National Healthcare Security Administration Announces New DIP Pilot Cities

Just moments ago, the National Healthcare Security Administration released the “Notice of the General Office of the National Healthcare Security Administration on Issuing the List of Pilot Cities for Global Budgeting Based on Regional Point Values and Diagnosis-Intervention Packet (DIP) Payment.” This demonstrates the policy’s unusually rapid pace of implementation. Furthermore, an analysis of the geographic distribution of the pilot cities reveals that, with few exceptions, most have hospital informatics capabilities that are not among the top tier in China, which aligns well with DIP’s relatively modest requirements for hospital infrastructure.


The full text of the notice is as follows:


To the Healthcare Security Administrations of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps:


In accordance with the requirements of the “Work Plan for Pilot Programs on Global Budgeting Using the Regional Point System and Diagnosis-Intervention Packet (DIP)-Based Payment” (No. 45 [2020] of the General Office of the National Healthcare Security Administration), and based on voluntary applications submitted by provincial-level (including autonomous regions and municipalities directly under the Central Government) healthcare security administrations, the list of pilot cities for global budgeting using the regional point system and DIP-based payment has been determined and is hereby issued. Relevant provincial-level healthcare security administrations shall strengthen guidance, urge pilot city healthcare security administrations to enhance organizational leadership, clarify division of responsibilities, fully implement pilot tasks and requirements, and ensure tangible results.

Shanxi Province: Yangquan City


Inner Mongolia Autonomous Region: Hulunbuir City, Chifeng City, Ordos City;


Liaoning Province: Fushun City, Yingkou City;


Jilin Province: Liaoyuan City;


Heilongjiang Province: Jiamusi City, Yichun City, Hegang City;


Jiangsu Province: Huai'an City, Zhenjiang City, Suqian City;


Anhui Province: Suzhou City, Huainan City, Wuhu City, Fuyang City, Xuancheng City, Huangshan City;


Fujian Province: Xiamen City, Ningde City, Putian City, Longyan City;


Jiangxi Province: Ganzhou City, Yichun City, Yingtan City;
