On the morning of June 16, the Hunan Xiangjiang New Area 2020 Health and Medical Industry Development Conference, themed “Smart Meixi, Healthy Future,” was held at the Jinmao Hotel in Meixi Lake. The event comprised two main segments: the “Opening Ceremony and Key Industrial Project Signing Ceremony” and the “Xiangjiang New Area Health and Medical Industry Development Cooperation Forum.” During the event, an authorization ceremony for the operation of medical and health big data and a centralized project signing ceremony were conducted, with more than ten organizations and enterprises reaching strategic cooperation agreements to promote the development of the medical and health industry in Xiangjiang New Area.


Guided by the Hunan Provincial Development and Reform Commission, the Hunan Provincial Department of Science and Technology, the Hunan Provincial Health Commission, and the China Council for the Promotion of International Trade (CCPIT) Hunan Provincial Sub-Council, this event was hosted by the Administrative Committee of Hunan Xiangjiang New Area and organized by Hunan Xiangjiang Group. Attendees included Yu Jian, Deputy Director of the Strategic Planning Department of the Ministry of Science and Technology; Zhou Gongwei, Deputy Director of the Statistical Information Center of the National Health Commission; He Jian, Party Secretary and President of the CCPIT Hunan Provincial Sub-Council; Xu Yongjian, Party Group Member and Deputy Director of the Hunan Provincial Development and Reform Commission; Zhou Jianyuan, Party Group Member and Deputy Director of the Hunan Provincial Department of Science and Technology; Huang Huiyong, Deputy Secretary of the Party Group and Deputy Director of the Hunan Provincial Health Commission, and Director of the Hunan Provincial Administration of Traditional Chinese Medicine; Deng Luoxing, Second-Level Inspector of the CCPIT Hunan Provincial Sub-Council; Chen Xiang, Member of the Standing Committee of the Party Committee and Vice President of Central South University, and Dean of Xiangya School of Medicine; Zhu Dongtie, Vice Mayor of Changsha Municipal People’s Government; Luo Shehui, Member of the Party Working Committee and Deputy Director of the Administrative Committee of Hunan Xiangjiang New Area; and Dai Zhongya, Second-Level Inspector of the Administrative Committee of Hunan Xiangjiang New Area.


Relevant divisions (centers) of the Provincial Development and Reform Commission, the Provincial Department of Science and Technology, the Provincial Health Commission, the Provincial Administration of Traditional Chinese Medicine, and the China Council for the Promotion of International Trade (Provincial Committee); the Big Data Research Institute of Central South University and the Xiangya School of Medicine of Central South University; the Municipal Health Commission, the Municipal Data Resources Bureau, the Municipal Science and Technology Bureau, and the China Council for the Promotion of International Trade (Municipal Committee); the New Area’s Economic Development Bureau, Finance Bureau, Housing and Urban-Rural Development and Ecological Environment Protection Bureau, Industry Promotion Bureau, Land Reserve Center, and Government Affairs Service Center; relevant responsible comrades from provincial and municipal hospitals; as well as relevant persons in charge from Zhongyi Shengwu, Digital China, Chutian Tech, Beijing Bowei, Sanze Capital, and major banks in Changsha attended the meeting.

In his address, Zhu Dongtie stated that in recent years, Changsha has leveraged the development of 22 industrial chains as a key driver, deeply implementing initiatives such as the “Year of Industrial Project Construction” and the “Year of Business Environment Optimization.” As one of these 22 chains, the biomedical and gene technology industry has seen robust growth, driving significant progress in the city’s health and medical sector. A industrial framework characterized by “one core, three zones, and multiple hubs” has basically taken shape, with the “one core” referring to the Health and Medical Industry Core Zone of Hunan Xiangjiang New Area. The Health and Medical Industry Development Conference held today vividly demonstrates our thorough implementation of the CPC Central Committee’s “Healthy China” initiative. It serves as a crucial measure to accelerate the development of the health and medical industry across the city and the entire province, and represents an innovative exploration in deepening the integrated development model involving “government, industry, academia, research, application, and finance.” The conference not only provides a platform for exchange and opportunities for collaboration among entrepreneurs but also offers the general public a scientific channel to better understand the health industry and enhance health awareness. Changsha will strictly adhere to national strategic deployments, make every effort to strengthen and expand its health and medical industry, build a high-quality “City of Health,” and contribute greater Changsha strength to advancing the “Healthy China” strategy.

 

Strategic Positioning: Building a Premier Hub for the Medical and Healthcare Industry


At the opening ceremony, Dai Zhongya delivered a keynote report on “Development of the Health and Medical Industry.” It was reported that genetic engineering and healthcare constitute one of the “2+3” specialized industrial chains in Hunan Xiangjiang New Area. As the main arena for promoting local socio-economic development and a key hub for high-end and high-tech industries, the New Area is currently developing the Xiangjiang New Area International Health and Medical City in Phase II of the Meixi Lake International New City. This initiative aligns with Changsha’s medical industry planning and the supply-and-demand dynamics of the health and medical market. Adopting a “1+2+X” industrial development model, the project aims to create an integrated ecosystem encompassing healthcare, elderly care, research, commerce, and tourism, while fostering a comprehensive health and medical industrial landscape that integrates health and medical big data, gene and stem cell technologies, biopharmaceuticals, and smart wellness. The goal is to establish a regional and even national demonstration zone for innovation in the health and medical industry, serving as a vital engine driving high-quality economic development in the region.


