Both parties have agreed to establish the Yinchuan Health Community Leadership Group, its Office, and an Executive Team, and to prepare for the establishment of the Yinchuan “Internet + Healthcare” Development Center. Adhering to the principles of government leadership and social participation, they will jointly build a municipal population health information platform centered on electronic medical records (EMRs) and a regional intelligent tiered diagnosis and treatment system, comprehensively promoting the implementation of projects in healthcare, pharmaceuticals, medical insurance, medical education, and integrated medical and elderly care. Vertically, this will achieve interconnectivity among various medical and public health data systems across all levels of medical institutions in the city. Horizontally, it will integrate application systems for public health, medical services, medical security, centralized drug procurement, and supply. The aim is to accelerate the formation of a healthcare service system based on individual resident health profiles, establishing a new model of health-centered medical services and medical security.
It is reported that Yinchuan has attracted more than 30 enterprises specializing in “Internet + Healthcare,” forming a cluster of leading companies nationwide in this sector. Significant progress has been made in the application of “Internet + Healthcare,” the construction of remote diagnosis platforms, health and medical big data, and industrial parks. Currently, the total number of registered online physicians in Yinchuan, including those from Ningxia Internet Hospital and Yinchuan Smart Internet Hospital, has exceeded 30,000, with cumulative patient consultations surpassing 13 million.
In the future, Yinchuan City will further implement innovative applications spanning four administrative levels—city, county, township, and village—across five key domains: medical care, pharmaceuticals, health insurance, medical education, and integrated medical-elderly care. Leveraging the citywide population health information platform, Yinchuan will promote the construction of standardized specialty diagnosis and treatment systems to enhance the capabilities of medical institutions at all levels. The city will explore centralized procurement of drugs and consumables, pilot reforms in payment methods for Health Communities (Jian Gong Ti) and innovations in commercial health insurance, and promote innovative applications such as electronic health cards and cloud-based mobile clinic vehicles. Furthermore, Yinchuan will drive innovation in medical education and talent development by introducing “online + offline” training programs for general practitioners and health managers, while promoting the application of medical artificial intelligence systems at the grassroots level. The city will also explore smart medical-elderly care solutions and implement a new digital dual-habitat elderly care model. Through these initiatives, Yinchuan aims to achieve rapid progress in both the healthcare sector and industry, providing residents with more proactive and efficient medical and health services.
