The 8th China Innovation and Entrepreneurship Competition (Shenzhen Division) and the 11th China Shenzhen Innovation and Entrepreneurship Competition (National Division) (hereinafter referred to as the “Shenzhen Innovation and Entrepreneurship Competition”) implement a three-tier competition linkage mechanism at the national, municipal, and district levels. As the Shenzhen Division of the China Innovation and Entrepreneurship Competition organized by the Torch High Technology Industry Development Center of the Ministry of Science and Technology, it is an authoritative public-interest innovation and entrepreneurship competition in Shenzhen and serves as the advancement channel for various preliminary competitions hosted by districts and universities across the city.

The 11th Shenzhen Innovation and Entrepreneurship Competition Rules Have the Following Changes:


Strengthen policy guidance. As part of the new round of reforms to science and technology programs, participation in the China Innovation Challenge (Shenzhen) will serve as a prerequisite for eligibility. Only enterprise and team contestants recommended by their respective districts to advance to the semifinals will be qualified to apply for entrepreneurial funding support.


To align with the China Innovation and Entrepreneurship Competition, this edition has canceled the grand finals, as there is no inherent comparability across different industries;


Participants are encouraged to compete as corporate entities, with advancement quotas favoring the corporate category.

Registration for the 2019 Shenzhen Innovation Competition Yantian District Preliminary Round is now open (https://sticapply.sz.gov.cn/scs). We welcome ambitious entrepreneurs to register and compete. The registration deadline is June 15, 2019.


Open to participants from all sectors of society, the competition offers substantial cash prizes and a suite of policy support measures for innovation and entrepreneurship projects, including innovation incentives, business incubation, industry guidance, and sci-tech finance.

Corporate Group:

First Prize: 1 winner, prize money of RMB 450,000

Second Prize: 2 winners, RMB 300,000 in prize money

Third Prize: 3 winners, RMB 150,000 prize money

Team Group:


First Prize: 1 winner, cash prize of RMB 450,000

Second Prize: 1 winner, prize money of RMB 300,000

Third Prize: 1 winner, prize money of RMB 150,000

Referral Bonus

Institutional Recommendation Award


For award-winning projects in the district-level competition that are recommended by relevant institutions, each recommending institution shall be eligible for an Institutional Recommendation Award at a standard rate of RMB 10,000 per project.

Special Recommendation Award


After the award-winning project has been registered in Yantian and operated on-site for one year within the specified timeframe, the institution shall be eligible to receive a Special Recommendation Award at the rate of RMB 10,000 per item.


Supporting Policies


Award-winning enterprises in the National Industry Finals and Municipal Industry Finals are eligible to receive cash prizes and relevant policy support issued by the Event Organizing Committee, respectively.


Enterprises that qualify for and participate in the semi-finals of the municipal competition (team entries must register a company in Shenzhen or the Shenzhen-Shanwei Special Cooperation Zone within two years after the competition) will have the opportunity to receive funding support for innovation and entrepreneurship from the Municipal Science and Technology Innovation Commission (as the municipal startup funding policy has been adjusted, participating in the Shenzhen Innovation and Entrepreneurship Competition is an important channel for obtaining municipal startup funding).


Eligible projects established in Yantian District are entitled to supporting measures under the district’s industrial and talent policies, including rental subsidies for premises, corporate incentives, and talent housing.


Excellent projects settling in Shenzhen Health Intelligence Valley can gain access to the resources, channels, and investment fund support from the Tianyi Group and Meinian Onehealth ecosystem.

Registration Guidelines

Eligibility


Contestants who have won first, second, or third prizes in the industry finals of previous China Innovation and Entrepreneurship Competition, the finals of the China Shenzhen Innovation and Entrepreneurship Competition, and the finals of the Yantian District Preliminary Competition are not eligible to participate in this year’s competition.

Eligibility Criteria

This competition is a professional event for the biopharmaceutical industry, with separate contests for the enterprise category and the team category.


Enterprise Group

1. Technology-based micro, small, and medium-sized enterprises (non-listed on the Shanghai or Shenzhen Stock Exchanges) that are legally registered in Shenzhen or the Shenshan Special Cooperation Zone and meet the national classification standards;

2. Possesses innovation capabilities and high growth potential, primarily engaged in the research and development, manufacturing, production, and services of high-tech products, holds intellectual property rights, and has no intellectual property disputes;

3. Standardized operations, good social reputation, and no adverse records;

4. Annual sales revenue in 2018 did not exceed RMB 200 million.


Team Group

1. Entrepreneurial teams that have not yet registered and established enterprises in Shenzhen or the Shenshan Special Cooperation Zone before the registration deadline of this competition, and possess technological innovation achievements and entrepreneurial plans (such as overseas returnees starting businesses, outstanding technology teams entering the implementation phase, and university student entrepreneurial teams);

2. The core team shall consist of no fewer than 3 members;

3. Plan to register and establish a company in Shenzhen or the Shenshan Special Cooperation Zone within one year after the competition;

4. The products, technologies, and patents involved in the competition entries shall belong to the participating teams, with no intellectual property disputes.

Competition Rules

To uphold the seriousness, authority, and fairness of the competition, any participating project that exhibits the following circumstances shall be deemed to have voluntarily waived all rights and interests associated with participation:

1. The participating project does not belong to the biopharmaceutical industry;

2. The products, technologies, and related patents of the participating project do not belong to the participating enterprise or team, there are property rights disputes, or the submitted participation materials are falsified;

3. All shortlisted enterprises and teams that fail to check in on time or fail to prepare the relevant competition materials as required;

4. Award-winning projects that fail to submit the required award acceptance materials in accordance with relevant requirements, or fail to submit such materials within the specified timeframe.

1. Log in to the official competition registration website via computer: https://sticapply.sz.gov.cn/scs


2. Carefully read the “Registration Instructions for the 2019 China Shenzhen Innovation and Entrepreneurship Competition,” check the box for “I have read the ‘Registration Instructions for the 2019 China Shenzhen Innovation and Entrepreneurship Competition’ and agree to comply with all requirements specified therein,” and click “Register Now.”


3. Enter your account, verification code, and password to register or log in


4. Select "Yantian District Preliminary Competition," choose the desired competition category (Enterprise Group or Team Group), complete the registration information, and click the "Save" button at the bottom right.


5. Complete registration information, including basic company details, shareholder information, core team profiles, business plan, startup service requirements, and uploaded attachments.


6. After confirming that the information is correct, select “Submit Information” to complete the registration.
