In December 2019, the newly revised Administrative Measures for Health Insurance officially came into effect. The new Measures encourage insurance companies to integrate health insurance products with health management services to mitigate health risks and reduce disease-related losses.
According to the report “Building Health Management Capabilities to Break Through the Challenges of Health Insurance” released by Boston Consulting Group (BCG), China’s original premium income for health insurance grew rapidly from RMB 69.2 billion in 2011 to RMB 706.6 billion in 2019, representing a compound annual growth rate (CAGR) of 34%, significantly higher than the average annual growth rates of 13% for life insurance and 12% for property insurance during the same period.
Driven by the dual forces of policy support and the healthcare consumer market, health insurance has become the fastest-growing segment within the insurance industry.

Time goes back to 1988. At that time, Ms. Liu Shubin had just graduated from the Department of Nursing at Capital Medical University and was assigned to work as a healthcare nurse in the VIP ward of Beijing Hospital. By chance, PICC (People’s Insurance Company of China) launched a high-end medical insurance program for foreign experts during the Beijing Olympic Games. This experience deepened her understanding of the medical insurance needs of high-net-worth individuals.
In 2008, Ms. Liu Shubin was assigned to Jiaping Medical to oversee insurance operations. As one of the earliest companies in China to implement the Health Maintenance Organization (HMO) model, it focused on providing comprehensive family physician services and holistic healthcare solutions for elite individuals and corporate groups. It was also here that Ms. Liu Shubin met Mr. Wang Zhifeng, another co-founder of Pinghe Renjia.
In the following years, Ms. Liu Shubin joined the Beijing Medical Doctor Association, where she gained experience in family medicine; she co-founded Yijiafu, but ultimately had to withdraw due to differing visions with her partners; she then established Ruiren Health, which showed promising progress but encountered equity disputes stemming from a lack of expertise in fundraising.
Ms. Liu Shubin remarked, “For decades, I have consistently maintained my reflections on the field of healthcare · services · payment.”
In 2018, after years of deep engagement in the high-end medical insurance sector and drawing on her experience from two previous entrepreneurial ventures, she finally found a viable path and co-founded Pinghe Renjia with Mr. Wang Zhifeng, a company dedicated to providing health insurance services to high-net-worth individuals.
Prior to founding Pinghe Renjia, Mr. Wang Zhifeng had nearly 20 years of experience in the insurance and health management sectors, with extensive expertise in insurance claims adjudication and the operation of medical insurance products. Currently, he is primarily responsible for the overall operations and promotion of Pinghe Renjia.

With the upgrading of national healthcare consumption, demand for premium medical services is burgeoning.
The “2020 China High-Net-Worth Investment Report” shows that among those who choose to purchase commercial medical insurance, the average annual household premium is RMB 59,000, with 16% paying more than RMB 100,000, and ultra-high-net-worth households paying an average of RMB 162,000. This clearly demonstrates the significant consumption potential of high-net-worth individuals in the medical insurance market.
