ImageAbstract:On January 9, 2026, Johnson & Johnson reached a Most Favored Nation (MFN) drug pricing agreement with the Trump administration, committing to provide low-cost drugs through the U.S. government's direct procurement platform and medical assistance programs. At the same time, it announced plans to build two new production facilities in Pennsylvania and North Carolina, marking a significant implementation step in its $55 billion U.S. investment plan.


As a global pharmaceutical giant, Johnson & Johnson's partnership with the U.S. government has drawn significant attention in the pharmaceutical industry. Under the agreement, Johnson & Johnson will be exempt from paying import tariffs, and in exchange, some of its drugs will be sold to American consumers through the TrumpRx.gov platform at prices aligned with those in other developed countries. As for which specific drugs are involved and the extent of the price reductions, the company has not yet provided clear answers. However, it is certain that patients covered by Medicaid will also benefit from the same discounted prices.

Interestingly, Johnson & Johnson is not the first pharmaceutical company to take this step. As early as three weeks ago, nine pharmaceutical giants including Amgen, GSK, and Merck reached a similar agreement with the U.S. side. And earlier last year, five companies such as Pfizer and Eli Lilly also joined this group. Tracing back to the origin, all of this stems from a requirement issued by the Trump administration in July of last year – 17 large pharmaceutical companies need to reduce the U.S. prices of new drugs to the lowest level among other developed countries. Currently, only AbbVie and Regeneron have not yet signed.

On one hand, there is a price commitment; on the other hand, there is an increase in production capacity. Johnson & Johnson simultaneously announced construction plans for two major manufacturing bases: a cell therapy factory will be built in Pennsylvania, and additional pharmaceutical production facilities will be added in North Carolina. Although the specific locations and investment amounts have not been disclosed, both bases are included in the company’s $55 billion U.S. investment blueprint before early 2029. This money will focus on strengthening domestic manufacturing, R&D, and medical technology capabilities.

Speaking of Johnson & Johnson's layout in North Carolina, it has long been in the making. In March last year, the company announced plans to build a new $2 billion, 500,000-square-foot factory in Wilson, North Carolina. Currently, it is actively recruiting senior manufacturing talent, and in the future, this facility will welcome 500 employees. Five months ago, Johnson & Johnson also finalized the operation of a 160,000-square-foot manufacturing facility at the FUJIFILM Biologics Campus in Holly Springs, North Carolina. With a $2 billion investment over 10 years, this facility will directly create 120 jobs.

"Only through the collaboration of public and private sectors can we truly benefit patients and the economy." This statement by Johnson & Johnson CEO Joaquin Duato highlights the core intention of cooperation. For patients, the arrival of affordable drugs is undoubtedly a blessing; for the U.S., the increase in manufacturing jobs and industrial upgrading are also significant. Whether this government-enterprise cooperation will achieve the expected results, and the subsequent details of drug price reductions and factory construction progress, are worth continued attention.
