Chuangye Software Files IPO Prospectus After Strategic Partnerships with Alibaba and Tencent Within Three Months

Jointly develop comprehensive solutions for the construction and operation of Healthy Cities, and promote convenient, people-centric services such as facial recognition, electronic social security cards, WeChat City Portals, and WeChat Pay. Taking the Healthy Zhongshan project as a pilot, Create Software will integrate Tencent’s Smart Hospital solutions, artificial intelligence, facial recognition, electronic social security cards, WeChat City Portals, and WeChat Pay into the Healthy Zhongshan platform.

(1) An All-in-One Card Project Integrating Facial Recognition and WeChat Electronic Medical Cards. The All-in-One Card Project was a key component of Zhongshan City’s 2016 livelihood initiatives. This project ensures compatibility with social security cards, allowing residents to use the “Zhongshan Health Pass” card for medical visits in the same manner as a social security card. After registering on the “Healthy Zhongshan” app, scanning the electronic medical card provides the same functionality as presenting a physical card.

(2) Application of Tencent Miying on the Regional Health Information Platform. As an exploratory artificial intelligence product in the healthcare sector, Tencent Miying can be applied to areas such as assisting physicians in diagnosis and early cancer screening. This solution will integrate with the big data from the Zhongshan City Regional Health Information Platform to explore new operational cooperation models for regional imaging centers. By leveraging the respective strengths of both parties—relying on Tencent Cloud resources and the imaging big data from the Zhongshan City Regional Health Information Platform—the platform will provide residents with image access and consultation services, while offering remote diagnosis and treatment services to medical and health institutions. Subsequently, operations will gradually expand into areas such as internet hospitals, cashless hospitals, commercial insurance claims processing, and insurance brokerage.

Jointly develop value-added healthcare products based on Tencent Miying AI and WeChat Smart Hospital, and build a support platform for hospitals and primary care institutions to launch billable AI-driven services. Tencent Miying’s AI product portfolio includes applications such as AI-assisted imaging diagnosis, clinical decision support, and patient triage, which have gained widespread recognition in the industry. By integrating these capabilities with the company’s existing healthcare offerings, both parties will co-create industry-specific value-added solutions that incorporate Miying’s technologies.

(1) Both parties shall establish a joint R&D team to collaboratively develop innovative products. B-Soft will provide medical institutions at various levels as pilot sites for the application of AI-based products, smart hospital solutions, and other offerings. The joint R&D team formed by both parties will be stationed at these pilot institutions to conduct collaborative analysis and discussions with medical experts, thereby developing innovative products that align with actual clinical workflows.

(2) Both parties shall jointly develop and establish an AI service network. By connecting hospitals, public health institutions, primary care facilities, and other entities through this AI service network, we will achieve deep integration of intelligent services with production systems, thereby facilitating the rapid, stable, and cost-effective adoption of Miying AI services among all customers.

(3) Both parties will jointly develop comprehensive smart hospital solutions. By integrating the Company’s online and offline products for hospitals and primary healthcare institutions, they will achieve seamless system integration and interoperability, thereby enhancing the level of informatization and internet application in hospitals and primary healthcare settings.

Leverage the complementary strengths of both parties’ products to jointly explore an open-ended strategy for hospital informatization centered on the Tencent platform, elevate the strategic level of cooperation, and innovate models for in-depth collaboration. Both parties will jointly develop a new generation of hospital information systems based on the Tencent platform and powered by medical artificial intelligence. These systems will support an open app store model, integrate online and offline services, enable hybrid cloud deployment, and provide personalized, tailored interactive applications for physicians (“a unique experience for each of the thousands of doctors”), thereby creating intelligent industry software products that ensure a comfortable and efficient user experience for healthcare professionals.

Both parties will collaborate to explore the in-depth application of big data in healthcare and enhance AI-driven medical products, jointly advancing research into commercialized offerings such as big data solutions, smart terminals, health insurance fraud prevention systems, and holographic digital humans.
