“Committed to Leading Global Pharmaceutical Innovation, Building the Huaihai Grand Health Ecosystem.” The 2020 Huaihai Biopharmaceutical Industry Development Conference and the First Foshoushan Summit on Medical Devices was grandly held at the Baoxin Junlan Hotel in Xuzhou on the morning of October 29.
It is reported that the conference was attended by Mr. Du Guanhua, Academician of the International Eurasian Academy of Sciences; Mr. Gao Feng, Fellow of the Royal College of Physicians of the United Kingdom; Mr. Chen Liwei, Executive Vice President of the China Pharmaceutical News and Information Association; Ms. Zhao Yixin, President of the China Association for Medical Device Industry; Mr. Song Haibo, Vice President of the China National Health Industry Enterprise Management Association; and Mr. Pan Wen, Deputy Secretary-General of the World Health Organization’s Traditional Medicine Federation. Together with nearly 500 partners from the industrial ecosystem—including experts and scholars in the fields of pharmaceuticals, healthcare, artificial intelligence (AI), and the broader TMT sector; party secretaries and presidents of various universities; entrepreneurs from listed companies and unicorn enterprises; representatives from select financial institutions; and media representatives—they jointly participated in this conference.

At the outset of the conference, Mr. Zhuang Zhaolin, Mayor of Xuzhou City, delivered the opening address for the summit. Mayor Zhuang stated: “To promote the leapfrog development of the biopharmaceutical and general health industries, we are leveraging Xuzhou’s advantages as the central city of the Huaihai Economic Zone, actively tapping into the city’s substantial resources in science and education, healthcare, and consumption. We have formulated specialized development plans and attracted a cluster of industry leaders to our city, including Fosun Pharma, Nhwa Pharmaceutical, and Wanbang Biochemical. Characteristic industrial parks such as the Huayue Medical Industrial Park and the Donghu Medical Industrial Park are rapidly taking shape. We have successively planned and constructed five specialized pharmaceutical industrial parks, including the Huaihai Biopharmaceutical Industrial Park and the Donghu Medical Industrial Park. More than 100 large-scale biopharmaceutical and high-tech enterprises, such as Wanbang Pharma, Nhwa Pharmaceutical, Leo Medical, and Sanwei Medical, have gathered here, covering multiple fields including biologics, chemical drugs, modern traditional Chinese medicine, and medical devices. The biopharmaceutical and general health industries are currently among the most dynamic and far-reaching emerging industries worldwide, holding significant importance for developing the new economy, cultivating new growth drivers, and advancing the ‘Healthy China’ initiative.”
As a central city of the Huaihai Economic Zone under national key planning, a key node in the Belt and Road Initiative, and an important component of the Yangtze River Delta Economic Zone, Xuzhou looks forward to collaborating with more high-end “think tanks,” expanding its broad “circle of friends,” and joining forces with capable “allies” to jointly develop the biopharmaceutical industry. Ms. Gong Weifang, Secretary of the Tongshan District Committee of the Communist Party of China and Secretary of the Party Working Committee of Xuzhou High-Tech Industrial Development Zone, introduced the biomedical industry in Xuzhou High-Tech Industrial Development Zone: "We have planned and constructed the Huaihai Pharmaceutical Industrial Park, covering a total area of 3,000 mu. The park is primarily positioned to focus on three major sectors: biopharmaceuticals, high-end medical devices, and precision medicine, encompassing fields such as antibody drugs and vaccines, large-scale medical equipment, cell technology, and genetic testing. Currently, Phase I Area A, occupying 54 mu, including the platform operation center, incubator building, and five multi-story specialized factory buildings with a total floor area of 83,000 square meters, has been fully put into use. A large number of key enterprises in the industry have settled in the park. Within the province, we took the lead in establishing a CDMO platform for medical devices, along with production workshops for three major categories: active medical devices, passive medical devices, and in vitro diagnostic reagents. This enables us to provide one-stop solutions and services ranging from medical device incubation to market launch. We welcome leaders, experts, and entrepreneurs to gather in and invest in the High-Tech Zone."

By prioritizing professional services and comprehensive supporting facilities in their planning and design, they have demonstrated the forward-looking vision, professionalism, and scientific rigor underlying the construction of the Huaihai Biopharmaceutical Industrial Park.”

Mr. Xue Hailin, Deputy Secretary of the Party Committee of Nanjing University, delivered an address: The establishment of the “Huaihai Biopharmaceutical Industrial Park” in Xuzhou, with a focus on the three core sectors of “precision medicine,” “high-end medical devices,” and “biopharmaceuticals,” represents a robust measure to implement the spirit of the General Secretary’s instructions and a wise decision to align with the broader trends of socio-economic development. This initiative has laid a solid foundation for the biopharmaceutical industry to take root, flourish, and bear fruit in Xuzhou.

Address by Zhang Chunping, Deputy Director of the Jiangsu Provincial Medical Products Administration: Implementing the “Healthy China” strategy hinges on the economy and depends critically on industry. Xuzhou boasts a superior geographic location, robust platforms, and efficient services. In recent years, the Xuzhou Municipal Government has proactively seized opportunities presented by the new round of technological revolution and industrial transformation, designating biopharmaceuticals and general health as one of the city’s four strategic emerging industries. It has aggregated and integrated regional biopharmaceutical resources, established and improved the biopharmaceutical industry chain, and planned the layout of the Huaihai Biopharmaceutical Industrial Park, striving to build a new highland for the biopharmaceutical sector characterized by clear development directions, distinct industrial features, a comprehensive incubation chain, and superior supply guarantees.

The summit also featured the unveiling ceremony for the Joint R&D Center for Innovative Medical Technologies in Life Sciences, co-established by Southeast University and Huaihai, as well as the Achievement Transformation Base of the In Vitro Diagnostics Technology Professional Committee of the Jiangsu Society of Biomedical Engineering; the launch ceremony of the Huaihai Biopharmaceutical Industry Fund in Xuzhou High-Tech Industrial Development Zone; and the inauguration of the CDMO platform at the Huaihai Biopharmaceutical Industrial Park. Additionally, eight industrialization projects and four strategic cooperation agreements were signed in a centralized signing session. These initiatives aim to bolster the development of the biopharmaceutical and big health industries, leveraging specialized industrial parks, innovative and optimized cooperation mechanisms, and preferential support policies to accelerate industrial cluster development.

In the presence of all attending guests, eight industrialization projects and four strategic cooperation agreements were officially signed. The signed projects include: the industrialization project for a series of molecular diagnostic products for biological tumors; the industrialization project for foods for special medical purposes (FSMP); the industrialization project for intraoperative MRI-guided interventional surgical navigation; the regional comprehensive cell resource bank and new drug development project; the industrialization project for intelligent digital PCR; the industrialization project for novel oral bioadhesives; the industrialization project for high-definition endoscopes; and the industrialization project for bionic gastrointestinal bioreactors.Strategic cooperation agreements were signed with the Nanjing University Biopharmaceutical Industry Alumni Association, the Jiangsu Provincial Medical and Health Industry Alliance, the China-Israel International Medical Device Innovation Park, and the Guoyao Xincheng Biopharmaceutical Industrial Park.
The final agenda item of the opening ceremony was the academic report session, featuring presentations titled “Development of Interventional Radiology in China” and “Reflections on the Development of Key Areas in China’s Biopharmaceutical Industry.” These sessions aimed to genuinely help attendees apply innovative thinking to industry trends and support diversified development.
