Qianmu International Big Health Industry Cluster—Qingdao International Big Health Industrialization Base is a key municipal project in Qingdao, with a total planned area of approximately 1,100 mu. It serves as a pivotal industrial park within Qingdao’s “One Core, One Belt, Four Cities, and Multiple Parks” development plan for the medical and elderly care health industry, and is designated as a priority industry cluster for focused development by the Qingdao Municipal Government. Furthermore, it is one of the twelve key industrial development platforms under Shibei District’s “1412” development framework and one of the six major thousand-mu highlands for key industries in Shibei District. Originally an old industrial zone in Qingdao, the area faced industrial hollowing-out following the relocation of traditional industries. It is therefore imperative to drive the economic revitalization of this older urban area through emerging industries, optimize the regional demographic structure, and enhance urban vitality.
As the core area of Qingdao’s Big Health Industrialization Base, the “Baheal Health Park” covers an area of 383 mu with a total investment of RMB 15 billion. Aimed at integrating industry and urban development, it features five functional sectors: the Baheal International Health City Living Room, the International Medical AI Center, the Huayi Medical and Elderly Care Industry Center, the Baheal Headquarters, and the Smart Health Model Community. By aggregating healthcare industry resources worth hundreds of billions of yuan, it has become a new window for Qingdao’s urban health industry to engage in external exchange, cooperation, and exhibition.
The Baheal International Health City Showroom, whose foundation was recently laid, serves as the inaugural launch zone of the core area of Qingdao’s Big Health Industrialization Base. With a total gross floor area of 46,098 square meters, it integrates functions including industry exhibition and trading, innovation incubation, partnership negotiations, smart office solutions, and international reception facilities. It establishes an international space for innovation incubation and business collaboration in the big health industry, providing resident health enterprises with a high-quality platform for industrial development and comprehensive supporting services, striving to become the primary entry point for domestic and international health companies expanding into the Chinese market.
Xue Qingguo, Member of the Standing Committee of the Qingdao Municipal Party Committee and Deputy Mayor, stated in his address that the Baheal International Health City Living Room project represents a new exploration in the integrated development of industry and capital in Qingdao, facilitating the convergence of the industrial, capital, talent, and technology chains. Following today’s signing agreements with more than 20 leading domestic and international enterprises and organizations, the International Health City Living Room will undoubtedly drive quality improvement and accelerated growth in the city’s big health industry, injecting new momentum and vitality into Qingdao’s high-quality economic development. The Qingdao Municipal Party Committee and Municipal Government will fully support the project’s construction, hoping that the City Living Room will attract more industrial resources to be deployed in Qingdao, along with more medical professionals and enterprises, thereby expanding cooperation opportunities through the integration of technology and application scenarios, and accelerating the establishment of a premier hub for big health industry development.
As Qingdao’s largest state-owned investment platform, Qingdao Chengtou Group has closely aligned its efforts with the development and construction of Qingdao’s new economy. Xing Luzheng, Chairman of Qingdao Chengtou Group, stated that Baheal Medical, rooted in the Shibei District, exhibits distinct unicorn characteristics, and expressed Chengtou’s willingness to deepen industrial cooperation and strengthen capital collaboration with Baheal Medical.
Baheal International Health City’s “Entrepreneurship Gateway” Officially Opens TodayThis vivid story exemplifies the interactive coupling among government, capital, and industry, serving as an industrial practice of the “Unicorn Spirit.” Baheal Medical, together with the Shibei District Government and Chengtou (City Investment), will strengthen collaboration to strive to make the core area of the Greater Health Industry Base the most prominent enterprise star within the “Six Thousand-Mu” development zone.
Currently, Qingdao stands at the forefront of a new round of high-level opening-up. Carriers and platforms that can enhance the city’s development tier, revitalize its economic vitality, and expand its external openness will become important levers for Qingdao’s economic development. As 2020 marks the final year for building a moderately prosperous society in all respects, Qingdao highlighted during this year’s Two Sessions that it will deeply advance the construction of “Healthy Qingdao,” providing residents with comprehensive health and healthcare services throughout their entire life cycle. In the future, health-focused urban complexes will replace traditional commercial complexes, becoming a new hallmark representing the level of urban development.
The core area of the Qingdao Big Health Industrialization Base, anchored by Baheal Medical Group, establishes a new platform for international cooperation in the health industry by opening up major health cooperation channels along the "Belt and Road" Initiative, thereby creating China’s first integrated health city complex. Named “Baheal Health Park,” the complex focuses on aggregating health industry resources and health consumption, organically integrating multiple functions such as office spaces, commercial facilities, and residential areas to achieve efficient synergy among key elements of the health industry.
Unlike traditional industrial parks, the complex is underpinned by the big health industry. It promotes the industrialization of advanced scientific and technological achievements and cultivates upstream and downstream sectors such as medical AI and biological diagnostics, thereby forming a health industry cluster through an integrated big health industry system that combines R&D incubation, commercialization platforms, industrial funds, and health talent. Centered on health management, it leverages the Baheal Smart Community Health Cloud Platform and high-end health service centers to create a new generation of smart health residences with complementary online and offline health services. This initiative aims to build a professional, sanatorium-level smart community where “every household has access to a doctor, nursing care is available at all times, physiotherapy is regularly conducted, and everyone is knowledgeable about wellness.” Featuring 5G technology, the complex achieves full 5G coverage, enables interconnectivity between home smart terminals and the Baheal Smart Community Health Cloud Platform, and deploys health management infrastructure. Meanwhile, by constructing an integrated smart office platform, it empowers enterprise construction and operations, providing technical support for cross-border e-commerce, medical cloud services, and online commercialization platforms.
Fu Gang, Chairman of Baheal Medical Group, stated that Baheal has been deeply rooted in Qingdao for fifteen years, forming a substantial industrial cluster. Driven by Qingdao’s major strategic policies and leveraging this favorable environment and platform, Baheal is poised to seize opportunities and fulfill its responsibility to continuously improve the health industry ecosystem, resonating in sync with the city’s development. The creation of a Health City Complex will serve as the optimal vehicle for this endeavor. With the ongoing park construction and the growing health demands of the Chinese population, the completion of a hundred-billion-yuan health industrial park, brimming with innovative vitality and humanistic appeal, is imminent, positioning it as a national model and a calling card for Qingdao.
It is reported that the Baheal Health Park is expected to be fully delivered by the end of 2025. Within five years of its completion, the park will attract and nurture over 1,500 enterprises, achieve an annual output value of RMB 120 billion, and create more than 20,000 jobs. This signifies that the operational launch of the Baheal Health Park will further accelerate the transformation of Qingdao’s urban economic development model, enhance the city’s comprehensive service capabilities in the health industry, elevate its brand image, and contribute to establishing a new “city calling card” for Healthy Qingdao in the new era.
Concurrent with the groundbreaking ceremony, signing ceremonies for strategic collaborations were held among the Shibei District Government, City Construction Investment Group, Baheal, and 20 renowned domestic and international institutions, universities, and enterprises. Capitalizing on this momentum and consolidating strengths to achieve greater impact, the commencement of the Baheal International Health City Lounge has become a significant milestone in the development of Qingdao’s Health City initiative. As a Chinese health city complex characterized by internationalization, industrialization, intelligence, and professionalism, the Baheal Health Park will leverage the “City Lounge” concept to integrate top-tier global resources across the entire medical and healthcare industry chain. This will foster the agglomeration of the health industry and health consumption, comprehensively enhance the city’s overall health service capabilities, and thereby support Qingdao’s development into an open, modern, vibrant, and fashionable international metropolis.
