To accelerate the implementation of the strategic deployments by the CPC Central Committee and the State Council on developing health and medical big data, and to carry out the “Guiding Opinions of the General Office of the State Council on Promoting and Standardizing the Application and Development of Health and Medical Big Data,” the China Health and Medical Big Data Application and Development Group was officially established in preparatory form on November 30. On the same day, at the China Digital Health and Medical Conference held in Hainan Province, the Chinese Society for Health Information and Health and Medical Big Data and the China Health and Medical Big Data Application and Development Group (in preparation) (hereinafter referred to as the “Application and Development Group”) signed a cooperation agreement for joint development. Jin Xiaotao, former Deputy Director of the National Health and Family Planning Commission and President of the Chinese Society for Health Information and Health and Medical Big Data, along with representatives from Zhongjian Big Data, SDIC Capital, CIC-CFCA, and other founding institutions that expressed initial interest, witnessed the signing ceremony.

Pursuant to the agreement, upon its establishment, the Application Development Group will focus on advancing pilot initiatives in selected provinces and municipalities for the construction of regional centers for national health and medical big data, application demonstration centers, and industrial parks. It will also undertake research and formulation of standards for the application and development of national health and medical big data, promote the mining, application, and innovative development of such data, foster the operational and sustainable development mechanisms of the China Famous Doctors Alliance, and advance the establishment of the “National Open University of Health and Medicine.”
It is reported that the Application Development Group was jointly established under the leadership of China Health Big Data Co., Ltd., with SDIC Capital Co., Ltd. and CICC Wealth Fund Management Co., Ltd. serving as the founding prospective institutions. The Application Development Group will join forces with China Health and Medical Big Data Industry Development Co., Ltd., China Health and Medical Big Data Technology Development Group Corporation, and China Health and Medical Big Data Co., Ltd., forming a core force to advance the development of China’s health and medical big data sector.
The digital health sector is vibrant and rapidly evolving. Globally, the potential of digital health to support healthcare systems in all countries and to promote health and disease prevention has been widely recognized. In this regard, the 71st World Health Assembly adopted Resolution WHA71.7 on digital health, promoting the implementation of a global strategy on digital health to improve everyone’s health by accelerating the adoption of appropriate digital health solutions. Advancing the application and development of big data in healthcare has become a key lever for China in advancing its digital health strategy.
Comprehensively deepening the application of health and medical big data is a key driver for advancing the development of China’s health and medical big data industry and implementing national strategies on big data and Healthy China. President Jin Xiaotao pointed out that he hopes the Application Development Group will, in accordance with the national strategic layout for health and medical big data, effectively shoulder the critical responsibilities assigned to pilot provinces and cities hosting regional centers, application demonstration centers, and industrial parks for national health and medical big data. The Group should prioritize the formulation of standards, exploration of applications, and innovative development in the field of national health and medical big data, and fully commit itself to the surging tide of China’s digital health industry development.
At the signing ceremony, Zhang Xiaochun, Chairman of Zhongjian Big Data Co., Ltd., stated that the Application Development Group would leverage its digital healthcare platform to build an ecological development framework encompassing “front-end, back-end, and scenarios.” The “front-end” will emphasize capabilities in capturing and expressing healthcare data; the “back-end” will strengthen data-driven model development and iteration; and “scenarios” will enhance the integration of testing and monitoring with prevention and treatment. Meanwhile, the Application Development Group will collaborate with ecosystem partners to undertake national-level key projects on “blockchain + healthcare,” exploring commercialization pathways for digital health.
