On September 3, JD Health signed a strategic cooperation agreement with the Hubei Provincial Health Commission. The two parties will jointly advance rehabilitation and psychological counseling programs for recovered COVID-19 patients in Hubei Province, support the development of Hubei’s public health system, vigorously expand the medical and health industries—including mental health services, smart wearable devices, and medical protective supplies—and create a “Hubei Model” demonstration zone. Attendees at the signing ceremony included Wang Hesheng, Member of the Standing Committee of the Hubei Provincial Party Committee and Party Secretary of the Hubei Provincial Health Commission; Tu Yuanchao, Director of the Hubei Provincial Health Commission; Lu Lin, Academician of the Chinese Academy of Sciences and Chairman of the National Health Commission’s Expert Committee on Mental Hygiene and Psychological Health; and Xin Lijun, Vice President of JD.com and CEO of JD Health.

During the nationwide campaign against the epidemic in 2020, through arduous and extraordinary efforts, decisive achievements were made in the defense of Hubei Province and Wuhan City, and significant strategic gains were secured in China’s battle to contain the spread of COVID-19. In response to the psychological and mental health challenges faced by some members of the public and frontline healthcare workers in the post-pandemic period, the Party and the State have placed particular emphasis on strengthening rehabilitation and psychological counseling services for patients recovering from COVID-19. To implement this directive, the Health Commission of Hubei Province and JD Health have leveraged their respective advantageous resources to establish a deep strategic partnership.
According to reports, JD Health will establish a public welfare platform for psychological counseling to help improve follow-up prevention and control measures and mitigate the social impact of the epidemic. JD Health has aggregated national mental health medical service resources to build a national flagship internet hospital specializing in psychiatry, and has initiated contract-based services for COVID-19 survivors through community physicians, ensuring that psychological counseling is implemented with “individualized records” and “personalized strategies.” JD Health has donated RMB 30 million to establish a psychological public welfare fund, promoting psychological counseling and comprehensive rehabilitation for COVID-19 survivors and frontline medical personnel in Hubei Province. On this basis, JD Health will further strengthen the development of a training system for professionals in social psychological services and steadily carry out subsequent work.
Meanwhile, JD Health and the Hubei Provincial Health Commission are jointly committed to strengthening Hubei’s primary healthcare service system as well as its disease prevention and control system. Leveraging its mature internet-based medical service infrastructure, JD Health empowers family doctor contract services by providing community physicians with technical and medical resource support. Together, the two parties deliver a range of healthcare services to enrolled residents, including health consultations, online follow-up visits, medication delivery, chronic disease management, and health data collection.

Without universal health, there can be no comprehensive well-being. Amid China’s rapid economic recovery, developing the health industry is one of the effective measures to revitalize the economy. To this end, JD Health will promote the digital development of the health industry in Hubei Province, integrate health industry resources on the JD platform, establish a unified health management platform for residents of Hubei Province, and help enhance the level of digital disease control and prevention. Meanwhile, leveraging Hubei’s advantages as a national logistics hub and regional economic center in Central China, both parties will build an industrial park for medical protective supplies and medical equipment in Hubei Province and develop industries such as pharmaceutical logistics, thereby contributing to the revitalization of Hubei’s economy.
Since the onset of the pandemic, JD Health has actively assumed social responsibility by promptly donating epidemic prevention supplies to multiple hospitals in Wuhan. Through services and measures such as internet-based healthcare, medical protective equipment supply, online medication purchasing, and pharmaceutical distribution, JD Health has contributed to epidemic control efforts. Starting from late January, JD Health provided free online consultation services to people across China, while also offering a free psychological counseling hotline for users seeking mental health support and frontline medical personnel. In February, JD Health launched the “Medication Shortage Assistance Platform for Chronic Disease Patients in Hubei Province” to help them address drug shortage issues.
Wang Hesheng pointed out that both parties should take this signing as an opportunity to further deepen practical cooperation and jointly create the “Hubei Model” for reforming the disease prevention and control system and strengthening the public health system.
Xin Lijun stated that JD Health will leverage its strengths to fully participate in Hubei’s post-pandemic revitalization and support the reform and development of Hubei’s health sector.
