CEC Health Data Launches Hainan National Pilot Project for Secure and Sustainable Healthcare Big Data Operations with Five-Core System Capabilities

On November 30, 2019, the China Digital Health and Medical Conference, themed “Digital Big Health · New Spacetime for Healthcare,” was successfully held in Haikou. The conference was hosted by the Chinese Society of Health Informatics and Medical Big Data, China Electronics Corporation (CEC), and the Hainan Provincial Health Commission, and organized by CEC Data Services Co., Ltd., Hainan Ecological Software Park, and other entities.

Chen Zhu, Vice Chairperson of the Standing Committee of the National People’s Congress; Li Bin, Vice Chairperson of the Chinese People’s Political Consultative Conference (CPPCC) National Committee; Wang Lu, Vice Governor of Hainan Province; Rui Xiaowu, Party Secretary and Chairman of China Electronics Corporation (CEC); and Jin Xiaotao, President of the Chinese Society for Health Information and Healthcare Big Data, delivered opening remarks. The conference featured a main forum and 25 parallel sessions, with more than 6,000 attendees, including government officials, academicians, and representatives from the national health information system.


In accordance with the requirements of the National Health Commission’s “National Pilot Project for Health and Medical Big Data Centers and Industrial Parks,” the Hainan Provincial Government has authorized the establishment of a joint venture by China Electronics Data Services Co., Ltd., a subsidiary of China Electronics Corporation (CEC), and the Hainan Eco-Software Park. This joint venture is tasked with the collection, security management, operation, and ecosystem development of health and medical big data across Hainan Province.

System Capabilities for Safety Compliance and a Sustainable Operational Model


Li Shifeng, Party Secretary and Chairman of China Electronics Data, delivered a keynote speech titled “Exploration and Practice of the System Construction and Operational Model for the National Health and Medical Big Data Pilot Project.” Building on a summary and refinement of the experiences gained from the national pilot projects, he proposed an operational model to support the secure, standardized, and sustainable development of health and medical big data. He showcased the “national team’s” capabilities in building five core systems—namely, the technical system, institutional system, security system, ecosystem, and talent system—that can be rapidly deployed to support data application services.

Chinese Health Information and Big Data Society Signs Cooperation Agreement with China Electronics Data (First Group) for Joint Development


At the conference, a signing ceremony was held between the Chinese Society for Health Informatics and Medical Big Data and CEC Data (First Group). According to the cooperation agreement, both parties will jointly promote the construction of national health and medical big data centers and industrial parks across various regions, advance “Internet + Healthcare” initiatives, create pilot demonstrations for ecological applications of health and medical big data, establish a regulatory and standards system for health and medical big data and security, and found the “National Health and Medical Open University Education Group.”

CEC Data Wins Award for Outstanding Achievements in Smart Healthcare Innovation

 

At the conference, the Chinese Society for Health Informatics and Medical Big Data held the award ceremony for the 2019 China Digital Health Innovation Application Practice Cases. The “Healthcare Big Data Security Management and Control Platform” submitted by CEC Data ranked first among more than one hundred participating cases and was honored with the Smart Healthcare Innovation Achievement Award.

Tianjin University Establishes National Institute of Health and Medical Big Data

 

At the Sub-forum on Security and Development of Health and Medical Big Data during this conference, Zhou Gongwei, Deputy Director of the Information Statistics Center of the National Health Commission, read aloud the official approval letter for the “National Institute of Health and Medical Big Data at Tianjin University.” Jin Xiaotao, President of the Chinese Society of Health Informatics and Medical Big Data, presented the institute’s plaque to Zhao Meirong, Deputy Secretary of the Party Committee of Tianjin University, and delivered a speech. The two parties will join forces with China Electronics Data to build a new type of national think tank, cultivate interdisciplinary talents for the application and development of health and medical big data, promote the development of health services, and stimulate new drivers for technological innovation and deeper healthcare reform.


Subsequently, CEC Data and Qi-Anxin jointly released the “Security Solution for the Health and Healthcare Industry.” Leveraging China Electronics Corporation’s secure and open “PK” system, both parties will focus on building systems for “intrinsic security,” “process security,” and “data security” within the health and medical sector, jointly promoting the secure, standardized development of informatization and big data applications in the healthcare industry. Finally, the annual conference of the Professional Committee on Health and Medical Big Data Industry Development and Security under the Chinese Society of Health Informatics and Medical Big Data was held.
