The Third National Training Course on the Application and Management of Health and Medical Big Data was successfully held in Shenyang from December 21 to December 22, 2019. The training consisted of two parts: thematic lectures and observational learning.

Speech by President Jin Xiaotao of the Chinese Society for Health Information and Healthcare Big Data


Mr. Jin Xiaotao, President of the Chinese Society for Health Informatics and Medical Big Data and former Member of the Party Leadership Group and Deputy Director of the National Health and Family Planning Commission, attended the event and delivered a speech. In his opening remarks, President Jin pointed out that emerging technologies such as big data, the internet, and artificial intelligence are playing an increasingly important role in safeguarding public health. We must follow the strategic deployments of the CPC Central Committee and the State Council to elevate the application and development of health informatics and medical big data, as well as “Internet Plus” healthcare services, to new heights, levels, and stages. President Jin expressed his hope that this training program would strengthen exchanges and knowledge sharing among industry stakeholders and practitioners, strive to enhance the public’s sense of gain, happiness, and security, inject new momentum into the deepening of healthcare reform, and make due contributions to fostering new drivers for the digital economy.

Keynote Address by Zhang Xuegao, Director of the Statistical Information Center, National Health Commission


Zhang Xuegao, Director of the Statistical Information Center of the National Health Commission, attended the event and delivered a keynote address. Director Zhang elaborated on advancing hospital informatization in the new era, supported by information technology, from three perspectives: policies and trends, progress and challenges, and priorities and strategies. He pointed out that, guided by a series of national policies, the application and development of health and medical big data have entered a crucial period of rapid growth. Meanwhile, emerging technologies such as artificial intelligence, the internet, and 5G have brought both new challenges and development opportunities to nationwide health informatization. Practitioners should strengthen foundational capabilities, deepen application, drive innovative development, and comprehensively and systematically advance informatization construction to fully leverage the role of health and medical big data applications.

Song Liangwei, Deputy Secretary of the Party Leadership Group and Deputy Director of the Liaoning Provincial Health Commission, Delivered a Speech


In his address, Song Liangwei, Deputy Secretary of the Party Leadership Group and Deputy Director of the Liaoning Provincial Health Commission, stated that national health informatization and medical big data are integral components of the healthcare sector. Under the guidance and support of the National Health Commission, Liaoning is vigorously advancing the construction of its provincial health informatization platform, achieving interoperability between the platforms of all 14 prefecture-level cities in the province and the national platform. Moving forward, Liaoning will accelerate the pace of health informatization development to elevate the “Healthy Liaoning” initiative to new heights.


Director Li Yuefeng of the Standards Division, Deputy Director Lu Jiancheng (presiding) of the Drug Information Division, and Deputy Director Zhao Fei of the Big Data Office at the Statistical Information Center of the National Health Commission; Director Quan Yu of the Information Center at Shengjing Hospital of China Medical University; Director Shao Wei of the Information Center at the First Affiliated Hospital of China Medical University; and Dean Lu Zhaoxia of the 5G Smart Hospital Collaborative Innovation Research Institute at Neusoft Group delivered keynote speeches on topics including “Interpretation of the National Health and Medical Information Interconnectivity Standardization Maturity Assessment,” “National Drug Information Management in the Era of Big Data,” “Development of Nationwide Health Informatics and Health and Medical Big Data Applications,” “Practices in Smart Hospital Construction,” “New Perspectives and Responses to the Development of Telemedicine in the 5G Era,” “IoT Ushering in a New Era of Smart Healthcare,” and “Cloud Computing and Data Mastery: Neusoft’s Exploration of Cloud-Based Intelligent Healthcare.”


To promote the sharing and study of advanced cases in health and medical big data, and to deeply explore successful experiences in the application and management of such data, this training session organized academic exchange visits and observations following the thematic lectures. Led by Director Quan Yu of the Information Center at Shengjing Hospital of China Medical University, the delegation visited the hospital’s computer center, inpatient wards, and outpatient departments to exchange insights and learn from its successful practices in hospital informatization construction.


This training session is hosted by the Chinese Society of Health Informatics and Medical Big Data, co-organized by Neusoft Group, and supported by media outlets including Quan Yijie, 36Kr, Iyiou.com, and VCBeat.


Approximately 200 participants attended, including representatives from relevant units of the National Health Commission, leaders in charge of health information work from provincial, municipal, and county-level health commissions, as well as experts, scholars, and industry representatives engaged in health informatics and healthcare big data.


The National Training Course on the Application and Management of Health and Medical Big Data was successfully held twice in 2019, with the first two sessions taking place in Yantai and Haikou in October and November, respectively. The training course aims to leverage information technology for health and medical big data to advance the informatization of medical institutions, strengthen the cultivation of professionals in health informatics and health and medical big data, promote high-quality and healthy development of the health and medical industry, and support the construction of a Healthy China.
