Not long ago, China’s “Two Sessions” concluded, with “primary healthcare” emerging as a high-frequency term in the speeches delivered by deputies and committee members. As the 2019 Summit on Innovation and Practice in Primary Healthcare approaches, what insights have we gained, and what should we anticipate?

According to the latest data released by the National Bureau of Statistics, the number of primary healthcare institutions increased by 10,000 in 2018 compared with 2017. Among them, the number of outpatient departments (clinics) rose by 18,000, while the number of village clinics decreased by 8,000.

What we are witnessing is a transformation in the landscape of primary healthcare institutions.

During the 2019 “Two Sessions,” members of the Chinese People’s Political Consultative Conference raised questions on how to rapidly enhance the capacity of primary healthcare services, enabling residents to access medical care nearby and improve their health outcomes. Implementing the strategy of “strengthening primary care” is a pivotal issue in advancing the Healthy China initiative.

What we are seeing is that the government is targeting core issues and placing increasing emphasis on strengthening primary healthcare.

From January to September 2018, the total number of patient visits to medical and health institutions across China reached 6.14 billion. Among these, primary care medical and health institutions accounted for 3.28 billion visits, including 560 million visits to community health service centers (stations), 770 million visits to township health centers, and 1.34 billion visits to village clinics.

What we observe is that, within the context of China's national conditions, there remains room for growth in primary healthcare.

According to VCBeat, from January to May 2018, there were 22 financing events in China's primary healthcare sector, a year-on-year increase of 57%, with the total financing amount exceeding RMB 6.5 billion, a year-on-year increase of 44%.

What we are witnessing is the thriving of primary healthcare, fueled by capital investment.

The new healthcare reform has been underway for a decade. If 2017 is regarded as the pivotal year for establishing a relatively systematic framework for the basic medical and health system, and 2018 as the year for filling in its internal components, then 2019 can be seen as the critical year for tackling tough challenges and advancing construction as the reform enters deeper waters. “Deep diving” will become the main theme of the comprehensive upgrade of primary healthcare in 2019.

This year, we will present an industry feast with greater breadth and depth of content.
