Since the introduction of new national regulations on internet-based healthcare, the industry has entered a fast track for standardized development.
VCBeat (WeChat ID: vcbeat) has learned that on October 26, the Jianke Internet Hospital project at Tumxuk City People’s Hospital officially commenced operations in Tumxuk, Xinjiang. The Health Bureau of Tumxuk City, Third Division of the Xinjiang Production and Construction Corps, issued the “Medical Institution Practice License” to the Jianke Internet Hospital at Tumxuk City People’s Hospital. This marks the first medical institution in Xinjiang to obtain an internet hospital practice license, signifying the official establishment of Xinjiang’s first internet hospital on that day.

Zhang Guangxin, Deputy Secretary of the Party Committee and Division Commander of the Third Division of the Xinjiang Production and Construction Corps (Tumxuk City), stated in his address: “The operation of the Jianke Internet Hospital at Tumxuk People’s Hospital signifies a breakthrough in addressing the scarcity and uneven distribution of high-quality medical resources within the Division and City. It enables patients in remote areas to access advanced, high-end medical services from home, truly delivering convenience and affordability to the public.”
24/7 Online Medical Consultations from Home
The “Internet + Healthcare” industry is ushering in unprecedented policy-driven opportunities for development. This July, the National Health Commission issued the *Notice on Deepening Convenience and Benefit Activities for “Internet + Healthcare”*, explicitly encouraging the development of internet hospitals and actively providing online follow-up consultation services for certain common and chronic diseases, with the goal of gradually enabling home-based rehabilitation so that patients can access high-quality and efficient follow-up care without leaving their homes.
In September, the National Health Commission and the National Administration of Traditional Chinese Medicine issued three documents, namely the “Administrative Measures for Internet-Based Diagnosis and Treatment (Trial),” the “Administrative Measures for Internet Hospitals (Trial),” and the “Specification for the Management of Telemedicine Services (Trial),” to regulate internet-based diagnosis and treatment activities and establish national access management standards for internet hospitals.
On the morning of October 26, the launch ceremony for the operation of Jianke Internet Hospital at Tumushuke People’s Hospital was held in Tumushuke City. Zhang Guangxin, Yan Zhaojun, Liang Jiezhao, and other leaders from the Party Committee of the Third Division and Tumushuke City attended the ceremony. At the event, the Health Bureau of the Division and City issued the Medical Institution Practice License to Jianke Internet Hospital of Tumushuke People’s Hospital, and the mobile app for Xinjiang’s first internet hospital was officially launched.
In his on-site address, Zhang Guangxin stated that the official launch and operation of the Jianke Internet Hospital project at Tumxuk People’s Hospital had achieved two “firsts” in the field of “Internet + Healthcare.” First, with the support of the Xinjiang Uygur Autonomous Region Administration for Industry and Commerce, it became the first registered enterprise in the autonomous region to have “remote diagnosis and treatment services” approved as part of its business scope. Second, with the support of the Health and Family Planning Commission of the Xinjiang Production and Construction Corps, it was permitted to provide “Internet + Healthcare” services based at Tumxuk People’s Hospital, thereby becoming the first medical institution in all of Xinjiang to obtain an Internet Hospital practice license after the National Health Commission and the National Administration of Traditional Chinese Medicine jointly issued the Administrative Measures for Internet Hospitals (Trial) in July this year.
It is reported that the Jianke Internet Hospital project of Tumushuke People's Hospital was jointly established by Tumushuke People's Hospital and Xinjiang Jianke Internet Hospital Co., Ltd. The project is located at the Innovation and Entrepreneurship Center in the Industrial Park of Tumushuke City, Xinjiang. It has a registered capital of RMB 10 million, with a total investment of RMB 39.4468 million and an initial investment of RMB 12.4045 million. Its business scope includes remote diagnosis and treatment services, technical services and technology transfer in the field of medical technology, and hospital project investment.
Xie Fangmin, head of Xinjiang Jianke Internet Hospital Co., Ltd., stated that patients can log in to “Jianke Doctor” via PC, WeChat, or mobile app to access 24/7 online consultations, remote multidisciplinary consultations, expedited medication purchasing, and health education. In the future, features such as online appointment scheduling and intelligent triage will be enhanced to provide patients with comprehensive online diagnosis and treatment as well as health management services.
