VCBeat (WeChat ID: vcbeat) has learned that the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the General Administration of Customs, and the State Taxation Administration jointly released the list of newly recognized and all national enterprise technology centers for 2017–2018 (the 24th batch).“List of the 24th Batch of National Enterprise Technology Centers”Among them, 112 technology centers and 10 branch centers have been accredited as National Enterprise Technology Centers and Branch Centers (the complete list is attached at the end of the article).

For enterprises whose corporate technology centers have already been recognized as National Enterprise Technology Centers, if their controlling subsidiaries’ technology centers meet the criteria for National Enterprise Technology Center recognition and operate in business fields different from those of the parent company, they may apply to be established as branch centers of the parent company’s National Enterprise Technology Center. The application materials and recognition procedures are identical to those for National Enterprise Technology Centers.
It is reported that,Enterprises included in the “National Enterprise Technology Center List” are qualified as National Enterprise Technology Centers and their branches, and may enjoy preferential import tax policies supporting technological innovation in accordance with relevant national regulations.
1,369 National Enterprise Technology Centers: Share of the Healthcare Industry
Among the 112 technology centers announced in this list, the healthcare industry also accounts for a certain proportion.
Among them, there are 7 pharmaceutical companies., namely Shijiazhuang No. 4 Pharmaceutical Co., Ltd., Shanghai Haohai Biological Technology Co., Ltd., Sinopharm Chemical Reagent Co., Ltd., Anhui Anke Biotechnology (Group) Co., Ltd., Jiangxi Qingfeng Pharmaceutical Co., Ltd., Guangdong VTR Bio-Tech Co., Ltd., and Sichuan New Green Pharmacy Technology Development Co., Ltd.
In addition, two companies were included in the medical devices segment., namely Henan Tuoren Medical Device Company and Chongqing Jinshan Science & Technology (Group) Co., Ltd.
As of now, there are a total of 1,369 officially certified National Enterprise Technology Centers and 77 branch centers.
According to statistics from VCBeat, among the more than 1,000 national enterprise technology centers and sub-centers, there are already 99 pharmaceutical companies, including Peking University Pharmaceutical Co., Ltd., Beijing SL Pharmaceutical Co., Ltd., Tianjin Pharmaceutical Group Co., Ltd., and Tasly Holding Group.

In terms of regional distribution, Shandong Province has the highest number of pharmaceutical companies on the list, with 17, followed by Zhejiang Province with 8, Shanghai with 7, and Jiangsu Province with 6.

There are 17 medical device companies, including well-known enterprises such as Shenzhen Mindray Bio-Medical Electronics, Dirui Medical, Shanghai Fosun, Meikang Biology, Xinhua Medical, Weigao Group, Autobio Diagnostics, and Henan Tuoren Medical Device.

Which Enterprises Can Be Included in the “National Team”?
On March 24, 2016, in order to implement the innovation-driven development strategy, reinforce the principal role of enterprises in technological innovation, guide and support enterprises in enhancing their technological innovation capabilities, improve the market-oriented mechanism for technological innovation, and regulate the administration of national enterprise technology centers, China revised the Administrative Measures for Nationally Recognized Enterprise Technology Centers (Order No. 53 of 2007) and, on this basis, formulated and issued the Administrative Measures for the Recognition of National Enterprise Technology Centers.
Furthermore, the Measures for the Administration of Recognition of National Enterprise Technology Centers (hereinafter referred to as the “Measures”) came into effect on April 1, 2016. According to the provisions of the Measures, the basic criteria for recognition mainly include the following aspects:
In Terms of Innovation, the company possesses significant development and competitive advantages within the industry, featuring industry-leading technological innovation capabilities and standards; it has established a robust technological innovation mechanism, with a well-organized enterprise technology center system, demonstrating remarkable innovation efficiency and effectiveness.
In terms of R&D investment, with substantial investment in research and development (R&D), annual expenditure on R&D activities amounting to no less than 15 million yuan; possessing highly skilled technical leaders with extensive practical experience, and employing no fewer than 150 full-time R&D personnel; equipped with relatively comprehensive facilities for research, development, and testing, with the original value of technical development instruments and equipment reaching at least 20 million yuan.
In terms of technology, it shall possess substantial technical expertise, prioritize the development of cutting-edge technologies, and have the capability to conduct high-level technological innovation activities; it shall have held the qualification of a provincial-level enterprise technology center for more than two years.
Furthermore, within the three years prior to the application acceptance deadline, the enterprise must not have engaged in any of the following circumstances: violations of the Customs Law and relevant laws and administrative regulations that constitute smuggling, resulting in criminal or administrative penalties, or administrative penalties imposed for serious violations of customs supervision regulations; violations of the Tax Collection and Administration Law and relevant laws and administrative regulations that constitute serious tax offenses such as tax evasion or fraudulently obtaining export tax refunds; and other serious illegal and dishonest acts as determined by judicial or administrative authorities.
