Planning Commission; Wu Bo, Vice President of Tencent Healthcare; and other leaders, along with heads of relevant organizations, attended the launch event.

At a time when the "Healthy China" initiative has been elevated to a national strategy, advancing its implementation serves as a crucial foundation for basically achieving socialist modernization. In the "Guiding Opinions on Promoting the Development of 'Internet + Healthcare'," the General Office of the State Council pointed out that it is necessary to accelerate the practical application of technologies such as big data and artificial intelligence in the field of healthcare services, and actively leverage internet technologies to expedite the interconnectivity and interoperability of healthcare information. On July 12, the National Health Commission and the National Administration of Traditional Chinese Medicine jointly issued the "Notice on Deepening the Implementation of Convenience and Benefit-for-the-People Activities under the 'Internet + Healthcare' Framework," providing further guidance for the effective implementation of policies aimed at making "Internet + Healthcare" more accessible and beneficial to the public.

Kong Lingzhi, former Deputy Director of the National Center for Disease Control and Prevention and Vice President of the Chinese Preventive Medicine Association, stated: “Under the guidance of new national policies, we are required to strengthen the ‘Internet + Healthcare’ service system and improve its supporting infrastructure. This presents significant challenges to government bodies and professional sectors. While effectively developing and applying health big data, these entities must also fully leverage the role of the internet and big data in health management, enhance collaboration and sharing of big data, continuously deepen innovative applications of health big data, promote the integration of health into all policies, enable the public to enjoy faster and better health services, and continually enhance people’s sense of gain.”

Centered on “intelligence,” grounded in “public benefit,” and driven by “innovation,” the Yichang Municipal Health and Family Planning Commission and the Yichang Smart City Office have partnered with Tencent to innovatively launch “Yijiantong,” a city-level Internet + Healthcare solution that enables one-stop health management via mobile phones, achieving interconnectivity of healthcare resources across the entire region. Leveraging internet technologies such as artificial intelligence, big data analytics and visualization, and information security, and utilizing diverse access points and channels including the “Yijiantong” WeChat Mini Program and health portals, the solution delivers data directly to individuals, providing synchronized, intelligent, and precise healthcare services throughout the entire life cycle.

Meanwhile, Tencent and Yichang jointly established the “Joint Laboratory for Health Big Data Applications and Security” to advance fundamental research in health big data and artificial intelligence, such as developing disease prediction models, while also promoting the development of confidentiality agreements, technical standards, and security frameworks for health big data applications, thereby enabling technology to better serve the advancement of healthcare.

The theme of this press conference is “Smart Health, Wise Living, New Yichang—Managing Health with a Single Smartphone,” which also serves as the core focus of the bilateral collaboration. By leveraging technological innovations and applications of big data and artificial intelligence in healthcare, the initiative integrates regional medical resources with personal health data. Using the “Yijiantong” mini-program as an innovative platform, it consolidates the citizen card, social security card, medical visit card, and health card into a single interface. With intelligent user identity recognition, the platform delivers precise, convenient medical care and personalized health services to Yichang residents, making health services more accessible and user-friendly, thereby acting as a comprehensive health steward for entire families.

Yijiantong leverages Tencent’s Ruizhi Medical AI Engine to help residents identify diseases more quickly and accurately and recommend the optimal care pathway, providing one-stop medical services anytime and anywhere, such as intelligent triage, appointment scheduling, online payment, and query of laboratory and examination results.

Meanwhile, past medical records—such as laboratory and imaging tests, outpatient and emergency visit records, inpatient records, and physical examination reports—are easily accessible. This provides physicians with a more evidence-based foundation for treatment and gives patients greater clarity and confidence in their care. Currently, Phase I of the “Yijiantong” city-level Internet+ healthcare solution has gone live, and it is expected to cover approximately 800,000 citizens’ cardholders across the city in the future.
