On May 9, 2019, the inaugural “Healthy China Sinan Summit” was grandly held in Shanghai. As a rare industry summit covering the entire ecosystem of the healthcare sector, it centered on the theme “Value Investment Leading Innovative Development in the Healthcare Industry.” The event brought together top-tier scholars, experts, entrepreneurs, and investors from government, academia, industry, and investment sectors. It aimed to implement General Secretary Xi Jinping’s three new major tasks assigned to Shanghai, support the national strategy for the integrated development of the Yangtze River Delta region, and advance the establishment of the STAR Market, thereby building a comprehensive medical technology translation platform integrating government, academia, industry, and investment.

Co-hosted by the People’s Government of Huangpu District and Ruijin Hospital, Shanghai Jiao Tong University School of Medicine, and jointly organized by Lansheng Investment Group and Yongye Enterprise Group, the summit comprised five major segments: “Keynote Speeches on Innovative Development in the Healthcare Industry,” “Promotion of the Guangci–Sinan National Translational Medicine Innovation Industrial Park,” “Roundtable Forum,” “Three Themed Roadshows,” and “Capital Project Matchmaking.” Guided by the commitment to jointly strategize for industrial development, lead industry advancement, and pool efforts for the translation of scientific and technological achievements, and leveraging the inherent market advantages of the STAR Market, this summit has established an ecological conference for the healthcare industry, with participation from academicians in the healthcare sector, government regulatory authorities, medical institutions, healthcare investment firms, and leading biopharmaceutical enterprises.

The conference commenced with Gao Yun, Secretary of the Huangpu District Committee of the Communist Party of China, extending a welcome on behalf of the Huangpu District Committee and the District People’s Government to the guests attending the summit. He emphasized that Huangpu District, in collaboration with Ruijin Hospital, is leveraging the development of the Guangci–Sinan National Translational Medicine Innovation Industrial Park as a key initiative to promote the integrated advancement of scientific research and development, investment incubation, and industrial translation. This effort aims to address the “last mile” challenge in translating medical innovations and strives to establish Huangpu as a significant growth engine for the biopharmaceutical industry in Shanghai and across China.

Qu Jieming, President of Ruijin Hospital, stated in his address that the Guangci–Sinan National Translational Medicine Innovation Industrial Park is proceeding in an orderly manner under the high-level attention of the Shanghai Municipal People’s Government and strong support from other relevant departments. The park will continue to adhere to its development positioning characterized by high starting points, comprehensive planning, and a broad vision, attracting domestic and international pharmaceutical and healthcare enterprises to establish their presence, thereby making due contributions to the nation’s translational medicine endeavors.

At the summit, Zong Ming, Vice Mayor of the Shanghai Municipal People’s Government, stated in his address that the biopharmaceutical industry is a vital component of healthcare. Shanghai will prioritize strengthening basic research, tackling key technological challenges, developing strategic scientific research bases, enhancing infrastructure, and building talent pools. This Sinan Summit serves not only as an important platform for the healthcare industry ecosystem but also further promotes the development of the Guangci–Sinan National Translational Medicine Innovation Industry.

He Wei, Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference, started from the historical development of the organizational forms of high-tech parks and emphasized the important role that the construction of high-tech parks has played in China’s economic and social development. The hospital-centered R&D model of the Guangci–Sinan National Translational Medicine Innovation Industrial Park can be leveraged to achieve a certain degree of scaling, thereby contributing to the improvement of China’s medical innovation ecosystem.

Next, Chao Kejian, Deputy Secretary of the Huangpu District Committee of the Communist Party of China and District Mayor, provided an introduction and recommendation for the Guangci-Sinan National Translational Medicine Innovation Industrial Park, focusing on aspects such as “the park’s target positioning, pioneering international frontier medical practices, innovative development in medicine, and the clustering of the biomedical industry.”

Academician Sun Yinghao of the Chinese Academy of Engineering delivered a keynote speech titled “New Technologies Leading Surgical Transformation.” Opening with two seemingly simple yet profound questions that encapsulate the history and future direction of surgery—“What is surgery?” and “Will surgery eventually become obsolete?”—Academician Sun used prostate cancer as a case study to analyze how emerging technologies will drive the integration of physical and chemical therapeutic approaches, propelling surgery into its 2.0 and 3.0 eras.

