In recent years, the slowdown in global economic development and the rise of local protectionism have made it increasingly significant and necessary to strengthen exchanges with the ten ASEAN member states and enhance the cohesion and international influence of the China-ASEAN community with a shared future.
In April 2016, the State Council approved the Plan for the Construction of the China-ASEAN Information Harbor, and in February 2019, it approved the Master Plan for the Construction of the China-ASEAN Information Harbor, marking the entry of the China-ASEAN Information Harbor into the phase of comprehensive construction.
On June 14, 2019, during his visit to Kyrgyzstan, President Xi Jinping explicitly stated: “Last month, medical institutions and enterprises from Shanghai Cooperation Organization (SCO) member states successfully held the International Forum on Medical Innovation Cooperation in Fangchenggang City, Guangxi Zhuang Autonomous Region, China, reaching numerous consensuses on cooperation. We support the establishment of an International Medical Open Pilot Zone in Fangchenggang City to continue advancing medical innovation cooperation within the SCO.”
2020 marked the China-ASEAN Year of Digital Economy Cooperation, during which both sides aimed to create new highlights in collaboration and jointly build a Digital Silk Road. ASEAN places significant emphasis on the development of the digital economy and is actively implementing smart city initiatives; however, the level of digital economic development in ASEAN countries remains relatively lagging. Strengthening cooperation aligns with the urgent needs of both parties to develop the digital economy and construct smart cities. It will facilitate deeper integration across industrial, supply, and value chains, enabling a more proactive response to the opportunities and challenges posed by the Fourth Industrial Revolution.
In response to the call of national industrial policies, China-ASEAN Information Harbor Co., Ltd. (hereinafter referred to as "China East Info") and Beijing Yuanxin Technology Co., Ltd. (hereinafter referred to as "Yuanxin Tech") have jointly established Dongxin Yuanxin (Beijing) Technology Co., Ltd. (hereinafter referred to as "Dongxin Yuanxin") in accordance with the law.
China-ASEAN Information Harbor Co., Ltd. is a state-controlled, platform-based information technology company established with the approval of the State Council. China-ASEAN InfoHarbor shoulders the important mission of serving as a key platform for building a closer China-ASEAN community with a shared future and the 21st Century Maritime Silk Road, and for jointly constructing the “Digital Silk Road” between China and ASEAN countries.
Beijing Yuanxin Technology Co., Ltd., established in 2015, is a unicorn enterprise in the internet healthcare sector, committed to becoming a leading company in China’s internet healthcare and medication management fields. Leveraging internet technologies, Yuanxin Technology has pioneered a novel health management model integrating “Internet + Healthcare + Pharmaceuticals + Insurance.”
Leveraging the complementary operational strengths of both parties, Dongxin Yuanxin has formed a strategic alliance to further implement national policies in the healthcare information sector, thereby contributing to the advancement of China-ASEAN international medical cooperation and the development of the “Health Silk Road.”
Currently, China’s smart healthcare industry is experiencing rapid growth, while emerging markets such as the ASEAN region lag behind in medical digitalization capabilities. By leveraging networking, smart technologies, and digital informatization initiatives, it will drive the digital and intelligent transformation of medical institutions across the ten ASEAN countries, advance healthcare informatization construction in the region, and build and operate the China-ASEAN Medical Information Port internet platform, thereby establishing a China-ASEAN healthcare collaboration system. Meanwhile, Dongxin Yuanxin will use Guangxi as its base to develop health insurance services radiating across China and the ten ASEAN countries through public-private partnership models. It will diversify healthcare payment channels, refine the service integration across healthcare, pharmaceuticals, and insurance, and seamlessly integrate with online smart hospitals to create a comprehensive online-to-offline (O2O) commercial closed loop.
In addition to medical cooperation, Dongxin Yuanxin will also promote pharmaceutical collaboration projects between China and ASEAN countries. It will leverage China’s industrial advantages in the fields of pharmaceuticals and medical consumables, capitalize on the rigid demand for Chinese products in ASEAN markets, develop pharmaceutical resources and products such as drugs and traditional Chinese medicinal materials in ASEAN countries, and facilitate the exchange and circulation of pharmaceuticals and various medical supplies among these nations.
Dongxin Yuanxin (Beijing) Technology Co., Ltd. will build and operate an internet-based platform for the healthcare and pharmaceutical industries, facilitating cooperation on medical informatization between China and ASEAN countries. The company will establish the “China-ASEAN Medical Information Port” platform, streamline pharmaceutical import and export channels, and create an international integrated platform encompassing healthcare, pharmaceuticals, and insurance.
Against the backdrop of socio-policy and economic conditions, Dongxin Yuanxin will leverage the strong shareholder background of China-ASEAN Information Harbor (CAIH) and adhere to its corporate value development philosophies of “Building a Digital Silk Road, Creating Infinite Connectivity” and “Being an Excellent ‘Internet+’ Ecosystem Creator.” In partnership with Yuanxin Technology, it will establish strategic initiatives centered on healthcare and pharmaceuticals, jointly developing a “Multi-Modal Intelligent Connectivity” internet healthcare venture. This endeavor aims to serve China, target the ASEAN region, and extend its reach to countries along the “Belt and Road,” thereby jointly fulfilling national strategic missions.
