(28) Improve the land supply policy for elderly care service facilities
The “Opinions” state that non-profit elderly care service institutions may apply for land allocation based on the Social Service Organization Registration Certificate issued by the registration authority and other statutory materials. The natural resources and civil affairs departments shall actively coordinate to implement the land allocation policy. All localities are encouraged to exploreLeveraging Collective Construction Land to Develop Elderly Care Service Facilities. For existing commercial service land and other types of land used for the construction of elderly care service facilities, adjustments to land use and planning requirements—such as average unit area, lease terms, parking space ratios, and fire safety review and acceptance—are permitted in accordance with age-friendly design standards.
The “Opinions” stipulate that this provision shall be the responsibility of the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, and the Ministry of Civil Affairs in accordance with their respective division of duties, and shall be implemented by local people’s governments at all levels.
