“China Health and Health Statistics Yearbook 2019” shows that in 2018, there were 18,450 medical and health institutions in Xinjiang (out of a total of 997,433 nationwide, accounting for approximately 1.8% of the national total), including 907 hospitals (of which 43 were Grade A tertiary hospitals), 16,833 primary medical and health institutions, 697 specialized public health institutions, and 13 other medical and health institutions; the number of health personnel was 227,136 (out of a total of 12,300,325 nationwide, accounting for approximately 1.8% of the national total), among whom 176,355 were health technical personnel.

Xinjiang is the largest provincial-level administrative region in China by land area. Although investment in healthcare has been steadily increasing in recent years, Xinjiang’s medical service capacity remains at an underdeveloped stage, whether measured by the number of healthcare institutions or by the size of its health workforce.

The scarcity and uneven distribution of high-quality medical resources, which fail to facilitate effective connectivity between patients and physicians, constitute the primary pain point in Xinjiang’s healthcare services. The first Jianke Internet Hospital established in Xinjiang has emerged as a breakthrough solution to address this challenge., giving wings to the elevation of medical service standards in Xinjiang.

In October 2018, Fangzhou Internet Hospital of Tumxuk City People's Hospital, under Jianke Group, was issued the Medical Institution Practice License by the Health Bureau of Tumxuk City, Third Division of the Xinjiang Production and Construction Corps. It officially commenced operations, becoming the first medical institution in Xinjiang to obtain a practice license for an internet hospital.

It has been nearly two years since the first internet hospital in Xinjiang officially began operations. What achievements has this internet hospital made over the past two years? How has it contributed to Xinjiang’s poverty alleviation efforts? What tangible benefits has the internet hospital brought to the local population?

Medical Care + Pharmaceuticals + Medical Insurance: Building a Complete Closed-Loop Healthcare Service Ecosystem

In May 2018, to support Guangdong’s medical aid to Xinjiang, Jianke Group donated a batch of pharmaceuticals and medical devices to Tumxuk City, the Third Division of the Xinjiang Production and Construction Corps, thereby initiating Jianke Group’s partnership with Xinjiang. Upon learning about Xinjiang’s vast territory, sparse population, shortage of physicians, and difficulties patients faced in accessing medical care, Jianke Group decided to leverage its own medical resources and industry expertise. Actively responding to the call of the Three-Year Action Plan for Health Poverty Alleviation, the group launched an internet hospital project in the Third Division’s Tumxuk City to enhance the capacity and accessibility of healthcare services in impoverished areas.

The actions of Jianke Group have beenGuangdong Provincial Committee of the Communist Party of China and Guangdong Provincial People's Government, Dongguan Municipal Committee of the Communist Party of China and Dongguan Municipal People's Government, Guangdong Frontline Command Headquarters for Aid to Xinjiang, and the Party Committee of the Third DivisionWith the support of leaders at all levels, the Internet Hospital project has begun to be implemented.

However, establishing an internet hospital is no easy feat. How can it be integrated with physical medical institutions to bridge online and offline services? How can input and output be effectively controlled? How can a complete service loop be constructed? Furthermore, given Xinjiang’s remote location, which entails higher labor, time, and operational costs, the task of building an internet hospital is even more arduous. Despite these significant challenges, Jianke Group remained steadfast in its commitment, recognizing the profound significance of internet hospitals for the Xinjiang region. Ultimately, Xinjiang’s first internet hospital was officially launched in 2018.

The first phase of the Fangzhou Internet Hospital at Tumxuk City People's Hospital, under Jianke Group, has been completed. The Tumxuk Jianke Smart Medical Center officially commenced operations last year. The center comprises four functional areas:Real-Time Big Data Zone, Self-Service Consultation Zone, Self-Service Medication Sales and Pickup Zone, Remote Consultation Center Zone, by leveraging services such as online consultations, remote multidisciplinary consultations, electronic prescribing, and health education, to extend high-quality medical resources to grassroots levels, enabling the people of Xinjiang to access advanced medical technologies and services.

By leveraging the two business models of pharmaceutical e-commerce and mobile healthcare, Jianke Group has effectively established connections among hospitals, physicians, pharmaceutical companies, pharmacies, and patients. It has become a leading smart healthcare platform in China, ranking among the top in the industry for the number of online services provided to chronic disease patients, prescription volume, partnered pharmaceutical enterprises, and revenue growth rate. Relying on its three flagship apps—“Jianke Online Pharmacy,” “Jianke Doctor,” and “Jianke Hospital”—the group has built a closed-loop service ecosystem.

To better serve patients’ needs for medical consultations and medication purchases, Jianke Group has been continuously exploring new models of “Internet + Medical Insurance.” Driven by the company’s efforts, on July 10, Jianke Group’s Fangzhou Internet Hospital affiliated with Tumxuk City People’s Hospital formally signed a designated medical insurance service agreement with the Human Resources and Social Security Bureau of the Third Division of the Xinjiang Production and Construction Corps in Tumxuk City. Leveraging electronic medical insurance cards, the two parties will explore innovations in online diagnosis and treatment, pharmaceutical services, medical expense settlement, and digital chronic disease management."Internet + Medical Insurance"Innovative Services.