Internet hospitals will be included in the scope of designated social insurance settlement as soon as possible
Compared with other cities in China, Tumxuk City of the Third Division, located on the northwestern frontier of the motherland, suffers from a shortage and uneven distribution of high-quality medical resources. Patients in remote grassroots areas cannot enjoy access to advanced, high-end medical resources as their counterparts in other regions do. For residents of Tumxuk, the establishment of the Jianke Internet Hospital at Tumxuk People’s Hospital will bring them direct convenience and access to high-quality medical resources.
“This project will not only provide services to all employees and residents of the regimental farms under the Division, but also extend its coverage to surrounding prefectures such as Kashgar, Aksu, and Kizilsu. This will undoubtedly drive the in-depth development of the Division’s ‘Internet + Healthcare’ initiatives and make greater contributions to aggregating the ‘Big Health’ industry within the Division and enhancing the level of public healthcare services in Southern Xinjiang,” said Zhang Guangxin, Deputy Secretary of the Party Committee and Commander of the Third Division Tumxuk City.
Guangdong Jianke Pharmaceutical Co., Ltd., which has jointly established an internet hospital with the People's Hospital of Tumxuk City, is currently a leading "Internet + pharmaceutical and healthcare" service platform in China. The company has completed a total of $280 million in financing. In the "2018 E-commerce Classification Ranking" released by Internet Weekly, under the Chinese Academy of Sciences, in collaboration with eNet Research Institute, Jianke topped the list in the pharmaceutical e-commerce category. Committed to building a closed-loop ecosystem for the big health industry encompassing online consultations, medication purchases, health management, and mobile healthcare, Jianke has received government support to develop internet hospitals in Guangdong, Chongqing, Xinjiang, and other regions.
In May this year, Jianke donated a batch of medical drugs and equipment worth RMB 1 million to Tumxuk City of the Third Division of the Xinjiang Production and Construction Corps, delivering healthcare benefits to the general public in the division and city. With the active promotion by the Guangdong Forward Command for Aid to Xinjiang and the Dongguan Work Team for Aid to Xinjiang, Jianke fully leveraged its advantages as an internet platform to engage in in-depth coordination with Tumxuk City People’s Hospital, rapidly reaching a consensus on cooperation. Adhering to the principles of “complementary advantages, resource sharing, mutual promotion, and win-win outcomes,” both parties jointly pioneered a new “online + offline” medical service model that combines the strengths of internet healthcare and physical hospitals.
On August 29, Xinjiang Jianke Internet Hospital Co., Ltd. was officially registered and established in Tumxuk City; on September 26, Tumxuk City People’s Hospital and Xinjiang Jianke Internet Hospital Co., Ltd. jointly signed a cooperation implementation agreement; on October 26, the Health Bureau of the Third Division of Tumxuk City issued the first Internet Hospital Practice License in Xinjiang to the Jianke Internet Hospital affiliated with Tumxuk City People’s Hospital.
“Internet healthcare holds inherent advantages in addressing issues such as the shortage of high-quality medical resources, uneven resource distribution, and a lack of medical professionals. We will fully leverage our intrinsic internet-driven strengths, collaborate with physical hospitals in regions including Xinjiang, Guangdong, and Chongqing, integrate big data and artificial intelligence technologies, and vigorously expand our internet hospital services to genuinely alleviate the public’s difficulties in accessing medical care,” said Xie Fangmin, CEO of Jianke. He added that Jianke would utilize its platform advantages to optimize the allocation of physician and medical resources, bring smart healthcare to border regions, meet the public’s healthcare needs, and promote the development of the broader health industry.
Zhang Guangxin revealed that the Party Committee of the Division and City will position the internet hospital, jointly established by Tumxuk People’s Hospital and Jianke Company, as a key livelihood brand for the Division and City. Efforts will be made to further improve services, enhance support systems, strengthen supervision, spare no effort in providing coordination and guarantees, and fully implement preferential support policies without compromise. Additionally, efforts will be intensified to include the internet hospital in the designated social insurance reimbursement network as soon as possible, thereby promoting this new platform to grow stronger and build its brand influence in Southern Xinjiang. Meanwhile, it is hoped that the internet hospital will accelerate the reform of the pharmaceutical and healthcare system, continuously reduce medical and pharmaceutical costs, and ensure that residents in economically underdeveloped areas can afford medical care and medications.
