Policy Tailwinds: Central Government to Invest Over RMB 5 Billion in 2018


On October 8, 2017, the General Office of the Communist Party of China Central Committee and the General Office of the State Council jointly issued the “Opinions on Deepening the Reform of the Review and Approval System to Encourage Innovation in Drugs and Medical Devices,” promoting in-depth reforms and encouraging innovation through six major areas and 36 specific measures. This signifies that innovation in pharmaceuticals and medical devices has been elevated to a national strategic priority.


On December 28, 2017, the China Food and Drug Administration (CFDA) issued and implemented the “Opinions on Encouraging Drug Innovation through Priority Review and Approval,” which clearly defined the scope, procedures, and work requirements for priority review and approval.


In June 2018, the National Development and Reform Commission (NDRC) released a national subsidy program for biomedical CROs and CMOs, actively promoting the full implementation of the Marketing Authorization Holder (MAH) system.


Not only have policies been frequently issued, but in 2017, the national fiscal investment in the Major New Drug Development Program reached RMB 1.4 billion, clearly demonstrating the state’s strong focus and firm commitment to major new drug innovation. Zeng Yixin, Deputy Director of the National Health Commission, publicly stated that task deployment would be further accelerated and fiscal investment continued to increase, with central government funding for the special new drug program expected to exceed RMB 5 billion in 2018.


Strong national support and the continuous improvement of the market environment have undoubtedly injected new vitality into the innovative drug sector. Currently, dozens of new drugs are approved for clinical trials each year, with countless more projects in the preclinical stage. As R&D efforts advance, a significant number of drugs are expected to gain marketing approval in the future, driving a steady rise in demand for production capacity. CMOs are experiencing business growth in tandem with the increasing order volumes of upstream CROs. Furthermore, under the impetus of the Marketing Authorization Holder (MAH) system, the contract manufacturing outsourcing market has received substantial encouragement, positioning CMOs as key players in the pharmaceutical industry chain.
