On November 20, the Tencent Global Digital Ecosystem Summit City Conference was held in Shanghai. Wang Shirui believes that primary care is the area in China most in need of support from family doctors.
“Judging from the series of healthcare policies and initiatives implemented by the government in recent years, we have identified significant potential in primary care. In Shenzhen, we are collaborating with the government to help 60–100 community health centers enhance their service quality, with a focus on leveraging family doctors to bridge the ‘last mile’ between these centers and patients’ homes.” Furthermore, Penguin Almond is committed to providing better primary healthcare services for community health centers across China.

At the conference, Wang Shirui further stated, “In building its foundational service system, Penguin Almond Group has leveraged Tencent’s robust technical capabilities and industry insights to support the implementation of various practical business scenarios.” In addition to Tencent Cloud providing the underlying data infrastructure for the back end, the middle platform is strongly supported by a suite of Tencent services—including Tencent Miying, Tencent Yidian, WeChat Pay, and WeSure—which collectively empower front-end operations.
The Penguin Almond front-end platform centers on four core pillars: prevention, diagnosis, treatment, and follow-up management. It supports a wide variety of user scenarios and collaborates with partners within the Tencent ecosystem to build a comprehensive front-end infrastructure. This includes health management platforms, internet healthcare platforms, payment platforms, physician empowerment platforms, chronic disease management systems, and retail pharmacies, among others. “Penguin Almond aims to become a core strategic partner for Tencent’s healthcare services, integrating various front-end medical services and synergizing with middle- and back-office operations to create an integrated front-end entry point for Tencent Healthcare,” said Wang Shirui.
To date, Penguin Almond has built a leading-scale network of offline clinics, with 107 locations either operational or in the process of opening across 12 cities. Its diverse service offerings include general practice clinics, specialty clinics, surgical centers, and infirmaries. Notably, Penguin Almond currently serves 3 million offline paying users annually. Unlike traditional online traffic models, Penguin Almond establishes long-term, even lifelong, health companionship with these genuine in-person “health users.” On the online front, Penguin Almond has onboarded 450,000 contracted and certified physicians and accumulated over 10 million service members. The platform processes more than 100,000 service orders monthly and connects with over 30,000 hospitals.
