On November 19, the Yangling Demonstration Zone in Shaanxi Province and Shenzhen 123 Smart Healthcare Co., Ltd. reached an agreement on a new model of cooperation for the “Research-Oriented Internet Hospital” and held a signing ceremony.
Guests attending the signing ceremony included Zhang Laiwu, former Vice Minister of the Ministry of Science and Technology and Dean of the Institute for the Sixth Industry at Fudan University; Zhang Guangqiang, Deputy Director of the Shaanxi Provincial Decision-Making Consultation Committee; Wu Zhong, Deputy Head of the National Health and Healthy Aging Innovation Project and Secretary-General of the South-South Cooperation Finance Center; Dong Limin, Member of the Party Working Committee and Deputy Director of the Administrative Committee of the Demonstration Zone; Yuan Hongma, Member of the Party Working Committee and Deputy Director of the Administrative Committee of the Demonstration Zone; Leng Changjian, Vice President of Northwest A&F University; Yang Jingkun, Chairman of the Senior Scientists and Technologists Association of Northwest A&F University; Hou Xi, President of the Yangling Demonstration Zone Senior Scientists and Technologists Association; Liu Zhongshan, Secretary-General of the Party Working Committee and Administrative Committee of the Demonstration Zone; Xia Huijuan, Deputy District Mayor of the Yangling District Government; Li Chun’an, Director of the Health Commission of the Demonstration Zone; and Wang Cunliang, Party Secretary and President of Yangling Demonstration Zone Hospital.
The Yangling Demonstration Zone is China’s only agricultural high-tech industry demonstration zone. It is directly administered by Shaanxi Province and jointly managed with 23 central government ministries and commissions. The zone possesses prefecture-level administrative authority and provincial-level economic management powers, and in 2017, part of its area was designated as a component of the China (Shaanxi) Pilot Free Trade Zone. In the same year, the “Healthy Yangling 2030” Action Plan was released.

The exploration of the new “Internet + Healthcare” model in Yangling is a key initiative during the critical advancement phase of “Healthy Yangling 2030.” By leveraging internet-based healthcare to integrate and consolidate all segments of the existing medical industry, this initiative supports the “Healthy Yangling 2030” Action Plan, aims to increase the family doctor contract signing rate, reduce premature mortality from major chronic diseases, and establish a more comprehensive and optimized healthcare system.
Shenzhen 123 Smart Healthcare Co., Ltd., as the implementing enterprise for the “Preparatory Group for the National Major Health and Healthy Aging Innovation Project” established by institutions including the Ministry of Science and Technology of China, the China Association for Soft Science Research, and Fudan University, bases its development direction on Professor Zhang Laiwu’s “Sixth Industry Theory.” Professor Zhang, a former Party Leadership Group member and Vice Minister of the former Ministry of Science and Technology of China and current (founding) Dean of the Sixth Industry Research Institute at Fudan University, proposed in “Internet Plus Medical Health” the concept of “fully leveraging biotechnology, network technologies, big data, artificial intelligence, and blockchain to continuously improve the quality of medical and health services, and to expedite the realization of innovative services for full-lifecycle health management urgently needed for ‘Healthy China.’” In line with this vision, the company focuses on structured collection, data governance, and practicality assessment of real-world data. While providing patients with whole-course disease management services, it continuously and structurally collects relevant data from enrolled patients and conducts real-world studies in collaboration with partner medical institutions, aligned with the definitive management objectives of the whole-course disease management protocols.
Following this collaboration, both parties will continue to develop the new Yangling model, focusing primarily on the following development objectives.
Introducing High-Quality Medical Resources to Promote the Development of the Health Industry
Leveraging the whole-course medical and health service system and resource integration capabilities of the “Research-Oriented Internet Hospital,” it connects with other cooperative physical medical institutions across China, introducing high-quality medical resources and medical research capabilities to Yangling.
Based on the theoretical frameworks of “New Medical Model,” “New Medical Sciences,” and “New Medicine,” this initiative provides top-level design for the development of public health services in the Yangling Demonstration Zone, thereby promoting the coordinated development of urban and rural areas and the gradual implementation of the Rural Revitalization Strategy.
Promote Tiered Diagnosis and Treatment, and Enhance the Capacity of Primary Healthcare Services
Coordinate and optimize the allocation of medical services, pharmaceuticals, and health insurance resources; establish tightly integrated healthcare consortia with whole-course management of single diseases as the entry point; promote tiered diagnosis and treatment; and enhance comprehensive chronic disease management capabilities.
Provide health and wellness services across the entire life cycle
Build a national health information platform, a medical collaboration consortium supervision platform, a single-disease whole-process management service platform, and a cloud-based mobile clinic operation service platform (including mobile clinic vehicles, home-visit service kits, remote terminal devices, etc.).
Shifting from a Disease-Centered Approach to a People’s Health-Centered Approach
Launch pilot projects such as the “China Association of Senior Science and Technology Workers,” the “Healthy Chinese Enterprises Initiative,” and the “Integrated Medical, Health, and Elderly Care Service Platform”; improve and refine incentive and distribution mechanisms centered on health; and create a new “Yangling Model” that integrates government, society, industry, academia, and research.
The operational implementation will be led by Shanghai Jiayi Smart Health Management Co., Ltd., a subsidiary of Shenzhen 123 Smart Healthcare Co., Ltd. Bi Jia, Managing Director, stated that the company will leverage its independently developed Disease-Specific Integrated Care Management (DSICM) system, along with Artificial Intelligence of Things (AIoT) and wearable devices, integrated with the data processing hub of its research-oriented internet hospital. While providing the public with comprehensive, disease-specific care management throughout the entire course of illness, the company aims to support hospital-based scientific research through real-world big data studies, clinical applications, and translation, thereby striving to provide model-based evidence for public health and healthcare management decision-making in selected regions.
Liu Yanbin, Chief Operating Officer of Shenzhen 123 Smart Healthcare Co., Ltd., stated that the collaboration launched in the Yangling National Demonstration Zone will serve as a pilot initiative to establish a tightly integrated medical consortium. This consortium will fuse government, community, industry, academic, and research efforts, centering on a research-oriented internet hospital, leveraging whole-course management services for single diseases as its primary approach, building upon the Yangling Health Cloud, and supported by specialized talent training. The aim is to create an ecosystem network of medical services that intertwines vertical tiered diagnosis and treatment with horizontal health management, thereby contributing to "Healthy Yangling." This initiative will provide additional resources and support for the Healthy Yangling Plan, further perfecting the fundamental system for universal health. It seeks to ensure that everyone has access to high-quality health services and robust health protection, leading to healthier and longer lives for the population, a more beautiful environment, a healthier and more harmonious society, and significant improvements in various health indicators, ultimately achieving the goals of "Healthy Yangling 2030."
