The opening ceremony of the conference was presided over by Wang Fangtai, Member of the Standing Committee of the Lanzhou Municipal Committee of the Communist Party of China, Secretary-General of the Municipal Committee, and Secretary of the Party Working Committee of Lanzhou High-tech Industrial Development Zone. Speeches were delivered respectively by Wu Heqian, Deputy Mayor of the Lanzhou Municipal People’s Government; Zhang Mu, Deputy Director of the Torch High Technology Industry Development Center of the Ministry of Science and Technology; Shi Liqiang, Vice President of the Chinese Society for Pharmaceutical Administration; and He Mingyuan, Academician of the Chinese Academy of Sciences.

Deputy Mayor Wu Heqian stated in his address: "As Lanzhou..."As a key node city in the Belt and Road Initiative, Lanzhou is a region in northwest China with a high concentration of resources, talent, and technology in the fields of biopharmaceuticals and traditional Chinese (Tibetan) medicine. Currently, Lanzhou is focusing on frontier areas of the biomedical industry, including modern manufacturing of traditional Chinese medicine, innovative drugs and advanced formulations, in vitro diagnostics, cell and gene therapy, novel vaccines, and brain imaging and radiological diagnosis and treatment. By targeting key and missing links in the industrial chain, the city is striving to cultivate leading enterprises and major projects in biopharmaceuticals, biological vaccines, and modern traditional Chinese medicine. It is continuously enhancing specialized services and policy support across the entire process from early-stage R&D to pilot-scale production, developing high-standard biomedical industrial parks, and establishing an innovation hub for the biomedical industry in northwest China and across the country.

In his address, Deputy Director Zhang Mu mentioned that, according toIn 2018, the total industrial output value of biopharmaceutical enterprises in China’s 169 National High-Tech Industrial Development Zones (NHTZs) reached RMB 1.8 trillion, with operating revenues exceeding RMB 2 trillion, accounting for 8.1% and 5.8% of the NHTZs’ total economic volume, respectively. A total of 9,192 biopharmaceutical enterprises included in statistical reporting were located within the NHTZs, among which 5,706 were high-tech enterprises and 2,192 reported annual revenues exceeding RMB 100 million. With the NHTZs serving as key focal points for the biopharmaceutical industry, 25 innovative biopharmaceutical industrial clusters have been established, representing nearly one-quarter of all such clusters nationwide. These biopharmaceutical industrial clusters boast strong R&D capabilities, large industrial scale, and significant development potential. They have generally become pillar industries in their respective zones, serving as important drivers for the transformation, upgrading, and high-quality development of each NHTZ.
We encourage everyone to actively offer suggestions and insights, share genuine expertise, and foster intellectual exchange under the principles of extensive consultation, joint contribution, and shared benefits. This will undoubtedly further promote the robust development of China’s biomedical innovation industry clusters.

Shi Liqiang stated in his address that, in the post-pandemic era, the pharmaceutical industry must align with the new development paradigm characterized by a domestic circulation as the mainstay and mutually reinforcing domestic and international dual circulations. It should heighten its awareness of opportunities under the new circumstances, enhance industrial development levels by strengthening pharmaceutical technological innovation and drug safety supervision, and promote the healthy growth of the pharmaceutical industry.

In his address, Academician He Mingyuan stated that the conference has brought together top experts and scholars from across China, who will contribute greater momentum to the development of Lanzhou’s biopharmaceutical industry.
At the conference, Chen Shilin, Director of the Institute of Chinese Materia Medica at the China Academy of Chinese Medical Sciences, Director of the WHO Collaborating Centre for Traditional Medicine, and Academician of the International Eurasian Academy of Sciences, addresseddelivered a speech on “Future Trends in Technological Innovation and Industrial Development of Traditional Chinese Medicine”; Zhang Wei, former Secretary-General of the Chinese Pharmacopoeia Commission, presented a report titled “Risk Management and the Establishment of an Insurance System for Pediatric Drugs”; Zeng Yu, Dean of the Hainan Nanhai Health Industry Research Institute, discussed “Opportunities and Model Innovation in the Development of the Biopharmaceutical Industry under the Context of China’s Free Trade Zones,” using the construction of the Hainan Free Trade Port as a case study.
As the rotating chair entity of the Alliance for this term, Mr. Sun Yu, Director of the Lanzhou High-Tech Industrial Development Zone Administrative Committee, introduced the current status of the biopharmaceutical industry in the Lanzhou High-Tech Zone and the newly launched special policies, extending a welcome to industry experts and entrepreneurs to visit and establish their presence in Lanzhou.Investment and Development.
Lanzhou High-Tech Industrial Development Zone is one of the first batch of national-level high-tech zones in China, with its current layout as follows:“One Zone, Five Parks,” with a planned area of 183square kilometers. The biopharmaceutical industry is the key focus of the High-Tech Zone, with a total number of pharmaceutical enterprises in the district currently standing atMore than 200 enterprises, including 11 listed biopharmaceutical companies. Competitive biopharmaceutical enterprises such as Cheezheng Tibetan Medicine, the Institute of Biological Products, Yacheng Biology, Tianqi Botanicals, Minhai Biotechnology, Wanhua Jinhui, and Panzhi Biopharma have been cultivated. The Longshen Rongfa production base has been completed and put into operation. Key projects, including the Lanzhou Biological Pharmaceutical Factory of China Animal Husbandry Industry Co., Ltd., the Zhongnong Weite Biopharmaceutical Industrial Park, Phase II of the Lanzhou National Biopharmaceutical Industry Base, the Lanzhou High-Tech Modern Pharmaceutical Logistics Park, the Bailing Biological Park, and the Lanzhou Medical Aesthetics and Health Industrial Park, are being vigorously advanced. As one of the highlights of the conference,“2020 China Biopharmaceutical Innovation and Entrepreneurship Express ‘100 Cities, 100 Parks’ Initiative (Lanzhou Stop): Project Roadshow and Partnership Matchmaking” attracted significant attention from attending guests. The event drew over 100 project registrations; following review by the organizing committee and experts, 10 projects were selected for on-site roadshows. These projects spanned advanced research fields including gene therapy drugs, innovative peptide therapeutics, Class 1 novel small-molecule anti-tumor drugs, radiotherapeutic agents, and bioregenerative scaffold materials. The total target amount for project financing and technology transactions exceeded RMB 1 billion.
