“During the reform of medical insurance payment systems, the era of overtreatment driven by fee-for-service models is coming to an end. On the market front, calculations based on 2019 national health insurance data indicate that China’s health insurance payment and cost-control markets have each exceeded one trillion yuan in scale. On the demand side, the quality of medical records and face sheets—the primary basis for health insurance payments—urgently needs improvement. Quality control requirements for medical records and face sheets are gradually evolving from addressing hospitals’ “image issues” to resolving their “revenue issues.” Qu Guangyan stated that Baitai Network, as one of the first domestic providers of intelligent health insurance cost-control solutions, is committed to leveraging intelligent technologies to safeguard medical quality in hospitals and assist them in implementing reasonable cost controls.


Second Venture: Focusing on Healthcare Quality Management


Baitai Network is Qu Guangyan’s second entrepreneurial venture.


As early as 2002, Qu Guangyan had already founded an IT solutions company specializing in processing trade, which continues to maintain stable profitability to this day. Four years later, in 2006, Qu embarked on a new venture by co-founding Baitai Network, focusing specifically on the informatization of medical quality management.

Currently, the imbalance in the doctor-to-patient ratio places a heavy workload on physicians. Many hospital information systems have been designed as cumbersome and complex documentation tools rather than focusing on the control and improvement of patient care quality. Features such as outpatient visits, inpatient care, pharmacy management, and billing are so intricate that they compromise system usability, significantly limiting the efficiency of healthcare professionals. Qu Guangyan further noted that the tedious and time-consuming process of documenting patient encounters severely hinders face-to-face communication between doctors and patients, thereby affecting the efficacy of clinical treatment. Although medical data is growing exponentially, its overall quality remains low, making it difficult for physicians to extract valuable diagnostic and therapeutic information, let alone focus on consistently improving patient health outcomes.


Furthermore, these documentation tasks consume a significant amount of physicians' energy and attention, which can diminish their work motivation and foster dissatisfaction with the work environment. This, in turn, leads to a decline in various quality metrics, including patient satisfaction and healthcare quality, while increasing the risk of medical errors and adverse events.


“Medical record quality management has long been a persistent challenge in hospital administration, often characterized by a cycle where strict control stifles operations while lax oversight leads to chaos. Baitai Network aims to strike a balance between these extremes by shifting the role of its product from ‘policing physicians’ to ‘supporting physicians,’ thereby achieving an optimal level of flexibility. This approach ensures the system’s practicality while alleviating the burden on doctors,” introduced Qu Guangyan.

Currently, Baitai Network has established a core R&D team comprising medical quality control experts, health insurance cost containment specialists, leading figures in the artificial intelligence and big data analytics industries, and seasoned developers with extensive experience in healthcare informatics. Currently, Baitai Network has completed the second phase of its product upgrade. The “Intelligent Medical Insurance Cost Control Management System” has entered the hospital pilot phase.