This marks Tumushuke City asXinjiang’s First “Internet + Medical Insurance” City, which can help local medical insurance departments reduce the growth rate of medical insurance expenditures and benefit 270,000 employees and residents in Tumu Shuke City.

Internet hospitals are a powerful tool for leveraging the advantages of digital technology in the “Internet + Medical Insurance” sector and the chronic disease management industry. Moving forward, Jianke Group will comprehensively explore digital chronic disease management services across all stages, including disease screening, diagnosis, treatment, and rehabilitation. Patients in southern Xinjiang can access these services through the Fangzhou Internet Hospital affiliated with Tumxuk City People’s Hospital under Jianke Group.One-stop “Healthcare + Pharmaceuticals + Medical Insurance” Services.

Bringing Together Over 200,000 Doctors to Create a Successful Model of an Internet Hospital in Xinjiang

To date, the Fangzhou Internet Hospital of Tumxuk City People's Hospital, under Jianke Group, has aggregated more than 200,000 doctors nationwide online, providing residents in southern Xinjiang with 24/7 online consultations, electronic prescriptions, and home delivery of medications.Since the launch of this internet hospital, there have been no medical liability incidents or errors, with an approval rating exceeding 95%.

Previously, patients with chronic diseases in the Xinjiang region had to visit hospitals every two weeks to obtain medications. Now, through internet hospitals, patients can complete follow-up consultations and have their medications delivered at home, provided their condition remains stable. This not only adds convenience for patients but also alleviates their financial burden.

Meanwhile, the telemedicine system has enabled patients in Xinjiang to bridge geographical distances and receive diagnosis and treatment from medical experts in first-tier cities. In April 2020, leveraging the remote consultation system of Fangzhou Internet Hospital at Tumxuk City People’s Hospital, supported by Jianke Group, a team of specialists from Dongguan People’s Hospital provided a free remote consultation for Wushou尔 (a pseudonym), a Xinjiang resident who had sustained severe multiple traumatic injuries after being run over by a cotton planter and was in critical condition. Currently, Wushou尔 has been discharged and is recovering well, thereby averting the tragedy of poverty caused by his injuries.

Wushou’er’s story is merely the tip of the iceberg among the numerous service cases of Fangzhou Internet Hospital at Tumxuk City People’s Hospital, under Jianke Group.“In the first half of 2020 alone, doctors at this internet hospital conducted over 10,000 consultations and held eight remote consultations for complex and refractory cases.”

In addition to enabling patients in Xinjiang to access advanced medical technologies, the Fangzhou Internet Hospital of Tumxuk City People’s Hospital, under Jianke Group, has also made significant efforts to enhance the academic proficiency of doctors in Xinjiang.

In May 2020, under the guidance of experts from the Guangdong Medical Aid Team to Xinjiang, surgical medical staff at the People’s Hospital of Tumxuk City participated for the first time via the Jianke Group’s Fangzhou Internet Hospital Remote Center in a live broadcast of the 2020 National Surgical Academic Annual Conference, the highest-level academic conference in surgery in China. The live broadcast featured the latest research findings and clinical diagnosis and treatment experiences in the field of surgery over the past year, helping medical personnel in Xinjiang broaden their diagnostic and therapeutic perspectives and enhance their professional capabilities. In the future, such academic conferences are expected to be held on a regular basis.

Responding to the Tiered Diagnosis and Treatment Policy, Continuously Expanding Internet Hospital Projects

Through the Fangzhou Internet Hospital at Tumxuk City People's Hospital, Jianke Group has not only facilitated the “Internet+” upgrade for healthcare institutions in Xinjiang but also promoted its own corporate development. Meanwhile, this internet hospital project has effectively advanced the progress of health-focused poverty alleviation initiatives in Xinjiang.

Jianke Group’s Fangzhou Internet Hospital at Tumxuk City People’s Hospital is a key initiative by Jianke Group, focusing on technology-driven poverty alleviation and medical aid to Xinjiang. Next,Jianke Group will continue to focus on chronic disease management, integrate online medical insurance services, and build an integrated online-offline internet healthcare platform to benefit patients in Xinjiang and other regions.

In addition to Xinjiang, Jianke Group has also launched internet hospitals in Guangzhou and Dongguan. Driven by favorable policies and patient demand, internet hospitals are poised for new development opportunities. In the future, the company will actively respond to the national policy on tiered diagnosis and treatment, expanding internet hospital projects to more regions in need, thereby ensuring that “Internet Plus” becomes present in every hospital. On July 1, 2020,Jianke Group Announces Another Positive Development: The Company Has Joined Forces with the First People's Hospital of Kashgar Prefecture to Co-establish an Internet Hospital,Enabling local patients to access convenient services such as online follow-up consultations, home delivery of medications, and online medical insurance payments without leaving their homes.
