Driven by two key factors—the entry of the main cohort from China’s second baby boom into childbearing age and the comprehensive relaxation of the two-child policy—the number of newborns in China is expected to increase significantly in the coming years. According to data from the National Bureau of Statistics, the population of children aged 0–14 in China reached approximately 242 million in 2015, representing a substantial base. In contrast, publicly available information indicates that over the past three years, China has lost 14,310 pediatricians, accounting for 10.7% of the workforce. The severe shortage of pediatric medical resources has made access to pediatric care a pressing social issue requiring urgent resolution. Shortly thereafter, the National Health Commission and the National Administration of Traditional Chinese Medicine jointly issued the “Notice on Printing and Distributing Three Documents, Including the ‘Administrative Measures for Internet-based Diagnosis and Treatment (Trial)’.” The latest notice further clarifies and regulates the “Internet + Healthcare” sector, requiring that internet-based diagnosis and treatment, internet hospitals, and remote diagnosis and treatment all operate in collaboration with physical medical institutions rather than independently.
