Government-Led Platform-Based Internet Hospital, Connecting Over 200 Medical Institutions Across the City

Tongren Huafankangyun Internet Hospital is led by the Tongren Municipal Health Commission and jointly established with Hangzhou Huazhuo Technology. Following its launch, users can access a range of convenient and beneficial “Internet + Healthcare” services—such as online appointment registration, text/image/video consultations, electronic health record inquiries, chronic disease prescription renewals, and home medication delivery—simply by downloading the “Yunshang Renyi” APP, all from the comfort of their homes.

Meanwhile, the Internet Hospital has integrated with the Tongren Municipal Medical and Health Big Data Platform, enabling centralized aggregation of citywide medical and health big data and interoperability among data systems of various healthcare institutions. This facilitates shared access to health records and electronic medical records, promotes mutual recognition of laboratory and diagnostic test results through data sharing, and enhances the efficiency of disease diagnosis.

After its launch, the internet hospital will connect more than 200 medical institutions at all levels across the city.

“Tongren City has achieved pioneering results in advancing modern hospital management, strengthening the development of clinical assistant specialties, and promoting the growth of medical consortia through ‘Internet + Healthcare,’” said Yang Weiquan, Director of the Tongren Municipal Health Commission. He introduced that the city had taken the lead in piloting and establishing scenario-based applications such as a healthcare data middle platform, a regional remote imaging diagnosis center, shared pharmacies, and prescription circulation systems. With the launch of the Huafankangyun Internet Hospital, the city will continue to consolidate and enhance the achievements made in “Internet + Healthcare.”

“40% to 50% of diseases can undergo preliminary consultation via mobile or computer terminals, alleviating patients’ anxiety and significantly saving their time costs,” said Shi Hua, President of Tongren People’s Hospital. He noted that the launch of the Huafankang Cloud Internet Hospital will break with tradition, reshape the healthcare delivery model, and provide patients with a better medical experience and a greater sense of health well-being.

Li Tanwei, CEO of Huazhuo Technology, stated that the company leverages cloud computing technology to integrate medical institutions at the municipal, county, and township levels in Tongren into the Tongren Huafankang Cloud Internet Hospital, thereby facilitating more convenient data access and providing greater storage capacity and computational power. Meanwhile, the introduction of artificial intelligence technology has made online diagnosis and treatment more intelligent.

Integration of the Academician Team from Shulan Hospital: High-Quality Medical Resources Reach Grassroots Levels to Support Primary Care

As a hospital information technology service provider under the Shulan Healthcare Group, Huazhuo Technology has also integrated Shulan Hospital’s high-quality resources of academicians and experts into the Huafankang Cloud Internet Hospital.

Specifically, Tongren Huafankang Cloud Internet Hospital has established interoperability with Shulan Internet Hospital and other high-quality internet hospitals. By engaging academicians and experts to deliver online medical services, these partner institutions provide targeted guidance to Huafankang Cloud Internet Hospital, open green channels for patient referrals, collaborate on the development of medical consortia, and facilitate talent exchanges, thereby comprehensively enhancing the healthcare service capacity in Tongren City.

Yang Weiquan proposed that, leveraging the Shulan Medical Group’s team of 67 academicians and 1,358 domestic and international experts, the internet hospital would be developed with a high starting point, broad coverage, and cloud-based integration.

One of the advantages of “Internet + Healthcare” is breaking the limitations of space and time, achieving resource sharing, and maximizing the value of resources. The launch of Tongren Huafan Kangyun Internet Hospital not only enables it to gather higher-quality medical resources but also helps promote the decentralization of high-quality resources, enhance primary healthcare service capabilities, and allow more patients to enjoy the convenience brought by the internet and big data in healthcare.

Jing Yong, Vice President of Shiqian County People’s Hospital in Tongren City, stated that he looks forward to leveraging the advantages of the Huafankang Cloud Internet Hospital to strengthen close ties between the lead institution and member units of the medical consortium, thereby enhancing the professional capabilities of the member units. Fu Qianren, Vice President of Songtao Miao Autonomous County Ethnic Traditional Chinese Medicine Hospital, noted that during the pandemic this year, internet hospitals played an indispensable role. Many patients with mild conditions or chronic diseases, concerned about infection, developed the habit of seeking online consultations at home, thus avoiding cross-infection within healthcare facilities. The pool of online physician resources aggregated by Huafankang Cloud Internet Hospital enables patients to easily consult specialists, and he anticipates its prompt and widespread adoption.

Full Coverage of Telemedicine at the County, Township, and Village Levels to Further Advance Health-Oriented Poverty Alleviation

As a key component of internet-based healthcare services, telemedicine has also played a significant role in Tongren City.

“Tongren City faces substantial tasks in both poverty alleviation and health-focused poverty reduction. The city has achieved full coverage of telemedicine across 203 medical institutions at the municipal, county, and township levels, with effective implementation,” introduced Yang Weiquan. In June this year, An’an, a pediatric patient in Tongren City, underwent remote consultation between Tongren Maternal and Child Health Hospital and Children’s Hospital of Soochow University, leading to a diagnosis of total anomalous pulmonary venous connection (TAPVC), a rare condition with high mortality.

Tongren City promptly transferred the pediatric patient to Soochow University Children’s Hospital. After successful treatment, the child was discharged. The hospital also coordinated full coverage of the nearly 120,000 yuan in medical expenses, thereby safeguarding the child’s life and effectively preventing poverty caused by or exacerbated by illness.

Previously, Suzhou City had already established a paired assistance mechanism with Tongren City. Moving forward, Tongren City will leverage the Huafankang Cloud Internet Hospital to strengthen connections and coordination with Shulan Healthcare Group and various medical institutions in Suzhou, fully utilize telemedicine, enable patients to access high-quality healthcare services at their doorstep, and decisively win the battle against poverty through health initiatives.

Yang Weiquan stated that following the launch of the internet hospital, Tongren City will focus on leveraging “Internet + Healthcare” to enhance public health management services, strengthen disease prevention and control, reinforce normalized epidemic prevention and control measures, intensify comprehensive regulation of the healthcare industry, and advance the development of a Healthy Tongren.