Currently, the New Area has established a professional team dedicated to investment promotion and operations in the medical industry. It has successfully attracted the landing of projects such as Aier Eye Hospital, Taikang Community, BGI Genomics, and Renhe Future, with the initial framework of the International Medical and Health City taking shape. This year, the New Area will focus on advancing project implementation, technological innovation, and platform development within the Xiangjiang New Area International Medical and Health City. The goal is to form a sustainable industrial chain, establish a highland for the medical and big health industry and a new demonstration zone, and fully accelerate the construction of independently invested projects.


Luo Shehui stated that the health and medical industry is an emerging sector with immense potential, a livelihood-related industry crucial to public well-being, and a key strategic industry that Xiangjiang New Area is striving to seize. In accordance with the deployment requirements of the national, provincial, and municipal governments, the New Area will make every effort to promote the growth and strengthening of its health and medical industry. It aims to contribute to the implementation of the “Healthy China” strategy and the “Healthy Hunan Action,” as well as to building Changsha into a high-quality new city for the health and medical industry. He expressed hope that the guests would continue to pay attention to and support the New Area, jointly build a health and medical industry system, and share the fruits of reform, innovation, and development.

 

Licensing + Contract Signing: The Future of the Healthcare Industry Looks Promising


At the authorization ceremony for the operation of big data in health and medical care, the Changsha Municipal People’s Government awarded a plaque to Hunan CEC Xiangjiang Data Service Co., Ltd. Subsequently, CEC Data will operate Changsha’s health and medical big data, providing foundational data services and platform services to support the development and sharing of health and medical data in Changsha, the construction of regional health informatization, and the development of “Internet + Healthcare” application services, thereby driving the growth of an ecosystem of health and medical big data applications that benefit the public, enterprises, and government administration.


At the signing ceremony, Hunan Xiangjiang New Area and Hunan Xiangjiang Group entered into strategic partnerships with the Hunan Provincial Health Commission, the China Council for the Promotion of International Trade Hunan Provincial Committee, CEC Data, Shenzhou Medical, Xi’an Yinggu, and other entities. Moving forward, Hunan Xiangjiang New Area will be driven by health big data, with companies within its industrial parks serving as the primary operators. It will undertake the operational authorization for provincial and municipal health and medical data, as well as health data from the Xiangya Hospital system, carrying out tasks such as data collection, application, and operations and maintenance. The area will gradually introduce health and medical big data centers at various provincial and municipal levels, covering the infrastructure, technology, and application layers, thereby advancing the development of an integrated health and medical big data industry.


In addition, the Administrative Committee of Xiangjiang New Area and Xiangjiang Group held a centralized project signing ceremony with ten entities and enterprises, including the Hunan Provincial Health Commission, the China Council for the Promotion of International Trade Hunan Provincial Committee, CEC Data, and Sino-Israeli Biotech. This signing event pooled advantageous resources in areas such as health and medical big data, genetic engineering and life sciences, AI-driven medical technology, biopharmaceuticals, internet-based pharmaceuticals, and industrial investment funds, establishing an integrated “government-industry-academia” deep cooperation model to accelerate the rapid development of the health and medical industry.

 

Gathering of Industry Leaders: Discussing the Future of Healthcare


Chen Xiang, Member of the Standing Committee of the Party Committee and Vice President of Central South University, delivered a keynote speech on health and medical big data. “Healthcare is vital to national welfare and people’s livelihoods, while the level of medical big data development determines the height of growth for the broader health industry,” Chen stated. He introduced that Central South University is the only university directly under the central government in China with an “inherent” advantage in integrating big data, railway engineering, materials science, and medical research. The university is committed to R&D in medical-engineering convergence guided by big data and artificial intelligence. Currently, Central South University has established China’s first medical big data Internet Data Center (IDC), compiled the nation’s first set of standards related to medical big data, aggregated medical data from multiple large Grade-A tertiary hospitals, built the country’s first hypertension big data platform, and promoted the translation and application of transparent computing research achievements. During the pandemic, remote healthcare and smart healthcare technologies—such as the Xiangya Medical Big Data System and the Regional Medical Information Infrastructure Platform—effectively supported aid missions to Hubei Province and local epidemic control efforts, demonstrating Xiangya’s medical technical capabilities and the early-stage achievements of its big data infrastructure. He noted that the Hunan Xiangjiang New Area boasts concentrated resources in healthcare elements, scientific research talent, and big data. In the future, Central South University will strengthen collaboration with the New Area to achieve mutual benefits and win-win outcomes.

 

Subsequently, representatives from enterprises such as CEC Data, Shenzhou Medical, Xi’an Yinggu, Martinson, and Weimai Technology delivered presentations on topics including “Building a Security System for Healthcare Big Data,” “Shenfei Cloud (Intelligent Radiotherapy Cloud Solution),” “Yizhen Cloud (Medical Imaging AI Technology Platform),” “Investment Promotion and Services for the Healthcare Industry Chain,” and “Seizing Opportunities and Management Innovation in ‘Internet + Healthcare’ in the Post-Pandemic Era.” They unveiled a batch of outstanding industrial projects featuring healthcare big data and artificial intelligence applications, paving the way for Hunan Province to leverage healthcare big data in regional economic development, industrial growth, and public welfare, while jointly exploring new models for the economic development of the healthcare big data industry.