Academician Cheng Jing of the Chinese Academy of Engineering delivered a keynote speech titled “Disrupting Investment: From Prevention to Clinical Practice.” Regarding “holistic, full-course health management,” Academician Cheng argued that efforts should focus on both ends while closely monitoring the intermediate stages. He explored how to achieve effective health management for the Chinese population by analyzing multiple practical cases, including moxibustion therapy, Traditional Chinese Medicine eye diagnosis, diabetes screening, and genetic testing for hereditary deafness.

Academician Ning Guang of the Chinese Academy of Engineering delivered a keynote address titled “Smart Metabolism: New Horizons in the Diagnosis and Treatment of Diabetes.” With the rising incidence of metabolic diseases such as diabetes posing a severe public health challenge in China, there is a growing demand for personalized management and prevention strategies. Academician Ning shared insights on translating concepts into practical applications, covering multiple aspects including technological devices, innovative care models, and the development of personalized pharmaceuticals.

 

“Industry Leaders Speak: How China Can Respond to the Advent of the Chronic Disease Era” Themed Roundtable Forum was moderated by Deng Feng, Founder of Northern Light Venture Capital. Participants included Ge Junbo, Academician of the Chinese Academy of Sciences; Han Demin, Academician of the Chinese Academy of Engineering; Ding Jian, Academician of the Chinese Academy of Engineering; Yu Rong, Chairman of Meinian Onehealth and Tianyi Group; and Yu Hua, Deputy General Manager of China Pacific Life Insurance Co., Ltd. With continuous improvements in living standards and increased life expectancy, the prevalence of chronic diseases among the elderly is rising, marking China’s entry into the era of chronic diseases. In this context, mounting challenges have emerged across multiple dimensions, including prevention, treatment, and management of chronic diseases. There remains a long road ahead in areas such as chronic disease prevention, early screening and treatment, and drug research and development. Strengthening long-term health management for chronic diseases is imperative.

Shanghai Stock Exchange Vice President Que Bo delivered a presentation on the highly anticipated topic of “listing on the SSE STAR Market.” Among the companies currently accepted for review by the STAR Market, many are in the healthcare sector. When discussing what types of enterprises qualify for the STAR Market, Mr. Que emphasized that a robust “R&D system” is crucial, and that R&D outcomes must possess competitive advantages. The STAR Market features numerous differentiations; from the China Securities Regulatory Commission (CSRC) to the exchange itself, extensive rules and regulations have been established. The distinct registration-based system has brought about significant changes in philosophy, standards, and review processes. Furthermore, Mr. Que elaborated on various aspects including pricing, book-building, and trading mechanisms, concluding with an encouragement to recommend high-potential enterprises to list on the SSE STAR Market.

“Industry Leaders Speak: The Imperatives from R&D to Commercialization” – This themed roundtable was moderated by Fan Ping, Chairman of Lansheng Investment Group. Participants included Cheng Jing, Academician of the Chinese Academy of Engineering; Zhang Dan, Executive Chairman of Fang En Pharmaceutical Development Co.; He Ruyi, Chief Healthcare Expert at SDIC Innovation; Liu Tingjun, CEO of Taikang Health Industry Investment Holdings Co., Ltd.; and Wen Zhi, Deputy General Manager of the Corporate Finance Department at Guotai Junan Securities. Raising questions spanning various stages such as drug R&D, regulatory approval, and market launch, the scientists, entrepreneurs, and investors offered unique insights from their respective professional perspectives, covering policy, business, and other dimensions. The session sparked continuous intellectual exchange and dynamic dialogue.

The summit was packed to capacity, with scientists, entrepreneurs, and investors gathering together for engaging discussions. In addition, multiple media outlets, including Xinhua News Agency, People’s Daily, China Central Television, and Shanghai Media Group, conducted on-site interviews and coverage. With strong support and promotion from government, academic, industrial, and investment sectors, the 2019 Healthy China Sinan Summit will integrate the entire healthcare industry ecosystem, establishing itself as a premier healthcare industry summit in China and facilitating the rapid development of China’s health and wellness industry.
