To promote the improvement of the medical and health industry ecosystem in the Beijing-Tianjin-Hebei region and foster collaborative innovation and development, the launch ceremony of the 2019 Scientific and Technological Achievement Express (Beijing-Tianjin-Hebei Station) and the release event for technological needs in the medical and health sector were grandly held at the China Technology Exchange on May 20. This marked the official commencement of the Scientific and Technological Achievement Express (Beijing-Tianjin-Hebei Station).

With a Focus on Healthcare, the Technology Transfer Express Officially Launches


The Beijing-Tianjin-Hebei Station of the Science and Technology Achievements Express was jointly hosted by the Torch High Technology Industry Development Center of the Ministry of Science and Technology, the Beijing Municipal Science & Technology Commission, the Administrative Committee of Zhongguancun Science Park, the Tianjin Municipal Science and Technology Bureau, the Hebei Provincial Department of Science and Technology, and the Shenzhen Stock Exchange, and organized by the China Technology Exchange. The event also received strong support from the Administrative Committee of Zhongguancun Haidian Park, the Fangshan District Science and Technology Commission of Beijing, COFCO (Beijing) Agricultural Ecology Valley Development Co., Ltd., the Beijing Equity Exchange, the Beijing Technology Market Association, and the Beijing Medical Device Chamber of Commerce.


Scientific and Technological Achievements Express (Beijing-Tianjin-Hebei Station)Featuring the healthcare sector, the program includes three events: demand posting, thematic salons, and project roadshows., in which the demand release session features leading and high-quality enterprises from the Beijing-Tianjin-Hebei region centrally publishing their technical and project-related needs in the healthcare sector; the themed salon, centered on “Development Trends in the Healthcare Industry,” invites experts from government, industry, technology, and investment sectors to engage in discussions and exchanges through a format of “keynote speeches + interactive dialogue”; and the project roadshow organizes on-site presentations and matchmaking for selected outstanding projects, based on prior demand publication, project solicitation, evaluation, and screening. The above three events will be held in Beijing from May to July this year.

Establishing Collaborative Innovation Platforms to Facilitate the Translation of Scientific and Technological Achievements


The inaugural technology demand release event was held on May 20. Li Youping, Deputy Director of the Torch High Technology Industry Development Center under the Ministry of Science and Technology, and Liu Hui, Deputy Inspector-General of the Beijing Municipal Science & Technology Commission, attended the event and delivered remarks. In his address, Deputy Director Li Youping stated that the Beijing-Tianjin-Hebei region is currently accelerating the establishment of a collaborative innovation community and expediting the transformation and commercialization of scientific and technological achievements in the region. In 2018, the total value of technical contracts concluded in the Beijing-Tianjin-Hebei region reached RMB 596.287 billion, accounting for 33.69% of the national total. Beijing served as the primary source of technology absorption for Hebei Province, with technical contracts exported to Hebei totaling RMB 19.38 billion, representing 39.1% of Hebei’s total technology absorption. Starting in 2019, the Torch High Technology Industry Development Center under the Ministry of Science and Technology decided to institutionalize the “Technology Achievement Direct Train” initiative nationwide, aiming to establish aPrecision Matchmaking Platform for High-Level Scientific and Technological Achievements and High-Quality Technology Enterprises, effectively serving local industrial innovation and economic development.

Deputy Inspector Liu Hui stated that this Technology Achievement Direct Train holds positive significance for promoting the coordinated industrial development in the healthcare sector across the Beijing-Tianjin-Hebei region. It not only aligns with Beijing’s requirements for accelerating the construction of a national center for scientific and technological innovation, but also establishes an efficient platform for communication, matchmaking, and resource integration among enterprises, universities, research institutions, financial institutions, and industry associations in the healthcare field of the Beijing-Tianjin-Hebei region.The Beijing Municipal Science and Technology Commission will further leverage the platform advantages of the China Technology Exchange to comprehensively advance the promotion of scientific and technological achievement transformation.

As a supporting organization for the event and a representative of enterprises releasing technological needs, Chen Feng, Deputy General Manager of Joy City Holdings Beijing Company and Executive Deputy General Manager of COFCO (Beijing) Agricultural Ecology Valley Development Co., Ltd., stated in his address that Joy City Holdings, a brand under COFCO, is intensifying its exploration in two directions within the healthcare sector:First, to establish a Chinese national health and wellness industrial park aligned with state-encouraged development priorities. As the flagship demonstration project under COFCO’s “National Health Industry Strategy,” the “COFCO Health Technology Park” will build an upgraded platform for innovation and entrepreneurship in the health sector, aiming to create a world-class health industry accelerator.Second, leveraging Joy City Holdings’ robust residential layout capabilities and resources across China, we provide implementation scenarios for the health industry to jointly build a health ecosystem.

Launch of the Call for Projects under the “Technology Achievement Express (Beijing-Tianjin-Hebei Station)” to Facilitate Precise Alignment Between Technology and Industry


During the technology needs release session, five leading and high-quality enterprises from the healthcare sector in the Beijing-Tianjin-Hebei region—including COFCO Science & Technology Park, Mein Health Technology (Beijing) Co., Ltd., Nato Medical Group and Yiguangye Innovation Platform, Tianjin Ringpu Biotechnology Co., Ltd., and Tianjin Modern Innovative Chinese Medicine Technology Co., Ltd.—announced their respective technical and project requirements on site.


The technological needs of the aforementioned enterprises include: (1) frontier technology projects in the fields of nutritional health, health devices, and health management; (2) early screening projects for diseases and tumors, particularly those applicable to health checkup scenarios; (3) medical device projects involving orthopedics, ophthalmology, implantable devices, and in vitro diagnostic equipment; (4) platform technology projects such as microfluidics and intelligent diagnostics; (5) pharmaceuticals and vaccines for livestock, poultry, and pets; and (6) research, development, and commercialization of classic traditional Chinese medicine (TCM) formulations and major TCM products, as well as intelligent manufacturing technologies for TCM production. Modes of collaboration among relevant parties include joint R&D, commissioned development, technology acquisition, industrialization partnerships, and investment and mergers and acquisitions.


At the same time, in response to the aforementioned needs, the China Technology Exchange announced the project submission channel for the Scientific and Technological Achievements Direct Train (Beijing-Tianjin-Hebei Station) event at the venue, including the Torch Center of the Ministry of Science and Technology’s “Official Platform for Scientific and Technological Achievements Direct Train” (ztc.chinatorch.gov.cn) and the China Technology Exchange Direct Train (Beijing-Tianjin-Hebei Station) Activity Platform (ztc.ctex.cn)。


The efficient integration and precise alignment of science and technology with industry, as advocated by the Sci-Tech Achievement Express, rely on an outstanding team of scientific and technological talent.At this event, Liu Jun, Executive Vice Chairman and Secretary-General of the Beijing Technology Market Association, delivered a keynote speech on the trading models for technology transfer professionals and institutions entering the market. Secretary-General Liu stated that since 2014, the Beijing Technology Market Association has trained more than 10,000 technology transfer professionals.has established a “four-in-one” training system integrating academic education, vocational education, continuing education, and innovation education. This laid the foundation for the professionalization and marketization of technology brokers.
