Huimin Bao 3.0 Launches with Comprehensive Upgrades: Miao Health Powers 'Xianghui Bao' for Enhanced Coverage

On November 3, “Xiang Hui Bao,” an inclusive supplementary medical insurance product designed for all participants in Hunan Province’s basic medical insurance scheme, was officially launched. The Changde region has taken the lead in rolling out the plan, allowing residents to enroll through online channels.

“Xiang Hui Bao” is guided by the government, with Taiping Insurance as the lead underwriter; it is co-underwritten by several well-known insurance companies including Fude Sino Life Insurance, Dadi Property & Casualty Insurance, and Taikang Pension. Miao Health provides health management services, Shanghai Tongren Insurance Brokerage offers end-to-end brokerage services, and Hunan Zhongmei Health provides technical support. The insurance product adopts a tiered pricing structure: RMB 48 per person per year for individuals under 50 years old, and RMB 138 per person per year for those aged 50 to 70. There are no occupational restrictions, and the maximum coverage amounts to RMB 3 million, comprising RMB 2 million for inpatient medical expenses and RMB 1 million for specialized cancer drugs.

 

Meanwhile, to facilitate the public and save time on enrollment and claims filing, "Xiang Hui Bao" adopts a service model that integrates online and offline channels. During the coverage period of "Xiang Hui Bao," insured individuals in Changde can enjoy additional value-added services beyond the two basic inclusive benefits, including discounts on medications for chronic diseases and health management services provided by Miao Health.

Fu Xianzheng, Deputy Director of the Changde Municipal Branch of the China Banking and Insurance Regulatory Commission (CBIRC), stated that “Xiang Hui Bao,” as an extension and supplement to the national basic medical insurance, not only aligns with the spirit of the State Council’s “Opinions on Deepening the Reform of the Medical Security System” by truly ensuring access to medical care and coverage for illnesses, but also meets the requirements of the Healthy China initiative. It helps alleviate the difficulties and high costs associated with seeking medical treatment. He urged insurance companies to enhance promotional efforts, strengthen coordination and supervision, and improve claims settlement processes. The Municipal Financial Affairs Office will also reinforce overall coordination and provide further guidance, aiming to achieve a win-win outcome for the government, insurance industry, society, families, and residents.


“Xiang Hui Bao” is open to enrollment by individuals of all genders and ages. At a minimal cost, it provides critical illness coverage for the general public and does not deny coverage based on most pre-existing medical conditions. Wan Xiang, General Manager of Taiping Property & Casualty Insurance Company’s Hunan Branch, stated that the claims coverage of Xiang Hui Bao exceeds the limits of basic medical insurance. In addition to reimbursing out-of-pocket hospitalization expenses, it covers out-of-pocket medication costs for 19 types of malignant tumors, thereby extending coverage to certain items outside the standard reimbursement catalog.
