On the morning of June 6, Penguin Almond Chongqing General Medical Center, China’s first MOB (Medical Office Building) integrated medical center, held its opening ceremony and signing event for the nationwide onboarding of physician groups, under the theme “Building an Integrated Medical Complex to Empower a New Ecosystem for Physicians.” Attendees included Huang Yulin, Secretary of the Yuzhong District Committee of the Communist Party of China in Chongqing; Deputy District Mayor Zou Xiaoyu; representatives from dozens of physician groups, including the Zhang Qiang Physician Group, Gong Xiaoming Physician Group, and Song Donglei Physician Group; as well as numerous renowned experts in the healthcare industry. During the event, 15 prominent physician groups signed agreements to establish their presence at Penguin Almond Chongqing General Medical Center.
In late April, the Chongqing Municipal People’s Government issued the *Action Plan for Promoting High-Quality Development of the Big Health Industry in Chongqing (2020–2025)*. Notably, in the field of privately run medical services, the document explicitly outlines more than 10 favorable policies to encourage investment and development by private medical institutions.
Zou Xiaoyu, Deputy District Mayor of Yuzhong District, Chongqing, stated in his address that over the next five years, Chongqing plans to basically establish itself as a national pioneer zone for the integrated development of the general health industry, promoting it to become a key pillar industry of the city. The establishment of the Penguin-Almond Chongqing Comprehensive Medical Center fills the gap in Chongqing’s “Internet + Healthcare” projects, and holds significant strategic importance for enriching the medical ecosystem in Yuzhong District, improving the healthcare environment for Chongqing residents, and enhancing the overall level of privately run healthcare services in western China.
Wang Shirui, CEO of Penguin Almond Group, elaborated on the strategic significance of its layout in Chongqing. He stated that the opening of the Chongqing MOB marks a new step in the group’s expansion of its national strategic footprint. As Chongqing’s first Medical Office Building (MOB) adopting an integrated “healthcare + commerce” model, and as a large-scale comprehensive medical center integrating prevention, healthcare, medical treatment, and rehabilitation, the Chongqing MOB will introduce high-quality medical resources and top-tier physician groups. By leveraging innovative management models and leading medical resources, it is committed to elevating the health industry in Yuzhong District to new heights. Under the guidance of the Yuzhong District Government, the project strives to establish Chongqing as a nationally leading demonstration city for internet-based healthcare.

As a proactive promoter and practitioner of the emerging “healthcare + commerce” model, Penguin Almond Group aims to build a new healthcare ecosystem centered on “sharing and mutual success,” thereby empowering more physicians. By establishing a synergistic business system that is both independently operated and uniformly integrated, the group provides a range of value-added services—including medical technical support, patient referrals, brand management, and integrated operations—beyond mere property leasing. This approach alleviates the heavy capital investment burden associated with the expansion of physician groups, promotes the sharing of high-quality medical resources, and delivers one-stop, differentiated healthcare services to patients while remaining close to their needs. At the signing ceremony, 15 renowned domestic physician groups, including the Zhang Qiang Physician Group, signed agreements to join the platform.
