【Pharmaceutical Network Market AnalysisRecently, the Ministry of Industry and Information Technology, the Central Cyberspace Administration, the National Development and Reform Commission, and six other departments jointly released the "Special Action Implementation Opinions on 'Artificial Intelligence + Manufacturing'". The Implementation Opinions propose to accelerate the integration and application of artificial intelligence technology in the manufacturing industry, create new quality productivity, and empower new industrialization at a deep and high level.
The multiple general tasks and requirements proposed in the document are also applicable to and profoundly point towards the future development of the pharmaceuticals industry. Among them, key tasks include promoting drug research and development and accelerating the development of surgical procedures.
Robot, intelligent diagnosis systems, etc., as well as accelerating the innovation and clinical application promotion of intelligent medical equipment products.
The industry believes that the "Implementation Opinions" is a guiding document at the national level to promote the deep integration of artificial intelligence and manufacturing. Its impact on the pharmaceutical industry is strategic, full-chain, and systematic, which will profoundly change innovation, regulation, and competition in the pharmaceutical industry.
In the future, driven by this document, the capability of AI-driven R&D and production will become the basic entry barrier and core competitiveness for pharmaceutical companies. Leading enterprises will accelerate the development of their own or collaborative exclusive AI platforms. Meanwhile, companies that can complete digital transformation first and utilize AI to reduce costs and increase efficiency will gain significant advantages, while small and medium-sized enterprises with slow transformation may face greater pressure.
In fact, in recent years, the intelligent development of China's pharmaceutical industry, under the support of specific policies and funding, has begun to enter the stage of full-chain value realization. Currently, there are continuous advancements and breakthroughs in AI-driven drug discovery, AI-empowered formulation development and clinical implementation, upgrades in computing power and platform infrastructure, as well as the scaling of commercial collaborations.
On January 5, 2026, Insilico Medicine announced a multi-year R&D collaboration with Servier, with a total amount of up to $888 million. The two parties will work together using Insilico Medicine's self-developed artificial intelligence platform Pharma.AI, focusing on challenging targets in the oncology field to identify and develop entirely new therapeutic drugs.
On November 5, 2025, XtalPi announced that its wholly-owned subsidiary Ailux has entered into a multi-target strategic collaboration and platform licensing agreement with Eli Lilly. The total value of the agreement is up to $345 million. Eli Lilly will leverage Ailux’s proprietary platform to accelerate the discovery and development of bispecific antibodies (BsAbs) across multiple therapeutic areas, while utilizing its AI antibody research and development platform to expedite studies. Ailux is eligible to receive tens of millions of dollars in upfront and near-term milestone payments, as well as subsequent R&D, regulatory, and commercial milestone payments.
On June 13, 2025, CSPC PHARMACEUTICAL GROUP LIMITED announced a strategic research collaboration with AstraZeneca. The core of this collaboration lies in CSPC's self-developed "AI Engine Dual-Drive Efficient Drug Discovery Platform." According to the agreement, AstraZeneca will pay an upfront fee of $110 million for the option to select candidate drugs targeting specific indications. CSPC is eligible to receive up to $1.62 billion in development milestone payments (triggered as the project progresses) and up to $3.6 billion in sales milestone payments during the commercialization phase. After the product’s market launch, CSPC will also be entitled to single-digit percentage royalties on global net sales.
……
Overall, the recently released "Implementation Opinions" provides a clearer "roadmap" and strong policy impetus for the intelligent development of China's pharmaceutical industry. In the future, China's pharmaceutical industry will undergo a profound transformation in terms of R&D models, production methods, and business logic. Relevant enterprises need to seize the policy window, strengthen AI deployment and cross-sector collaboration, and build long-term competitive advantages.
