SSE Announces 48-Member Lists for STAR Market Listing Committee and Sci-Tech Advisory Committee, Highlighting Biopharma, IC, and AI Sectors

VCBeat (biobeat1) has learned that on March 21, the Shanghai Stock Exchange initiated the formation of the First Listing Committee and the First Science and Technology Innovation Advisory Committee for the STAR Market, and released the respective member lists. Each committee comprises 48 members. To strengthen public oversight and ensure an open, fair, and impartial selection process for the Advisory Committee, both lists will be publicly displayed for five working days.


The Listing Committee is primarily composed of part-time members drawn from accounting firms, law firms, universities, market institutions, and entities affiliated with the China Securities Regulatory Commission (CSRC) system. Among them, there are 11 members each from law firms and accounting firms, five from public mutual fund companies, four each from local CSRC bureaus, universities, and listed companies, and three each from industry associations, insurance asset management institutions, and the Shanghai Stock Exchange (SSE). The four members from listed companies are Xiang Wenbo, Vice Chairman and President of Sany Heavy Industry (600031); Li Ming, Independent Director of Kelai Electromechanical (603960); Xie Jilong, Board Secretary of CRRC Corporation Limited (601766); and Guan Hong, Board Secretary of China Shipbuilding Industry Company Limited (601989).

Members of the Science and Technology Innovation Advisory Committee will focus on providing professional consultation and policy recommendations for the development of the STAR Market and the review of initial public offering (IPO) applications. They will offer advisory opinions on whether issuers possess science and technology innovation attributes, align with the positioning of the STAR Market, and address issues related to the issuers’ business and technology disclosed in IPO application documents.


The committee is primarily composed of authoritative experts, including professionals engaged in high-tech and strategic emerging industries, renowned entrepreneurs, senior investment experts, and scholars from research institutes and universities. The list again features 48 candidates. In terms of composition, university affiliates constitute the vast majority, with five members from the Chinese Academy of Sciences, alongside candidates from investment institutions and other sectors.


From a professional standpoint, the panel includes 11 experts in biomedicine, nine in integrated circuits, six in artificial intelligence, six from investment institutions, five in new materials, four in information technology, two in high-end manufacturing, and two in the automotive sector, with one expert each in environmental protection, banking, and military industry. The biomedicine sector will field its strongest lineup to strongly support the IPOs of R&D-driven innovative enterprises.


The experts in the field of biomedicine on the Advisory Committee are: Ding Jian, Researcher at the Shanghai Institute of Materia Medica, Chinese Academy of Sciences; Shi Yuankai, Deputy Director of the National Cancer Center and Vice President of the Chinese Academy of Medical Sciences; Li Jin, Director of the Department of Oncology at Dongfang Hospital Affiliated to Tongji University; Li Ge, Chairman of WuXi AppTec Co., Ltd.; Li Peng, Dean of the Institute of Metabolism and Integrative Biology at Fudan University; Zhang Xu, Vice President of the Shanghai Branch of the Chinese Academy of Sciences; Zhang Lianshan, Vice President of Jiangsu Hengrui Medicine Co., Ltd.; Qin Shukui, Director of the Oncology Center and Head of the Department of Clinical Medicine at the 81st Hospital Affiliated to Nanjing University of Chinese Medicine; Xia Ningshao, Dean of the School of Public Health at Xiamen University; Jiang Hualiang, Director of the Shanghai Institute of Materia Medica, Chinese Academy of Sciences; and Tan Weihong, Vice President of Hunan University.

On March 18, multiple securities firms submitted listing applications for companies targeting the STAR Market. In accordance with the “within five working days” rule, the first batch of accepted applicants is expected to be announced today. The first cohort of STAR Market candidates to pass regulatory review is anticipated to emerge as early as mid-June 2019.
