WeDoctor Launches Northeast China's First Digital Health Community in Qitaihe, Heilongjiang

On the afternoon of June 10, the People’s Government of Boli County, Qitaihe City, Heilongjiang Province, formally signed a strategic cooperation agreement with WeDoctor Group. The two parties will designate Boli as the pilot county for Qitaihe City’s “Health Community,” focusing on internet hospitals, digital chronic disease management, and the development of county-level medical consortia. They aim to explore innovative service models for “Internet + Chronic Disease Management,” effectively enhance regional medical service capabilities, improve public health outcomes, better leverage the role of medical security, and establish a demonstration zone for digital chronic disease management in Northeast China.


Under the agreement, guided by the municipal and county-level people’s governments, the Health Commission, and the Healthcare Security Administration, WeDoctor will establish the Qitaihe WeDoctor Internet Hospital to provide convenient services such as online follow-up consultations, e-prescribing, online medical insurance payment, and home delivery of medications. Furthermore, leveraging the Internet Hospital as an entry point, WeDoctor will pilot digital chronic disease management in Boli County to improve residents’ health outcomes, curb the growth rate of medical insurance expenditures, and enhance the capacity of primary healthcare services.


Meanwhile, the project will pilot the construction of a Digital Health Community in Boli County, establishing it as a national-level pilot for a closely integrated county-level medical consortium. Leveraging WeDoctor’s expertise in “Internet + Health Poverty Alleviation,” the initiative aims to consolidate Boli County’s achievements in poverty alleviation, further drive the localization of upstream and downstream supporting industrial chains, and promote the clustering of related industries—including digital healthcare, health services, digital elderly care, innovative medical devices, pharmaceutical enterprises, and elderly care and rehabilitation—in Boli County. This will stimulate local employment, tax revenue, and economic growth, thereby boosting the development of Boli County’s digital health industry economy.


The Qitaihe Municipal People’s Government has attached great importance to and actively promoted the development of the city’s digital health industry. On March 11, at an online signing ceremony for investment promotion projects in Qitaihe City, the Qitaihe Municipal Health Commission and Weiyi Group officially signed an agreement to implement the “Health Community” project. At the subsequent symposium on the “Health Community” project, An Huben, Member of the Standing Committee of the Qitaihe Municipal Party Committee and Deputy Mayor, pointed out that internet-based healthcare can integrate health resources, improve medical efficiency, facilitate access to medical services for residents, and deliver tangible benefits to the public. He emphasized that all parties should attach high priority to the digitalization and internet-enabled transformation of healthcare reform, draw on Weiyi’s successful experiences across China, and further explore relevant implementation plans. An Huben required that relevant departments engage in in-depth coordination to advance the development of Qitaihe’s digital economy and health industry.


A representative from WeDoctor stated that, as an internationally leading intelligent digital health platform, WeDoctor Group possesses unique advantages in the digital management of chronic diseases. Through the signing of this strategic cooperation agreement with Boli County, WeDoctor will empower regional healthcare with digital technologies, supporting the Qitaihe Municipal Government in strengthening grassroots medical services and improving public welfare. While promoting the development of Qitaihe’s digital economy and health industry, WeDoctor aims to establish a model for “Internet + Chronic Disease Management” in Northeast China. WeDoctor will work closely with governments and competent authorities at all levels to implement innovative models of healthcare reform, facilitating a shift from a “disease-centered” approach to a “people’s health-centered” approach. The ultimate goal is to enhance the level of medical services in Qitaihe City, improve the health indices of its residents, and reduce the growth rate of medical insurance fund expenditures.
