Kunming Health Medical Big Data Industry Development Summit Held to Boost Digital Economy

To advance the pilot project for Kunming’s health and medical big data, build a new industrial structure within the “modernized economic system,” foster new drivers of economic growth through emerging industries and business models in “digital health,” promote the development of Kunming’s digital economy, and support the construction of “Digital Yunnan,” the “Kunming Health and Medical Big Data Industry Development Summit” was held in Kunming on May 10, 2019.


The Kunming Health and Medical Big Data Pilot Project was launched to implement the requirements set forth in the “Guiding Opinions of the General Office of the State Council on Promoting and Regulating the Application and Development of Health and Medical Big Data” (Guo Ban Fa [2016] No. 47), advance the development of “Internet + Healthcare” applications, enhance the public’s sense of gain from health and medical services, strengthen new drivers of economic growth, promote healthcare system reform, and accelerate the achievement of the goals outlined in the “Healthy China 2030” Plan.


The Kunming Municipal People’s Government has granted China Electronics Data Service Co., Ltd. the rights to collect, use, and operate health and medical big data within its administrative jurisdiction for pilot projects. Both parties will jointly promote the aggregation, governance, and open sharing of health and medical data in Kunming, thereby fostering the development of the city’s health and medical big data industry.


Mr. Hu Baoguo, Member of the Standing Committee of the Kunming Municipal Party Committee and Deputy Mayor of the Kunming Municipal People’s Government, and Mr. Li Shifeng, Chairman of CEC Data Service Co., Ltd., signed the “Strategic Cooperation Framework Agreement for the Construction Project of the Health and Medical Big Data Center and Industrial Park” on behalf of their respective parties.

Hu Baoguo, Member of the Standing Committee of the Kunming Municipal Party Committee and Deputy Mayor of the Kunming Municipal People’s Government; Tang Yonglin, Director of the Big Data Office under the Department of Planning, Development, and Informatization of the National Health Commission; and Zhang Dongchen, Deputy Secretary of the Party Leadership Group and General Manager of China Electronics Corporation (CEC), delivered addresses at the summit. More than 300 attendees from cyberspace administration authorities, the Yunnan Provincial Health Commission, the Provincial Department of Industry and Information Technology, medical institutions at various levels in Yunnan Province and Kunming City, and healthcare enterprises participated in the summit.

Seizing this opportunity, the Kunming Municipal Bureau of Industry and Information Technology has officially launched investment promotion efforts for the health and medical big data industry, leveraging Kunming’s health and medical big data as a foundational resource. By focusing on the development of the entire industrial chain, the initiative aims to aggregate industrial resources and foster new business models.


At the summit, the Kunming Municipal Bureau of Industry and Information Technology signed strategic cooperation agreements with eight enterprises from outside Yunnan Province for their establishment in Kunming.

Experts and attendees from renowned domestic and international universities and enterprises, including Tsinghua University, Tencent, IBM, and WuXi AppTec, shared practical experiences in fields related to healthcare big data, such as future hospitals, artificial intelligence, new drug development, and data security.
