New Force – Call for Medical Device Industry Partners is a joint initiative by the Shaoxing Yuecheng Medical Device Industry Innovation Service Complex and VCBeat, a professional service platform for the medical and health industry, to recruit industry and talent partners.

Shaoxing is a key city within the Hangzhou Metropolitan Area, as outlined in the development plan for the Yangtze River Delta urban agglomeration, and is also one of the priority cities in Zhejiang Province’s Greater Bay Area initiative. In August 1988, the state launched the Torch Program—a plan for the industrialization of high and new technologies—explicitly proposing the establishment of High-Tech Industrial Development Zones and High-Tech Business Incubation Centers. This marked the beginning of the era of industrial cluster development in China, with the healthcare industry cluster entering its nascent stage. After three decades of development, healthcare industry clusters centered around the major economic belts of the Bohai Rim, the Yangtze River Delta, the Pearl River Delta, and the Central and Western regions have taken shape. Meanwhile, alongside the rapid advancement of China’s medical and health sector, the substantial growth in research, technology, production, and ecosystem has imposed new demands on these industrial clusters.
In terms of the agglomeration pattern of the medical device industry, cluster development has evolved from the initial physical co-location of similar enterprises in industrial parks to a focus on the aggregation of innovation service elements, achieving the regional integration of various components within the innovation ecosystem. The Yuecheng Medical Device Industry Innovation Service Complex was officially approved in 2017, construction commenced in 2018, and it was formally inaugurated on May 28, 2019. In March 2020, the preparation for comprehensive innovation service platforms, including the Complex and the Medical Device 3C Platform, was initiated.

To better serve innovative enterprises within the industry, the Yuecheng Medical Device Complex has implemented a comprehensive design encompassing physical infrastructure, resource interoperability, and financial support:
Physical Infrastructure: The complex features public services, exhibition spaces, public laboratories, testing platforms, shared cold-chain facilities, business incubation services, and warehousing centers, with public service areas exceeding 10,000 square meters.
Interconnection of Innovation Resources: This includes the two major hospital systems of Shaoxing local hospitals and Peking University Medical, three provincial-level key enterprise research institutes, twelve academician/expert workstations, two provincial-level key laboratories, and an innovation R&D platform encompassing the scientific research and student resources of twelve local universities.
Financial Support: A special fund of RMB 300 million for medical devices, a talent fund of RMB 500 million, and a major healthcare industry fund of RMB 10 billion. Special incubation start-up funds ranging from RMB 2 million to RMB 10 million per entity are established to support talent introduction. Multi-dimensional financial support and guarantees are provided, including registration certificate rewards of up to RMB 5 million per entity annually.
Evaluation System: The complex is evaluated based on the completeness and effectiveness of its innovative service system, guiding the government and management to provide professional and precise services for enterprises.
