On January 10, the Chongqing International Summit on Advanced Medical Technology Innovation and the Unveiling Ceremony of the Chongqing International Medical Innovation Center were held at the Yuzhou Hotel in Chongqing. Co-hosted by the Chongqing Municipal Science and Technology Bureau, the People’s Government of Yuzhong District, and Chongqing Medical University, the event aimed to build an innovation ecosystem around Chongqing Medical University and foster comprehensive, cross-regional, multidisciplinary collaboration in medical industry innovation.

150 government leaders, experts and professors, senior executives from innovative enterprises, professional investment institutions, incubator representatives, and others participated in the conference.
Today, Vice Mayor Li Dianxun of the Municipal Government, Huang Yulin, Secretary of the Yuzhong District Committee, Shang Kui, District Mayor of Yuzhong District, and President Huang Ailong of Chongqing Medical University, among other leaders, attended the event in person. The conference was attended by 150 participants, including representatives from Cleveland Clinic in the United States; officials from municipal and district government departments; experts and professors from universities and medical institutions such as Chongqing Medical University; and representatives from high-quality domestic and international medical innovation enterprises, professional investment firms, and incubators.
Among them, Tom Sudow, Director of the Cleveland Clinic Innovation Center, delivered a keynote address titled “Research on Medical Innovation Practices and the Commercialization Process of Technologies at Cleveland Clinic in the United States,” providing a detailed overview of Cleveland Clinic’s advanced experience and practical pathways in medical innovation and technology transfer. Shay Marcus, Managing Partner of Sheng-BDO in Israel; Tang Haofu, Co-founder of the Chongqing International Medical Innovation Center; and Li Zhe, General Manager of the Center, each delivered insightful speeches on leveraging the platform advantages of the Chongqing International Medical Innovation Center and better integrating China’s healthcare innovation industry with global standards.

Signing Ceremony for Cooperation within the Chongqing Medical University Innovation Ecosystem and Signing of the Strategic Innovation Cooperation Agreement
At the conference, the Chongqing Municipal Science and Technology Bureau, the People’s Government of Yuzhong District, Chongqing, and Chongqing Medical University jointly signed the “Agreement on Jointly Building the Innovation Ecosystem Around Chongqing Medical University,” marking the official launch of the Chongqing International Medical Innovation Center, a key platform within this ecosystem. The Innovation Ecosystem Around Chongqing Medical University is a significant initiative by the Yuzhong District People’s Government to implement municipal leaders’ directives on advancing the “University-Centered Innovation Ecosystem” and to promote industrial structure upgrading in Yuzhong District. Leveraging venture capital as a linking mechanism, the initiative aims to establish an internationally oriented and domestically leading hub for medical innovation centered around Chongqing Medical University.

Meanwhile, the Cleveland Clinic Center for Innovation in the United States signed a strategic cooperation agreement with the Chongqing International Medical Innovation Center. Ranked as the second-best hospital worldwide, the Cleveland Clinic enjoys an international reputation for excellence in medical innovation, backed by extensive experience and outstanding achievements. The signing of this strategic cooperation agreement will significantly accelerate the operational development of the Chongqing International Medical Innovation Center and establish a convenient channel for introducing advanced global medical technologies to Chongqing.

Four Key Components of the Chongqing Medical University Innovation Ecosystem
One Center, One Cluster, One Chain, One Fund
It is reported that, centered on the innovation ecosystem surrounding Chongqing Medical University, Yuzhong District will establish “one center, one cluster, one chain, and one fund.”
One Center – Chongqing International Medical Innovation Center, leveraging advantages in policy, mechanisms, funding, and services to attract the implementation of advanced international medical technologies in Yuzhong District, while simultaneously incentivizing and promoting local research institutions such as Chongqing Medical University to strengthen technological innovation and the translation of scientific achievements, thereby establishing a leading hub for medical innovation in Western China that is first-class nationwide and renowned internationally.One Cluster—Chongqing Advanced Medical Services Industry ClusterLeveraging the clinical and research strengths of Chongqing Medical University, we are advancing pilot programs for advanced medical service industries represented by artificial intelligence, big data, cloud computing, and remote diagnosis and treatment. We are implementing comprehensive innovations in systems, mechanisms, technology, and operations to pioneer a new model for the development of the medical industry.One Chain—Building a Complete Upstream and Downstream Medical Industry Chain, forming a complete industrial chain encompassing scientific research, CRO, finance, services, manufacturing, logistics, and sales, and providing comprehensive supporting services and spatial carriers.One Fund — Medical Innovation and Development Guidance Fund, guided by government industrial guidance funds, we will join forces with various stakeholders to broadly attract social capital and establish a healthcare industry guidance fund. This fund will provide comprehensive, end-to-end venture development financing for projects within the Innovation Center, gradually building a robust financial support system encompassing banks, guarantee institutions, financial leasing, and industrial funds, thereby leveraging financial resources to accelerate the development of the Innovation Center.
As a leading international platform for incubating and accelerating medical innovation projects, the Chongqing International Medical Innovation Center will attract a large cohort of internationally advanced medical talents, projects, and enterprises to settle in its park. Currently, the center has amassed a portfolio of over 100 domestic and international medical innovation projects. Eleven relatively mature projects with strong intentions to relocate were pitched at the conference, and it is expected that the signing and onboarding of the first batch of 10 projects will be completed within the next three months.
The Innovation Center is managed by Chongqing Bairuike Enterprise Management Co., Ltd., a joint venture established by Technology Venture Capital Co., Ltd., Baichuanghui International Biotechnology (Wuhan) Co., Ltd., and Shanghai Chuangrui Investment Management Co., Ltd. Through three to five years of development, the Center aims to establish itself as the “Two Zones and Two Hubs” in the biomedical sector of Western China: a Medical Innovation Zone and a High-End Medical Service Zone, alongside a Pharmaceutical Industry Cluster and a Financial Capital Hub. This initiative is designed to significantly promote the upgrading of Chongqing’s industrial structure, with the goal of making the medical industry a pillar industry of Yuzhong District.
