On June 17, the signing ceremony for the Yinchuan CAS Chunyu Health Big Data Joint Laboratory (hereinafter referred to as the “Joint Laboratory”) was held in Yinchuan City. Ma Xiaofei, Director of the Yinchuan Municipal Health Commission; Shi Yong, Director of the Key Laboratory of Big Data Mining and Knowledge Management at the Chinese Academy of Sciences; Zeng Boyi, Chairman of Chunyu Doctors; and heads of relevant departments attended the signing ceremony.

The Yinchuan CAS Chunyu Health Big Data Joint Laboratory was jointly established by the Yinchuan Municipal Health Commission, the Key Laboratory of Big Data Mining and Knowledge Management of the Chinese Academy of Sciences (CAS), and Chunyu Doctor. Professor Shi Yong, a recipient of the CAS “Hundred Talents Program,” serves as the Director of the Joint Laboratory.

Under the guidance of the Yinchuan Municipal Health Commission, the Joint Laboratory will leverage the existing work of the Big Data Health Joint Laboratory co-established by the University of Chinese Academy of Sciences and Chunyu Doctor, as well as Yinchuan’s innovative practices in “Internet + Healthcare.” Relying primarily on the Yinchuan Chunyu Internet Hospital, the laboratory will conduct research on medical and health big data and medical artificial intelligence. Additionally, it will carry out related studies on medical data security, health big data governance, and the development of standardized clinical pathways and regulatory systems for “Internet + Healthcare.”

Ma Xiaofei, Director of the Yinchuan Municipal Health Commission, attended the signing ceremony and stated that the Key Laboratory of Big Data Mining and Knowledge Management at the Chinese Academy of Sciences possesses extensive research experience in big data science theory, modeling and mining algorithms, technology, and applications. He noted that the joint establishment of a Health Big Data Joint Laboratory with the laboratory will inject robust academic strength into the research and application of health big data in the Yinchuan region.

Zeng Boyi, Chairman of Chunyu Doctor, attended the signing ceremony and stated that integrating scientific research collaboration with Yinchuan’s internet healthcare industry would provide new scenarios and perspectives for health big data research. Moving forward, the joint laboratory will organize a professional research team to leverage advantages such as Ningxia’s “Internet + Healthcare” demonstration zone and Yinchuan’s internet hospital industrial cluster. Relying on the collaboration between Yinchuan Chunyu Internet Hospital and local medical institutions in Yinchuan, the team will collect, mine, and clean health data samples generated from “Internet + Healthcare” services under safe and compliant conditions, while establishing and refining models. This effort aims to ultimately form a theoretical framework that can assist in developing standards and norms for internet-based diagnosis and treatment, along with producing valuable academic outcomes, thereby further promoting the in-depth application of medical and health big data in the Yinchuan region.

In recent years, the Ningxia Hui Autonomous Region has thoroughly implemented major national strategic deployments, including the Healthy China 2030 Planning Outline, closely aligning with the requirements set by the National Health Commission and the Regional People’s Government for the joint development of the “Internet + Healthcare” demonstration zone. The establishment of a National Health and Medical Big Data Center has been incorporated into the region’s overall development framework. Key initiatives include developing unified data standards and specifications, building dedicated information networks and databases, and establishing robust security assurance systems. A research institute for health and medical big data development has been established, collaborating with renowned domestic “Internet + Healthcare” enterprises and institutions to promote the deep integration of internet technologies with clinical applications, advance comprehensive governance of medical data across the region, and fully propel the development of health big data infrastructure as well as data mining and utilization.

As one of the first renowned internet healthcare companies to establish a presence in the Yinchuan Smart Internet Hospital Industrial Base, Spring Rain Doctor has taken the lead in exploring and mining data within the field of health big data. In May 2015, the Spring Rain–University of Chinese Academy of Sciences Joint Laboratory for Health Big Data was officially established in Beijing. The laboratory was jointly founded by Spring Rain Doctor and the Key Laboratory of Big Data Mining and Knowledge Management of the Chinese Academy of Sciences. Professor Shi Yong, a member of the Chinese Academy of Sciences’ “Hundred Talents Program” and a counselor of the State Council, serves as the director of the joint laboratory.

The Key Laboratory of Big Data Mining and Knowledge Management, Chinese Academy of Sciences, was established under the auspices of the University of Chinese Academy of Sciences. It brings together top-tier talents from the Research Center for Virtual Economy and Data Science of the Chinese Academy of Sciences, as well as the School of Mathematical Sciences, the School of Computer Science and Control Engineering, and the School of Management at the University of Chinese Academy of Sciences, boasting extensive research experience in the field of big data.

Since its establishment, the laboratory has achieved phased research outcomes. In December 2018, the joint laboratory’s project, “Big Health Doctor-Patient Matching Model,” passed the evaluation by a domestic expert panel. The appraisal opinion indicated that the structured processing technology for unstructured health big data and the data mining methods based on optimization theory and algorithms used in the project had reached an internationally advanced level. Furthermore, the department triage model, physician quality assessment model, and physician recommendation model constructed based on this theoretical framework have become essential tools for Chunyu Yisheng’s daily intelligent doctor-patient matching. Leveraging this set of theories and methods, a doctor-patient matching system and service distribution system with high speed, accuracy, and satisfaction have been developed. The platform maintains an automatic triage accuracy rate of over 90%, an overall user satisfaction rate of over 95%, and achieves precise doctor-patient matching within an average of three minutes, enabling immediate online consultation. The platform is now capable of large-scale service distribution within a short period.
