On New Year's Eve, the First Affiliated Hospital of Xi'an Jiaotong University was brightly lit.


As the technical contractor for The First Affiliated Hospital of Xi’an Jiaotong University’s “Smart Good Hospital” initiative, CHAOQIANKEJI received an urgent assignment on January 24 to rapidly launch a “Fever Clinic” module on the hospital’s internet diagnosis and treatment platform, “Smart Good Hospital.”


Upon receiving the assignment, the CHAOQIANKEJI team convened an emergency meeting to rapidly break down development tasks, enabling the fever consultation outpatient clinic to go live smoothly within 24 hours.


On January 25, after the launch of the online fever clinic, physicians observed significant patient anxiety during consultations, with numerous inquiries related to daily prevention and control measures as well as nutritional health support. In accordance with its established deployment protocols, “Smart Good Hospital” sequentially launched specialized outpatient services for respiratory medicine, infectious diseases, pediatrics, and psychiatry/psychology within the following two to three days to address the needs of the COVID-19 pandemic.


“In response to epidemic prevention and control requirements and to prevent cross-infection among patients during in-person visits, other departments of the hospital have also launched online services successively,” introduced Chen Huaixi, Chief Operating Officer of CHAOQIANKEJI. Currently, all clinical departments of the hospital are available online, with over 700 physicians on standby. The highest number of online consultations in a single session has exceeded 2,400, including 1,300 pediatric consultations.


“Smart Good Hospital” is the official internet hospital of the First Affiliated Hospital of Xi’an Jiaotong University, and also the first internet diagnosis and treatment service platform in Shaanxi Province to achieve networked services for the entire medical process. From its establishment in June 2018 to March 2020, the platform has accumulated over 2.1 million downloads, with more than 766,000 registered users on the patient side.

What Kind of “Smart Hospital” Is It?


The First Affiliated Hospital of Xi’an Jiaotong University, established in 1956, is the largest Grade A tertiary general hospital in Northwest China. In 2019, it ranked 25th nationwide and first in Northwest China on the “2019 China Hospital Influence Ranking” list.


As a key central city in western China, Xi’an is home to the First Affiliated Hospital of Xi’an Jiaotong University, whose patient population primarily consists of two groups: patients from within Shaanxi Province, and those from neighboring provinces such as Inner Mongolia, Gansu, and Qinghai. According to reported data, the hospital recorded an annual outpatient volume of 2.6 million visits in 2019, with an average of over 10,000 outpatient visits per weekday. The highest single-day outpatient volume reached 15,000 visits.


Among patients at the First Affiliated Hospital of Xi’an Jiaotong University, a significant proportion are those with critical conditions or surgical needs, who require post-discharge follow-up and outpatient visits. These patients face a formidable challenge: Shaanxi Province has an elongated shape, with a maximum north-south straight-line distance of 863 kilometers, making follow-up visits particularly arduous for patients in remote areas.


Chen Huaixi recounted a real-life case. A patient who had undergone kidney transplantation previously needed to visit the hospital weekly for monitoring of cyclosporine levels. Due to the specific nature of this test, it could only be performed on Monday, Tuesday, and Thursday mornings, with no testing allowed after 9:00 a.m.


Registering at the hospital one day in advance, completing payment and tests on the second day, and waiting for consultation and reviewing results on the third day means that, as an out-of-town patient, he needs to stay in nearby accommodation for two nights, with the total medical visit duration reaching 2.5 days. “For patients, both time and financial costs are high, and the back-and-forth travel is clearly detrimental to recovery.”


“Patients traveled long distances to seek medical care; by establishing an internet hospital, we have not only reduced patients’ healthcare costs but also improved the utilization efficiency of medical resources.” This was the original intention behind the establishment of the internet hospital at the First Affiliated Hospital of Xi’an Jiaotong University.


In late 2017, the First Affiliated Hospital of Xi’an Jiaotong University and Xi’an Chaoqian Intelligent Technology Co., Ltd. (hereinafter referred to as “Chaoqian Tech”) jointly built the “Smart Good Hospital.”


Patient-Centered, Integrated Online and Offline Services


Patients can access the Internet Diagnosis and Treatment Platform of the First Affiliated Hospital of Xi’an Jiaotong University via the “Smart Good Hospital” APP, enjoying a range of medical and extended services such as appointment registration, video consultations, scheduling of examinations and tests, report inquiries, health record access, home delivery of medications, and online follow-up.


Currently, the “Smart Good Hospital” platform has launched online outpatient clinics in more than 30 clinical departments, all staffed by physicians registered with the hospital. The online physician team now comprises over 770 members. To ensure the continuous operation of its internet hospital, the First Affiliated Hospital of USTC has implemented a shift scheduling system while also encouraging registered physicians to provide online consultations, provided that such activities do not interfere with their regular outpatient duties.


After selecting the department and physician on the “Smart Hospital” platform, patients can initiate consultations with doctors via text-and-image messages or video calls, completing online consultations, scheduling examinations, and arranging medication pickup. Following the consultation, the doctor issues an electronic prescription online; patients may either collect their medications from the hospital pharmacy or opt for home delivery by courier.

After consultation or discharge, the “Smart Good Hospital” system automatically categorizes patients based on their primary diagnosis and determines the progression of their disease course. The attending physician develops corresponding follow-up and return-visit plans for each patient group. The platform sends reminders to patients one week in advance at each scheduled time point to complete their follow-up or return visits. Patients can access these services through the online platform, including scheduling outpatient appointments, conducting video consultations, or arranging dialysis and hospitalization.


For patients requiring diagnostic tests and laboratory workups, the “Smart Good Hospital” platform features an “online test appointment system.” After a physician issues a test requisition, patients can independently schedule appointments and make payments online, arrive at the hospital for testing at the appointed time, check their results via the app, and finally complete a follow-up consultation online. Throughout this entire process, only the actual tests and examinations require an in-person hospital visit, allowing the whole procedure to be completed within half a day, thereby providing significant convenience for patients traveling from other regions.


The integration of online and offline services is the distinguishing feature of the “Smart Good Hospital.” Chen Huaixi introduced that the “Smart Good Hospital” has established a closed-loop system for routine diagnosis and treatment services, pushing window-based procedures to mobile terminals. This significantly reduces patients’ waiting time during the diagnostic and treatment process and unlocks doctors’ service potential. Furthermore, the “Smart Good Hospital” integrates its system with the hospital’s existing information systems, including HIS, EMR, PACS, and LIS. This enables doctors to clearly and accurately view patients’ historical medical records, while allowing patients to seamlessly switch between online and offline services as needed.


Since the launch of the “Smart Hospital” platform at the First Affiliated Hospital of Xi’an Jiaotong University in May 2018, the total value of online transactions has exceeded RMB 1.88 billion, with more than 434,000 online consultations conducted and over 128,000 medication deliveries completed.

As the technology provider for the “Smart Good Hospital” initiative, CHAOQIANKEJI has deeply integrated into hospital operations, upgrading and transforming legacy information systems, and refining each functional module of the “Smart Good Hospital” to a highly mature stage. Chen Huaixi stated, “Internet hospitals are not merely superficial projects; only by maintaining their vitality can they unleash their true advantages.”
