Hospitals are large and complex organic systems. While policies can establish new operational and governance mechanisms for public hospitals at a macro level, hospital administrators must grapple with how to implement external governance mechanisms and internal management systems, as well as how to enhance the level of modern hospital management.
From 2014 to 2017, the China Center for Health Economics Research at Peking University conducted double-blind surveys on the management levels of more than 500 general hospitals in China. The study adopted the methodology of the World Management Survey (WMS), proposed by scholars from Stanford University in the United States and the London School of Economics in the United Kingdom, along with applied research on global hospital management, utilizing internationally standardized, consistent double-blind management survey tools. This effort yielded, for the first time, information on the actual management status of Chinese hospitals under routine operational conditions. Furthermore, by aligning these findings with international benchmarks derived from nine countries using fully equivalent survey methods, the study precisely positioned China within the multidimensional landscape of global hospital management standards.
In 2018, this project was approved by the National Natural Science Foundation of China, securing support for a four-year follow-up study (2018–2021). The subsequent research focuses on applying the aforementioned global hospital management approaches and implementing management interventions across four key dimensions—standardized operations, objective management, performance management, and talent management—with the aim of systematically enhancing the management capabilities and overall performance of hospitals in China.
With the issuance of the “Opinions of the General Office of the State Council on Strengthening Performance Appraisal for Tertiary Public Hospitals” in 2019, a new round of hospital performance appraisal was launched. The performance appraisal indicator system for tertiary hospitals encompasses four dimensions: medical quality, operational efficiency, sustainable development, and satisfaction evaluation, thereby imposing new requirements on the refined management of hospitals.
Against this backdrop, the China Health Economics Research Center of the National School of Development at Peking University and the Institute of Hospital Management at Tsinghua University will jointly host the “World Management Survey – China Hospital Management Forum” from December 20 to 22. This forum aims to provide senior executives engaged in hospital management in China with systematic and comprehensive training in the methodologies of the World Management Survey, based on its China-specific research component, thereby facilitating improvements in hospital management and performance in China.
This forum is funded by the National Natural Science Foundation of China project at the National School of Development, Peking University (Project No.: 71773002), and has received support and guidance from the Bureau of Medical Administration and Hospital Supervision of the National Health Commission. Senior executives from representative hospitals across China are welcome to apply.
Through participation in this forum, attendees will gain a comprehensive and systematic understanding of the global theoretical framework and analytical methodologies for hospital management, the actual status of Chinese hospital management practices across various dimensions, and their relative positioning within the international landscape of hospital management. Forum participants can leverage these insights to assess the management maturity and structural dynamics of their respective institutions. By engaging in comparative analysis with peers, they will scientifically identify disparities between their hospitals and both other institutions and the national average in China across four key dimensions: operations, strategic objectives, talent management, and performance. Furthermore, participants will acquire systematic solutions to address prevalent challenges in hospital management.
Participants who attend the entire forum and demonstrate outstanding performance will be specially invited to join the China Hospital Management Research Group. They will carry out subsequent hospital management practices and performance improvement initiatives at their respective institutions. The Peking University-Tsinghua University Research Group will provide comprehensive guidance on relevant theories and methodologies throughout the process, working together to accomplish the mission of effectively enhancing hospital management and overall performance in China.
The forum will integrate the specific results of the performance appraisal for tertiary public hospitals with the hospital management scores obtained from the China Hospital Management Survey to comprehensively analyze the relationship between process management capabilities and performance levels in Chinese tertiary hospitals, and will release the relevant analytical findings. Meanwhile, based on the analysis results, selected indicators will be identified as key metrics for future hospital management improvement.

Dr. Liu GuoenBoya Distinguished Professor of Peking University and Deputy Director of the Faculty of Economics and Management; Chang Jiang Scholar Distinguished Professor at the National School of Development, Peking University, and Chair of its Academic Committee; Director of the China Center for Health Economic Research at Peking University. Professor Liu Guoen has previously taught at the University of Southern California, the University of North Carolina, and the Guanghua School of Management at Peking University. He currently serves as a member of the State Council’s Expert Advisory Committee on National Healthcare Reform, Chair of the Chinese Society for Pharmacoeconomics, and Chinese Co-Convenor of the China-U.S. Health Track II Dialogue.

Professor Liu Tingfang currently serves as a member of the National Expert Advisory Committee on Healthcare Reform under the State Council, a member of the Advisory Committee on Traditional Chinese Medicine Reform and Development under the National Administration of Traditional Chinese Medicine, and President of the Medical and Health Branch of the China Association for Quality.
Senior executives from secondary and tertiary hospitals across China who are responsible for hospital management and performance evaluation, possess strong organizational skills, and have academic aspirations. Both public and private hospitals are eligible. The Forum Organizing Committee will verify the identities of all applicants.
Reiterated! Outstanding participants in the forum will be given priority invitations to join the Peking University China Hospital Management Research Group. Their affiliated hospitals will be included as candidates for the China Hospital Management Research Project, thereby enabling participation in the nationwide network for co-building and sharing practical research on hospital management in China. Through continuous guidance from domestic and international expert teams and resource-sharing platforms among member institutions of the research group, we will jointly advance the internationalization capabilities and comprehensive performance levels of Chinese hospitals.
