From November 29 to December 1, 2019, the inaugural China Digital Health Conference was held in Haikou City, jointly organized by the Chinese Society for Health Informatics and Medical Big Data, China Electronics Corporation, and the Hainan Provincial Health Commission. Chen Zhu, Vice Chairperson of the Standing Committee of the National People’s Congress, delivered a video address, while Li Bin, Vice Chairperson of the National Committee of the Chinese People’s Political Consultative Conference, attended in person to provide guidance and deliver remarks.
The 2nd National Training Course on the Application and Management of Health and Medical Big Data in 2019, held as a concurrent training session of the China Digital Health Conference, was successfully conducted from November 30 to December 1. Organized by the Chinese Society for Health Informatics and Medical Big Data and co-organized by Neusoft Corporation, the course received media support from 36Kr, EqualOcean, VCBeat, and AllinMD.
Mr. Jin Xiaotao, President of the Chinese Society for Health Information and Healthcare Big Data, and former Party Leadership Group Member and Deputy Director of the National Health and Family Planning Commission, attended the event and delivered a speech. In his address, President Jin noted that, under the high regard of the CPC Central Committee, the healthcare big data sector is experiencing rapid development and significant opportunities. Promoting equity, development, and efficiency in healthcare resources serves as a key lever for implementing the Healthy China Strategy and holds substantial significance in meeting the people’s growing demands for medical and health services. Finally, President Jin emphasized that the entire industry must clarify its objectives and collaborate closely to jointly foster faster, better, and more sustainable development of smart healthcare, while promoting the integrated development of the health information and healthcare big data industries. These topics constituted the primary focus of discussion, exchange, and learning at the training program.

Address by Director Zhang Xuegao
Mr. Zhang Xuegao, Director of the Statistical Information Center of the National Health Commission, attended the event and delivered a speech. Director Zhang fully affirmed the role and significance of the series of training programs. He pointed out in his address that the application of health and medical big data is in a critical period of rapid development. In the new era and under the new circumstances, we are also facing new challenges and opportunities. To advance the cause of medical informatization, building talent teams is fundamental. It requires us to plan strategically and continue to strengthen publicity, training, and guidance for medical informatization and health and medical big data from multiple levels and perspectives.

Remarks by Professor Lu Zhaoxia
Professor Lu Zhaoxia, Dean of the Neusoft 5G Smart Hospital Collaborative Innovation Research Institute, delivered remarks on behalf of the co-organizing unit. In her address, she reflected on Neusoft’s original intention in assisting with the organization of this series of training programs, expressing the hope that these initiatives would cultivate talent for the application and development of health and medical big data, while establishing an integrated platform for exchange and learning.

This training program focused on the current applications and development trends of big data in health and healthcare. It featured lectures from renowned industry experts, including Lu Jiancheng, Deputy Director of the Drug Information Division at the Statistical Information Center of the National Health Commission; Quan Yu, Director of the Information Center at Shengjing Hospital of China Medical University; Yang Guoliang, Vice President of Wuhan Central Hospital; Meng Xiao, Department Director at the China Software Testing Center; Zhou Aifen, Vice President of Wuhan Children’s Hospital; and Wang Yanping, Director of the Information Center at Jilin City Central Hospital. Representatives from industry leaders such as Neusoft, CEC Data, and China Unicom also presented the latest achievements in integrated industry-academia-research-application practices.
Experts at the training course delivered special reports on topics such as smart hospitals, digital health, and healthcare informatization, exploring the current status, cutting-edge applications, and practical pathways of the health and medical big data industry, with a view to fully unlocking the potential of big data in the development of the health sector. The sessions systematically covered subjects including: “5G + IoT Ushering in a New Era of Smart Hospitals,” “Practices in Smart Hospital Construction,” “Methods and Practices for Public Hospitals Leading the Development of Internet Hospitals,” “Analysis of the Interoperability Standardization Maturity Assessment for Hospital Information Systems,” “Enhancing Refined Hospital Management through Comprehensive Performance Appraisal Based on RBRVS,” “National Drug Information Management in the Big Data Era,” “Understanding and Implementing the Graded Evaluation Standards and Methods for the Application Level of New Electronic Medical Record Systems,” “Exploration of Cloud-Intelligent Healthcare,” “Construction of Health and Medical Big Data Systems,” and “Focusing on Digital Health to Build Cloud-Based Smart Healthcare.”
The application and development of big data in health and medicine are of great significance to the implementation of the Healthy China Strategy, while the cultivation of professionals in this field is the foundation and key to advancing healthcare informatization. Leveraging the China Digital Health Conference, this training program facilitates interaction with industry-leading experts through lectures and discussions on topics such as the integration of frontier technologies with industry, as well as the development and practical application of health and medical big data. This initiative helps strengthen the workforce in health and medical big data, accelerates the industrial adoption of new technologies and applications, and promotes the comprehensive development of the health and medical big data sector.
Approximately 120 participants, including representatives from relevant units of the National Health Commission, leaders in charge of health-related work from the health commissions of certain provinces, cities, and counties, as well as experts, scholars, and industry representatives engaged in health informatics and healthcare big data, attended this training.
