On July 10, Ark Internet Hospital at Tumxuk City People’s Hospital, invested and constructed by Jianke Group, officially signed an agreement with the Human Resources and Social Security Bureau of Tumxuk City under the Third Division of the Xinjiang Production and Construction Corps to become a designated provider for internet hospital services covered by basic medical insurance. Tumxuk City is under the integrated division-city management of the Third Division of the Xinjiang Production and Construction Corps. As a result, Tumxuk has become the first city in Xinjiang where the healthcare security administration has signed a healthcare security service agreement with an internet hospital.

On that day, Liang Jiezhao, Deputy Secretary of the Party Committee and Deputy Division Commander of the Third Division Tumxuk City, Deputy Commander-in-Chief of the Guangdong Aid-Xinjiang Front Command, and Captain of the Dongguan Aid-Xinjiang Work Team; Yan Zhaojun and Kang Jinhua, Members of the Standing Committee of the Party Committee and Deputy Division Commanders of the Third Division Tumxuk City; along with representatives from Jianke Group and Tumxuk City People’s Hospital, attended the signing ceremony for the designated medical insurance agreement for the Internet Hospital. Xie Fangmin, CEO of Jianke Group, signed the agreement on behalf of the company together with Wang Chun, Deputy Director of the Social Security Bureau of the Third Division Tumxuk City, and jointly unveiled the plaque with Zhou Wenhai, Director of the Human Resources and Social Security Bureau of the Third Division Tumxuk City. Yang Shiqing, Vice President of the Strategic Research Department of Jianke Group, and Zuo Limin, Assistant Vice President of the President’s Office, among others, also attended to witness the event.
In her address, Director Jin Lijun of the Healthcare Security Administration of the Third Division Tumxuk City stated that the cooperation between Jianke Group and Tumxuk City People’s Hospital to jointly establish an internet hospital has, over the past two years, built an online bridge enabling residents of the division and city, as well as people of all ethnic groups in southern Xinjiang, to access medical resources from first-tier cities without leaving their homes. This initiative has allowed the public to enjoy the convenience and benefits of “Internet + Healthcare” with zero distance. Meanwhile, it has significantly propelled the development of healthcare services in the division and city into a new phase. With the implementation of online medical insurance payment by Fangzhou Internet Hospital, the needs of 270,000 employees and residents in the Third Division Tumxuk City for convenient medical insurance payments, medical consultations, medication purchases, and health management from home will be substantially met, thereby enhancing their quality of life.
Introducing internet-based healthcare to Xinjiang, enabling patients in border regions to receive timely, efficient, and convenient medical consultations, and allowing them to access high-quality medical services comparable to those in first-tier cities right at their doorstep, is the primary objective of Jianke Group’s medical aid initiatives in Xinjiang.
The Third Division Tumxuk City, long committed to advancing the healthy development of the digital industry, places high importance on the development and promotion of internet-based medical services. In 2018, the Third Division Tumxuk City entered into a strategic partnership with Jianke Group. That same year, Jianke Xinjiang Internet Hospital obtained the Medical Institution Practice License, becoming the first internet hospital in Xinjiang to be granted such a license.
In May this year, the electronic medical insurance certificate of the Xinjiang Production and Construction Corps was officially launched, with QR code payment for medical insurance being promoted as a pilot model. In fact, the Corps has been pioneering and experimenting in the exploration of internet healthcare, continuously introducing new initiatives.

According to statistics, since the outbreak of the COVID-19 pandemic this year, doctors at the Fangzhou Internet Hospital affiliated with Tumxuk City People's Hospital have conducted 12,550 consultations. As of mid-June, the total number of physicians registered on Jianke Group’s Internet Hospital platform exceeded 240,000. Since commencing operations, the Internet Hospital has reported no medical liability incidents or errors, and patient satisfaction rates have surpassed 95%.
To further advance the development of healthcare services, the Healthcare Security Administration of the Third Division Tumu City has deepened its exploration of a new “Internet + Healthcare Security” model for convenient public services. In early July this year, five departments—including the Healthcare Security Administration, the Human Resources and Social Security Bureau, the Health Commission, the Market Supervision Administration, and the Finance Bureau of the Third Division Tumu City—jointly approved the inclusion of Fangzhou Internet Hospital as a designated medical institution under the division’s healthcare security program.
The signing of this designated medical insurance provider agreement will further promote the implementation of “Internet + Medical Insurance” innovative services in Tumxuk City, supporting the innovative reforms of the XPCC’s medical insurance system.

Data from Jianke Group shows that in response to the COVID-19 pandemic, the number of doctors registered on the Jianke Fangzhou Internet Hospital increased by 52.8% of the total accumulated over all previous years during the past six months, effectively reducing the risk of cross-infection for patients seeking offline medical care.
It is worth noting that internet healthcare, which gained significant momentum during the COVID-19 epidemic this year, was once again highlighted by the State Council on April 28. The State Council executive meeting held on that day explicitly stated the need to adapt to new public demands for digital consumption and promote applications such as online office work, remote education, and telemedicine.
Since February, the National Health Commission has successively introduced policies to encourage the practice of internet healthcare, addressing challenges such as the difficulty chronic disease patients face in accessing offline medical care during the pandemic.
